HOW TO SUBMIT THE APPLICATION
APPEALS PROCESS

in writing, to PEF MBP Trustees.

Copies of all documents must be retained by the
applicant. You will be notified by email when the
application has been received.
DOCUMENT REVIEW
AND DETERMINATION
All applications will be reviewed by the PEF Membership Benefits Program and PEF Training and
Education, Health and Safety Department. They may
contact applicants for clarification or if further
information is required.
PEF and PEF MBP reserve the right to reject applications that are incomplete or do not meet the criteria
outlined in this document. An email notification of
the acceptance or denial of a requested reimbursement will be sent and payment through PEF MBP
will follow 4-6 weeks from date of submission.

Pilot Program Guidelines
Fall 2014 and Spring 2015 Semesters
PROGRAM
ELIGIBILITY
WHAT IS COVERED
The PEF Membership Benefits Program Higher
Education Incentive Program (HEIP) provides individual
PEF members in good standing with tuition
reimbursement of up to $600 for one job or career
related, successfully completed post secondary course
at an accredited college or university for the Fall 2014
and Spring 2015 semesters. It also grants a $75 book
allowance for course required textbooks.
Applicants for the program must:
This pilot program covers only one course per
semester-either graduate or undergraduateper member for the Fall 2014 and Spring 2015
semesters. No fees or other related expenses are
covered. It also provides a $75 textbook allowance
for required textbooks. For some courses, such
as online study, CD’s, videos or other media are
required and can be substituted for textbooks.
INTRODUCTION
Following negotiation of the 2011-2015 PS&T Unit
Agreement, the State refused to restart the PS&T
Unit tuition program, virtually eliminating funding
for tuition reimbursement. PEF is still in the process
of advocating for restoration of the tuition reimbursement program. In the interim, to help bridge
the gap and assist members to pursue their higher
education and career goals, the PEF MBP Trustees
have established a pilot tuition reimbursement
program for the Fall 2014 and Spring 2015
semesters.
The pilot program is only for the Fall
2014 and Spring 2015 semesters and will
be reviewed by the Board of Trustees of the
•Be dues paying members of PEF and have a signed
PEF membership form registered with PEF.
•Be a current PS&T employee or a laid off member
on a Civil Service or other reemployment roster.
•Be employed or on a preferred list or reemployment roster at both the start and completion date
of the course.
•Successfully complete the course and submit the
required application, course satisfaction, and
payment documentation to PEF MBP.
ELIGIBLE COURSES
1.The HEIP is available for courses that are job or career
related. Applicants are required to explain the
applicability of the course in the required narrative.
2.Courses must be taken at an accredited college,
university or institution.
3.Graduate or undergraduate courses must be credit
bearing, lead to completion of a degree, or lead to a
certification that is job related.
4.All other sources of tuition support including
Veterans benefits, TAP and scholarships, must be
exhausted prior to requesting HEIP.
PEF MBP to determine whether similar
programs can be offered in the future.
TEXTBOOK ALLOWANCE
Textbook allowance will be provided for documented
course required textbooks.
REIMBURSEMENT PROCESS
After successfully completing the course of
study, the applicant will submit a reimbursement
application along with the following
documentation to PEF MBP:
•An invoice/receipt from the college or university
showing the course was paid. The invoice must
also reflect other sources of tuition support that
were used, if applicable. It will give a start and end
date for the course of study.
•Documentation of additional financial assistance
not listed on the invoice.
•An invoice/receipt detailing textbook (CD,
video, etc.) purchase and course requirement
documentation.
•Certification of a passing grade.
