CS-DRMS masterclass: Optimising
debt management operations
Recent global financial events has brought into sharp focus the importance
of effective sovereign debt management.
COURSE OVERVIEW
More than ever public debt managers are
expected to achieve and maintain an optimal
debt portfolio that meets cost and risk objectives
whilst ensuring a country’s financing needs are
met. Optimal use of sophisticated debt recording
and management software is central to meeting
these challenges.
This masterclass in CS-DRMS version 2, a major
upgrade of the leading debt software due for
release in 2014 will focus on harnessing the
software’s rich functionality to optimise support
for debt management operations. Particular
emphasis will be given to the new features
including support for liability management
operations (LMO), risk management, compliance
with latest reporting standards of the IMF and
World Bank and implementing CS-DRMS as part of
a wider IFMIS solution.

All current and prospective CS-DRMS users who
need to use the system in an operational context.

WEEK ONE
- Recording loan agreements, creditor bills,
payment advices and disbursement notices
- Recording securities auction results and
options for interfacing with depository
systems
- Recording creditors and borrowers to
conform to the IMF Public Sector Debt
Statistics Guide
- Use of creditor business day calendar and
rules for improving accuracy of forecasting
payments and supporting the payment
process
- Recording debt restructuring including new
embedded options for supporting LMO
- Processing, validating and aggregating
instruments to generate accurate stocks and
flows
- Calculating loan concessionality including
grant element using appropriate discount
rates
WEEK TWO
- CS-DRMS reporting module including new ATM
and ATR risk reports and a dashboard for
portfolio reporting
- Export facilities including to the new World
Bank SDMX-compliant DRS and Quarterly
Public Sector Debt Template for holistic debt
reporting
- Use of the Management Tools scenario
analysis module to evaluate impact on the
portfolio and sustainability ratios of pipeline
loans, debt restructuring options and future
movements in exchange rates, interest rates
and macro variables
- How to successfully implement CS-DRMS as
part of an IFMIS using the new Chart of
Accounts
- Recording government lending in a borrowing
database
- Creating Front, Middle and Back-Office user
profiles to support debt management
operations
