Adopted Regulation of the Division of Public and Behavioral Health of the Department
of Health and Human Services. These packages have been carefully crafted using
industry best practices to meet and even exceed the requirements of R004-14. Our
products will set your application apart from the others and give you the best possible
chance of receiving one of the coveted 66 dispensary licenses available in Nevada.
Required Application Documents
Organization Structure (R004-14, Sec. 26(5)): Our Organization Package begins
with a list of all owners, officers, and board members associated with your proposed
medical marijuana establishment, including their title, a short description of their role
and responsibilities, and whether any have or are serving for another medical marijuana
establishment. This section will also discuss previous employment, financial interests in
other marijuana establishments, and whether any individual has had a medical
marijuana license of any kind revoked. We will complete this section with a detailed
Organization Chart listing the title and role of all owners, officers, board members, and
the proposed marijuana establishment’s reporting structure. Our Organization Structure
Package will demonstrate to authorities that your proposed organizational structure will
allow your establishment to operate efficiently.
Background Information (R004-14, Sec. 26(6)): For each owner, officer, and board
member of your proposed medical marijuana establishment, we will draft background
descriptions of up to 750 words each. These descriptions will highlight past community
involvement, previous business or non-profit operation experience, knowledge or
expertise with respect to the compassionate use of marijuana. This section will be tied
together with crisp, professional resumes for each owner, officer, and board member.
Our draft of your background information and resume will ensure Nevada’s state
licensing authority that the members of your proposed establishment are experienced in
business, active in their communities, and interested in medical marijuana for the right
reasons.
Location Description (R004-14, Sec. 26(7)): As you will come to find, your location is
often the most important factor in any State’s medical marijuana application process.
Nevada requires that you demonstrate your location’s ability to serve local patient
needs. In order to satisfy this requirement, we begin with a Patient Population Analysis
of the local area surrounding your proposed medical marijuana establishment’s
location. Through our Patient Population Analysis, we will demonstrate to the Nevada
Greene Consulting Group 2944 Zuni St. No. 5 Denver, CO 80211 (303) 495‐2500 [email protected] licensing authority that you are acutely aware of the total number of patients in your
area, the variety of qualifying conditions they suffer from, and how many patients have
which conditions. We then draft a description of the proposed location that both
describes the building’s location, size, layout, and other features and demonstrates how
these features will adequately meet patient needs.
Seed to Sale Plan (R004-14, Sec. 26(8)): Another major area of concern surrounding
medical marijuana licensing is the quality and safety of products. Our Seed to Sale Plan
clearly delineates procedures and protocols for the care, quality, and safekeeping of
medical marijuana from seed to sale. The Seed to Sale Plan also includes plans for
product testing, product transportation, and product as well as building security. These
plans have been carefully crafted based on industry experience in Colorado, Arizona,
and New Mexico and will demonstrate that your proposed medical marijuana operation
will remain compliant, follow industry best practices, and operate to effectively serve the
needs of your patients. Our Seed to Sale plan is a leading example of professional
standards in the medical marijuana industry.
Inventory Control Plan (R004-14, Sec. 26(9)): In order to remain compliant in any
medical marijuana State, each medical marijuana establishment must adhere to strict
inventory tracking guidelines. We have experience with inventory tracking in Colorado,
Arizona, and New Mexico, and can parlay that experience into a crisp and easily
comprehensible Inventory Control Plan. This Plan will assure Nevada’s licensing
authority that all medical marijuana and medical marijuana products that come through
your establishment will be tracked at all times according to the rules.
Financial Documents (R004-14, Sec. 26(10)): We will compile and organize
documents and financial statements demonstrating that you have adequate resources to
successfully complete the application process and operate your proposed establishment.
This includes documentation that any investor contributing funds does so
unconditionally and proof that sufficient funds are in place to cover the first year’s
operation budget. We will ensure that Nevada’s state licensing authority receives a clear
picture of your financial strengths, abilities, and advantages.
Operating and Management Plan (Includes 1 Year Budget Plan) (R004-14,
Sec. 26(11)): Our Operating and Management Plan will explain your plan to staff,
educate, and manage your proposed medical marijuana establishment on a daily basis.
This Plan begins with a detailed budget of your proposed establishment’s preopening,
construction and first year operating expenses. This Plan also includes an Operations
Manual that demonstrates your establishment’s compliance with NRS 453A and R00414 as well as an Environmental Plan that demonstrates how your establishment plans to
minimize its environmental impact. Finally, the Operating Management Plan includes a
Greene Consulting Group 2944 Zuni St. No. 5 Denver, CO 80211 (303) 495‐2500 [email protected] Staffing and Education Plan that includes processes and procedures for staffing your
establishment, managing your staff and establishment, promoting staff safety, and
providing educational materials to your staff. This meticulously crafted plan is a leading
example of staffing and management standards in the medical marijuana industry.
Community Impact (R004-14, Sec. 26(12)): Our Community Impact Report discusses
the likely impact of your proposed medical marijuana establishment on the community.
This report will include the local community’s proximity to substance abuse treatment
centers, medical centers, pharmacies, day care centers, schools, religious facilities,
public facilities, and halfway houses. We will be sure to both address any possible
concerns and mitigate those concerns. The Community Report also discusses the
manner in which your proposed medical marijuana establishment will meet the needs of
the persons who are authorized to engage in the medical use of marijuana. Our
Community Impact plan demonstrates to the Nevada’s state licensing authority that you
are cognizant of both your establishment’s place in the community and your duty to
serve patients first and foremost.
Zoning Compliance (R004-14, Sec. 26(13)): In every medical marijuana application
process we’ve been through, the suitability of the building and its compliance with State
and local zoning restrictions have been one of the most important aspects of the
application. Our Zoning Compliance Package will ensure that the building you have or
are attempting to secure meets all applicable requirements and includes:




Zoning compliance review
Interface with local zoning office
Zoning Report
Preparation of Letters of Intent for lease/purchase
Background Check (NRS 453A.332(3)(a)(2)(V)): Do you remember what you had for
dinner last night? How about last week Thursday? More to the point, do you remember
every run-in you have had with law enforcement? The time to remember that you had a
DUI dismissed but not expunged, defaulted on your student loans when you were 19, or
engaged in some other questionable conduct is not when the State sends a letter asking
why you neglected to inform them of your transgressions. We have developed a
relationship with a former Pinkerton detective to pre-screen applicants before they
submit to the FBI background check. This process ensures that there are no surprises
during the application assessment process and that we are ready to respond to any
concerns the State may have.

medical marijuana establishment and file that entity with Nevada’s Secretary of State.
