SUMMARY OF INCIDENT: On 08/25/2014 at 4:05 a.m., Benicia Officers responded to the 300 block of
Columbia Circle after a women called 911 reporting she was raped by a male acquaintance she allowed to stay
in her home. The 47- year-old victim allowed Moua to sleep in the front area of her home while she was
sleeping alone in her bedroom. At approximately 3:00 a.m. the victim awoke with Moua on top of her,
threatening her with a knife. Moua sexually assaulted the victim and held her against her will in the bedroom.
Moua then stole the victim’s vehicle and fled the area. An extensive check of the surrounding area was
conducted and Moua was not located. A description of Moua and the victim’s vehicle were sent to all
surrounding law enforcement agencies, and Benicia Detectives immediately began trying to locate Moua. The
victim was treated at an area hospital for minor injuries sustained during the assault.
Detectives learned Moua fled to the City of Stockton and alerted Stockton police officers. Moua and the
victim’s vehicle were located at shopping mall and he was taken into custody without incident by the Stockton
Police Department. Benicia Detectives later took custody of Moua and transported him back to Solano County
where he was booked into the county jail.
In addition to charges related to the sexual assault Moua committed in Benicia, he is also wanted in the State of
Georgia on charges of murder and kidnapping. The warrant is held by the Jackson County Sherriff’s Office in
the State of Georgia. The Benicia Police Department doesn’t have details related to the crimes committed by
Moua in Jackson County. No further information regarding the female victim or her injuries will be released
due to the sensitive nature of the investigation.
Moua is obviously a dangerous individual. Through the excellent investigative efforts by our detective unit
Moua was quickly taken into custody before he was able to harm others, said Lt. Mike Greene.
