Heck, we were just becoming used to the wonderful summer weather we’ve had in the Pacific Northwest! Well, Fall does bring nice weather still and even better it brings us to our second PTYC meeting following the summer meeting hiatus. The October 14th meeting will be special for those members who have joined in recent years and really have not had the opportunity to learn about the history of the Port Townsend Yacht Club, especially from the folks who brought it into being, built the clubhouse and nurtured it through the years. That being said, be sure to be on hand when Past Commodores Carl Sidle and Jim “Daubie” Daubenberger will review PTYC’s history first hand. We owe these guys a lot due to their hard work and willingness to step up when necessary for the good of the club. Speaking of new members, the lifeline for the future of the club, a quick review of the procedures set forth on page 18 of your copy of the “Roster” book for 2014might be helpful in recruiting (see Page 5). Treasurer to notify Vice Commodore and send application. 3. Applicant(s) attends a club event (#1 and #3 can be in reverse order). 4. Vice Commodore sends application via email to Membership Committee members for approval. 5. Committee member(s) interviews applicant(s) in person or phone. 6. The interview is typed and sent via email to committee members. 7. Committee members state” yes” or “no” in regards to accepting application. 8. With committee approval, the application is sent out to the membership for seven days for their review, comments and approval. 9. Vice Commodore completes “for PTYC” on bottom of application. 10. Gerry Walsh, Vice-Commodore Date Page 6 Baggywrinkle October 2014 RBAW REPORT WA State Parks Funding Dilemma At the September meeting of the Recreational Boating Association of Washington (RBAW), Daniel Farber, the legislative liaison from the WA State Department of Parks and Recreation outlined the decline in state funding for running and maintaining our state parks. Creative funding sources are being considered to make up an increasing deficit in state funding. Presently, only 14% of WA state residents are buying the Discover Pass which was designed to help fund State Parks. About 20% of people renewing vehicle registrations are giving an additional $5 towards State Park funding. Still because of taxes decreasing statewide, funding for State Parks out of the state’s General Fund has dropped from a high in the 2007-09 budget of $94.5 million to this year’s budget of $20 million with an expectation that it will continually decline in years to come. The Parks Department has lost 1/3 of their permanent personnel so fees at marine parks are not being aggressively enforced and collected. RBAW delegates and directors pointed out that people with boats over 16 feet are already paying the Watercraft Excise Tax, (personal property tax) which is imposed only on boats and not on any other type of recreational vehicle, and that most of that money is not being redirected towards the support of the marine parks. Instead it is going into the General Fund. Farber agreed saying that only 1/50 of 1% of the Watercraft Excise Taxes are coming back to the Parks department. Right now those taxes amount to about $35 million in the present budget with little expectation that the legislature will redirect more to Parks. Possible new Parks funding sources being considered are: 1. Adding the Discover Pass option to buyers of “new vehicles”, 2. Applying the Watercraft Excise Tax to owners of recreational vehicles ie. also users of our state parks 3. Add $5 to vehicle registration fees 4. Divert more Watercraft Excise Tax to Parks. RBAW to Take Lead on Protecting Boater’s Privacy Recently the WA State Department of Licensing came forward and admitted it was overstepping its authority in not keeping vessel owner’s records private as is provided by law for vehicle registration privacy. This means that currently a third party may request title or registration information on our boats from the DOL and receive it. In order to put forward a bill to fill this loophole, RBAW voted to take the lead in finding a legislative sponsor to carry the bill. DOL, National Marine Trades Association and the Northwest Yacht Brokers Association have informed RBAW they will support the bill. Update on the No Discharge Zone Attempt by WA State Department of Ecology In recent talks with the Department of Ecology, RBAW, representatives of the tug operators and owners and a Marine Alliance have continued to lobby for additional time and reasonableness in filing a petition to establish a Puget Sound-wide NDZ with the US EPA. The timetable has significantly been put back to possibly late 2015 or 2016.
