GRIEVANCES
A grievance committee consisting of division coordinators, Friends of 4-H Youth officers and Extension agents
are designated to address complaints regarding 4-H / FFA Indoor Exhibits, junior livestock, and/or small animal
entries/show that may arise during the fair. The grievance will be filed with the respective division coordinator
who oversees the indoor exhibits, livestock, and/or small animals. A $25.00 deposit will be required to file the
grievance. (Refundable if found in favor of the complainant).
HARASSMENT
Harassment of the Friends of 4-H Youth officers, Coordinators, volunteer, County & Tribal Extension Agents,
and/or FFA advisors by any exhibitor or 4-H/FFA parents(s) during the fair may cause disqualification of the
exhibitor from the current fair and/or future 4-H/FFA Indoor Exhibits or the Junior Livestock Show/Sale. Paid
fees will not be refunded.
LIABILITY
The 4-H/FFA Indoor Exhibits and Jr. Livestock Coordinators, staff and the Northern Navajo Nation Fair Board will
not be responsible for any accidents, injury. and/or loss to any and all indoor exhibits, livestock, exhibitors,
and/or parents. Exhibitors are recommended to carry their own liability insurance.
For the safety of fellow exhibitors and the general public, judges, coordinators, and grievance committee
reserves the right to disqualify and excuse any animal from all entries and competition due to dangerous
behavior and sickness and/or lameness.
The 4-H/FFA Indoor Exhibits & Junior Livestock Coordinators, staff, and the Northern Navajo Nation Fair Board
will not be responsible for any indoor exhibits and livestock left on the Fairgrounds after the close of the fair.
PARKING/CAMPING
After check-in has closed, All vehicles/trailers must be parked on the east side of the Livestock Barn in the
designated area. Camping fees will be assessed for overnight campers either in vehicles or travel trailers;
made payable to fair committee. (Fee to be determined by fair committee)

4-H INDOOR EXHIBITS

GENERAL RULES:
1. All exhibitors must be a member in good standing of a chartered 4-H Club in the current 4-H year. An
exhibitor with tribal enrollment is eligible to enter an exhibit provided they are enrolled in this year’s
4-H/FFA project. A non-Native 4-H or FFA member is eligible if they are current members of a
recognized 4-H club or affiliated FFA chapter on the Navajo reservation. Any exhibitor who does not
meet these criteria will be reviewed on a case-by-case basis. Cloverbuds must be a member of a 4-H
club.
2. ALL 4-H EXHIBITS MUST BE PRE-ENTERED. Entry forms must be post-marked or hand-delivered to
NMSU Tribal Extension Office on August 01, 2014 by 5 pm. Only exhibits that have been pre-entered will
be accepted. Items/entries not listed on the entry form will put on display only. DO NOT give your entry
forms to your local/county extension agents or fair board. All entry forms should be addressed or

3. 4-H exhibitors must be enrolled in the 4-H project during the current year. Entries will not be accepted
if not enrolled in the 4-H project. Entries will be verified by the respective County Extension Office.
4. All Indoor Exhibits will be accepted between 1:00 p.m. to 6:00 p.m. on Wednesday, October 1, 2014.
Only articles listed on the premium book list will be judged.
5. Entries will be judged at 8:00 a.m. on Thursday, October 2, 2014.
6. Coordinator(s) have the right to exclude any item from exhibition and judging (broken or damaged
articles will not be accepted).
7. All 4-H Indoor Exhibit projects must follow New Mexico 4-H Rules and Judging Criteria.
8. Each 4-H member may enter a total of not more than TEN (10) items.
9. Each exhibitor may exhibit only one item under each lot number, including miscellaneous.
10. SD*-All Self-determined projects should be advanced exhibits or projects and must include copy of the
Self-determined record sheet.
11. Record books must be available upon request.
12. Posters: Posters may be no larger than 14x22 inches (this is half of a standard sheet of poster board).
Posters are defined as any flat paper, foam board, cardboard, or other backing appropriate for hanging
on the wall for display. Flat items placed on stands or with stands attached will be considered posters
and the stands will not be utilized for display. Display Boards: Display Boards may be no larger than
18x48 inches (this is a small size display board or half of a standard display board). Display boards are
defined as scored, freestanding science boards that may be purchased at any school supply store. These
are boards made freestanding by the sides being folded in slightly. Other exhibit boards: Exhibit bases
for three dimensional vertical displays may be no larger than 24x24 inches. A vertical display is defined
as an exhibit with a solid base where the exhibit itself rises up. This would apply to small engines, Selfdetermined, or any other appropriate 3-D Display Project specific boards: some project boards are given
specific measurements with the project. For example, Leathercraft and braiding have guidelines in the
project book. If an exhibit is defined by the project book that is the rule members must follow.
13. All baked goods and vegetables must be displayed on a rigid plate within a Ziploc bag and must have 3
items unless otherwise specified.
14. All sewing items must be clean, neatly pressed, on a hanger and in a large clear plastic cover.
15. All flower arrangements must be in a small vase or a small basket. No larger than 36 inches (3 ft.).

16. All potted plants must have been grown by the exhibitor. No larger than 36 inches (3 ft.).
17. The 4-H Indoor Exhibits Coordinator and volunteers will use every precaution for the preservation and
safe keeping of all entries, but will not be responsible for loss or damage to any said entries.
18. Blue, Red and White ribbons will be awarded according to the Danish system on all indoor exhibits.
19. Special awards will be given to the high point Boy and girl in the senior, junior, and novice division for
4-H Indoor Exhibits.
20. Special awards may be given to Best of Show in categories: Clothing, Vegetable Gardening, Baking,
Native Foods, Preservatives, Photography, Records, Rocketry, Arts & Crafts, Fiber Crafts, Educational
Poster, and Plants/Agriculture Mechanics.
21. Archery contest will be conducted according to San Juan County and New Mexico State rules. All
participants must be pre-entered and enrolled in the 4-H Archery project.
22. Exhibits will be released between 10:00 a.m. and 12:00 p.m. on Sunday, October 5, 2014
23. Club leaders are responsible for picking up any article(s) left by their club members. 4-H members must
claim their premium money by close of the Fair or forfeit premium. Do not contact Fair Board after
the Fair.
24. Booster Division: The age group is 5 - 8 years of age. The child must be enrolled with a 4-H club. The
child is eligible to enter their project books and presentations to receive a participation ribbon.

GENERAL EXHIBITOR RULES
1) Show management reserves to its Grievance Committee the final and absolute right to interpret these
rules and regulations used to arbitrarily settle and determine all matters, questions, or differences in
regard thereto, or otherwise arising out of, or connected with, or incident to, the Show, and the right to
amend or add to these rules as its judgment may determine.
2) The 4-H Leaders council will choose the livestock evaluator (judge).
3) All exhibitors must be a member in good standing of a chartered 4-H Club or affiliated FFA Chapter in
the current 4H/FFA year. A Navajo exhibitor with a census number is eligible to enter an exhibit
provided they are enrolled in this year’s 4H/FFA project. A non-Navajo 4-H or FFA member is eligible if
they are current members of a recognized 4-H Club or affiliated FFA chapter on the Navajo reservation.
Any exhibitor who does not meet this criterion will be reviewed on a case-by-case basis.
Cloverbuds/Cloverkids must be a member in good standing of a 4-H Club.
4) The exhibitor must have owned all animals entered at least 90 days prior to show date (purchased on or
before June 26, 2014). Exhibitors must be enrolled in the 4-H/FFA project exhibited during the current
year and must be eligible by exhibitor’s county guidelines.
5) All market livestock (large animals) must have an approved fair tag to be eligible to enter. Exhibitors
can tag and enter as many animals as they wish and pay for each entry. Please tag animals at the SJC tag
in dates or McKinley County tag in. If you have missed those dates please call the NMSU Tribal
Extension Office at 505-368-3973 and schedule a time and date for tag in.
6) Due to limited facilities, each exhibitor is allowed to enter and check-in five (5) MARKET animals (sheep,
swine, and beef) with no more than two (2) per species.

7) A maximum of five (5) small animals can be entered per exhibitor (poultry, waterfowl, rabbits, etc.).
8) Award Premiums to be designated by ribbons: Blue, first; red, second; white, third; pink, fourth; yellow,
fifth; dark green, sixth; light green, seventh; tan, eighth; brown, ninth; gray, tenth. Grand Champions,
Rosette; Reserve Champions, Rosette.
9) Entries must be postmarked or hand delivered to NMSU Tribal Extension Office by 5:00 p.m. with all
entry fees included on or before August 1st, 2014. Checks or money orders will be accepted. NO LATE

10) Entry fees are $10.00 each for horse and cattle; $8.00 each for sheep, goats, and swine; $3.00 each for
rabbits and poultry. Entry Fees are non-refundable, no exceptions.
11) No 4-H/FFA animal exhibit shall be shown in the Senior/Open Livestock Division.
12) No Small animal(s) can be replaced with a different species (rabbit for chicken) when checking in other
than what has been inscribed on the entry form.
13) Locking and "marking-off" pens/stall space prior to livestock arrival will NOT be allowed and will follow a
first-come-first-serve-basis. Exception: pre-determined areas made by show officials (pen/stall
assignments).
14) LIVESTOCK ARRIVAL: Wednesday, October 1st, 2014, between 1:00 p.m. and 6:00 p.m.
15) All market livestock will be weighed upon arrival.
16) The selected WEIGH-MASTER will operate all official scales to determine the weight of the animal. The
decision of the weigh-master is FINAL.
17) An exhibitors meeting shall be held within reasonable hours after check-in has ended. Exhibitor packets
will be distributed at this time, show rules shall be interpreted when necessary, barn hours will be
announced, and any further announcements/changes to the schedule will be announced at that given
time. It is MANDATORY the exhibitor is present during the meeting. Whereas an exhibitor cannot attend
the exhibitors meeting for any reason, he/she must designate a representative to receive his/her packet
and be in attendance. The absent exhibitor is responsible to obtain any accurate information presented
during the meeting.
18) Dogs: Dogs must be on a leash at all times. Dogs are not allowed inside the barn. Rule applies for cats,
kittens, and puppies.
19) Whereas a sufficient number of animals are entered in one category, the lot can be broken into two or
more sub-lots based on weight. This will be done at the discretion of the Junior Livestock Coordinator
and Committee. Their decision will be FINAL.
20) The Booster Livestock Show is an added attraction to encourage youngsters 8 years and under to
continue to pursue production agriculture in youth agriculture programs with entries allowed in the
lamb, goat, poultry, rabbit and waterfowl divisions. The child must be fully enrolled in a 4-H club.
21) EXHIBITOR BEHAVIOR: As representatives of youth agricultural programs, exhibitors are EXPECTED to
conduct themselves in a courteous, respectable manner among the general public and among their
peers during barn hours. Showmanship ethics will also be observed throughout the show, good
sportsmanship is highly encouraged.

22) DRUGS AND ALCOHOL: Legal Substances: In New Mexico (and on the Navajo reservation) the legal
tobacco product use age is 18. Legal tobacco use will NOT be allowed under any circumstances for junior
exhibitors. Illegal Substances: In accordance with tribal (and New Mexico) law, any junior exhibitor in
possession of or consuming alcoholic beverages and/or using illegal substances on the premises may be
reported to the authorities and may be disqualified (and banned) from all future SNFJLS events, shows
and sales.
23) All weapons, concealed or otherwise, are prohibited on the fairgrounds.
24) DRESS CODE: (Refer to State 4-H Event Clothing Guidelines)
As participants in and representatives of the 4-H Youth Development Program, the following clothing
guidelines have been established for your involvement in state and national 4-H events.
Exhibitors clothing must be clean and free from holes and tears. No bare skin exhibited between shirt
and pants/shorts. Skirts and shorts must be at least mid-thigh length. Underclothing cannot be visible.
Layered look of a shirt with sleeves over spaghetti strap top is acceptable if sleeved shirt is kept on. No
garments or buttons with offensive slogans, advertisement, or artwork. No muscle shirts or long chains.
No tube tops, halter tops, spaghetti strap tops (exceptions above), off the shoulder tops, low cut tops,
backless tops and sheer shirts.
Exhibitors are required to be neatly and appropriately dressed when exhibiting stock in the show ring.
For the safety of exhibitors: Closed toe leather shoes, jeans, and a button up shirt (tucked in) are
required for all exhibitors showing in the junior large animal show. No T-shirts & caps will be allowed in
the show ring. Girls: Skirts, Jean Shorts, and Flip Flops will not be allowed.
The DRESS CODE shall be enforced during the open hours of the livestock barn throughout the length of
the Shiprock Navajo Fair. All 4-H Leaders/FFA Advisors reserve the right alongside the SNF Jr. Livestock
personnel to enforce the dress code during the stated hours.
25) Junior exhibitors, in all divisions, must be at the Shiprock Navajo Fair Jr. Livestock Show on the day of
show to exhibit their own animals. When an exhibitor has more than one animal in the same class, one
or more animals may be exhibited by other youth member(s) without obtaining special permission.

HEALTH & LIVESTOCK TRANSPORT RULES
Please note: The Shiprock Northern Navajo Nation Fair Jr. Livestock Animal Health Requirements will not
contradict but may be stricter than those required by the New Mexico Livestock Board (Navajo Nation
Livestock Regulations shall be observed). In order to exhibit at the NNNF Jr. Livestock Show, you must
adhere to the following requirements. Official veterinary staff will be made available throughout the show.
It is the responsibility of all applicable livestock exhibitors to obtain hauling/health papers prior to check-in.
Papers must be checked before the animals will be allowed to show. All livestock entering this show will be
subject to examination by a show veterinarian or the State Veterinarian’s Office upon arrival or during the
show. Any animal showing evidence of infectious, contagious or communicable diseases may be
immediately withdrawn from the show and held responsible for any expenses for treatment(s) after leaving
the show.
1. LIVESTOCK INSPECTION PAPERS: ALL LARGE ANIMALS entering the show must have the
appropriate papers traveling from home to the fairgrounds. Navajo Nation Hauling permit(s) must
accompany livestock at time of check in. A Resource Enforcement Officer (Ranger) or Tribal
Extension Agent/Grazing Official may be contacted to obtain a hauling permit. Exception: A current
NMLB Form 1 (Blue Sheet) will be accepted as an inspection form for New Mexico exhibitors ONLY.
A New Mexico Livestock Board Inspector may be contacted to obtain a NMLB Form 1.
2. OUT OF STATE EXHIBITORS: An entry permit number is mandatory for out-of-state livestock to enter
New Mexico. The permit can be obtained from the New Mexico Livestock Board, not more than 15
days prior to arrival at the Shiprock Northern Navajo Nation Fair (as NMLB regulation states).
Consult your veterinarian for the required permit.
3. CATTLE: All MARKET STEERS/HEIFERS originating out of state must be individually identified on a
health certificate which states they are free from infectious and contagious or communicable
diseases. No Brucellosis test needed. Tuberculosis: cattle, six (6) months of age or over must meet
one of the following requirements:
a. Originate from a Tuberculosis-free state
b. Originate from a Tuberculosis-accredited free herd. The herd number and current test date must
be recorded on the health certificate.
c. Test negative within sixty (60) days
If cattle have had ringworm, lesions must have dried and healed with hair growing back in. Cattle
disqualified for health reasons will be identified and recorded, the exhibitor must remove them from the
premises immediately. All in state show cattle must comply with NM brand rules and be branded with a
New Mexico registered brand (a New Mexico 4-H Brand located on the left cheek will be accepted); if the
person showing the animal is not the brand’s registered owner, a bill of sale and a letter of permission from

goats over the age of 6 months (Does and bucks) must have an official Scrapies ID Tag. Exception: Registered
breeding goats may utilize a legible breed registry tattoo in lieu of a scrapie tag.
6. MARKET SWINE: All MARKET HOGS originating out of state must be individually identified on a health
certificate which states they are free from infectious and contagious or communicable diseases.
Pseudorabies: All market swine must be tested negative within sixty (60) days prior to show except swine
from a qualified pseudorabies free herd. The qualified herd number and date of last qualifying test must be
recorded on the health certificate or originating bill of sale. All swine must have ear notches for
identification. Swine disqualified for health reasons will be identified and recorded, the exhibitor must
remove them from the premises immediately. The Shiprock Northern Navajo Nation Fair Jr. Livestock Show
officials are not responsible for disqualified swine.
7. HORSES: Proof of ownership must accompany the animal; either an NMLB “Form 1” (certificate of
inspection) or a Bill of Sale/Breed Registration Papers. All out of state horses must be accompanied by a
current a negative Coggin’s test (within 12 months). All breeding stallions must be accompanied by a
negative Equine Viral Arteritis (EVA) test or Certificate of Vaccination. USDA UM&R pertaining to Equine
Infectious Anemia states that all horses entered in exhibitions must have a current negative Coggin’s test.
8. LIVESTOCK IDENTIFICATION: All market animals must have n NMLB/NNLP approved fair tag furnished by
the NMLB or NNLP. Horses shall have a microchip in place (NNVP).
Special Livestock Rules
ALL LIVESTOCK:
1) Exhibitors are responsible for knowing and complying with all the rules and regulations contained
therein. An exhibitor who violates any part of the rules may be subject to forfeit privileges and
premiums and to such other penalty as the show officials may order.
2) FEED AND BEDDING: (Per Humane Treatment of Animals) Exhibitors are responsible for the
necessary care and welfare of the animal. Exhibitors must furnish their own feed pans, buckets and
other equipment necessary. It is highly recommended for cattle and swine exhibitors to provide
bedding for their cattle/hog displays and tie out pens (cattle). Sand may be provided for sheep
exhibitors.
3) Exhibitors of livestock are required to keep their pen space/stall area neat and attractive in
appearance. For general public safety purposes the stalls, pens and exhibition places must be
cleaned before 8:00 a.m. each day of the event or late in the day when majority of the crowd has
departed and all waste disposed of as the coordinator may direct.
4) The decision of the judges shall be final in all cases, except where mistakes, fraud,
misrepresentation, or collusion, not discovered at the time of the award, is proven. In such case,
the management or such referee as may be appointed, may make the decision; or at its discretion,
the case may be appealed to the Grievance Committee, from whose decision there can be no
appeal.
5) Clippers, showboxes, extra feed containers, and all necessary equipment to prepare an animal for
show will be allowed in and around the barn however, space and security is not guaranteed.
6) Exhibitors must be present and actively involved in the preparation/fitting process before show.

7) Due to space issues, exhibitors are not encouraged to set up "lounge/social" areas before and during
show day around the barn area.
8) Generators are allowed and encouraged to use on the fairgrounds.
9) The NNNF Fairboard/NNNF Junior Livestock Show Managers are not responsible for any
damaged/stolen equipment.
10) Grand and Reserve Grand Champion market livestock will be destined to sell in the Jr. Livestock Sale.
Exhibitors cannot pull champion animals from the sale.

All market steers must have their face properly clipped upon arrival. (Clipping faces in a temporary
grooming chute could pose a risk to the general public) It is highly recommended cattle arrive preclipped and ready for display/competition.
Changing the appearance of the animal by means of dyeing, painting, etc. is prohibited, however paint
used on the legs, tail, flank, and underline by the national standard fitting trend will be allowed.
Exhibitors may use grooming chutes or cattle safety devices. Space will not be guaranteed for grooming
chutes and cannot be placed inside the barn unless designated to do so by show management due to
weather, natural disaster, etc.
Exhibitors may bring one (1) fan per steer to use in the display area inside the barn, fan cages and stall
dividers for the display area are encouraged. At times where space may be limited, exhibitors will only
be allowed four (4) feet of space per steer/heifer as directed by the coordinator.
There will be a strict one (1) grooming chute per exhibitor policy.
Cattle tieouts are temporary panel pens and, as such, may not be substantial enough for some animals.
Exhibitors, who elect to tie-out at night, do so at their own risk and are responsible for the security of
their own animals.
MARKET LAMBS:
I.
(not including breeding sheep) All Market Lambs must be slick shorn before check-in at the fairgrounds,
including all areas above the hock/knee and from the ears back. Market Lambs with visibly excessive
wool on the body will not be allowed to show.
II.
All market lambs will be weighed upon arrival.
III.
Minimum weight is 80lbs.
IV.
ALL MARKET LAMBS WILL BE MOUTHED AND CLASSIFIED AT WEIGH-IN. Lambs will be classified into the
Blackface or Whiteface division. If the classification official(s) determine that an entry in any class
division does not exhibit characteristics required under his/her own judgment, the entry will be
transferred appropriately. The decision of the Official Classifier is FINAL. There will be no recourse. If the
exhibitor does not accept the transfer, he/she can withdraw his/her entry from the show but the entry
fees will not be refunded.
V.
All lambs MUST be carrying temporary incisors (milk teeth) at time of show with no permanent incisors
in view. Lambs with teeth that have been tampered with will be disqualified at the discretion of show
officials. Wethers having one (1) or both testicles contained in body cavity are ineligible to show and will
be condemned at slaughter if found during processing.

Market lambs in the show ring on show day must be set with feet touching the ground.

All market lambs must be muzzled in pens.

racks. Stressed hogs can be pulled before show.

Hogs are expected to be well groomed when entering the show ring on show day.
VI.
When possible, it is recommended to keep an unoccupied pen space between separately owned hogs to
prevent territorial behavior and conflict between owners.
VII.
Only livestock labeled grooming products can be used as dressing on show day.
SHOWMANSHIP AND HERDSMANSHIP AWARDS
1. An award will be given to the outstanding junior livestock show person of each species. The judge will
select candidates during livestock classes. A separate showmanship class will be held following the
conclusion of each species being judged. Only one showmanship champion per species will be awarded,
2nd through last placing may be recognized.
2. A Herdsmanship award will be presented to an exhibitor whom shows a cooperative and helpful attitude
with Fair officials, the general public, and fellow exhibitors as well as care for their own entered livestock.
A committee of three 4-H/FFA adults appointed by the 4-H/FFA Leaders Council will evaluate the
exhibitors throughout the show and choose candidates. Candidates will be scored based off a predetermined rubric. Tie Breaker: In an event of a tie, the two finalists will be summoned for an interview
constructed by the selection committee and a secret ballot voting process shall take place.

2014 JUNIOR LIVESTOCK MARKET SALE
1. The sale will be conducted in the show arena at 3:00 p.m. on Friday, October 03, 2014. Only market
steers, market lambs, market goats, and market swine will be eligible for this sale.
2. Twenty-four (24) of the top placed market lambs; top 2 market steers; top 2 market swine and top 2
market goats will be eligible for the sale. Each 4-H and F.F.A. member may sell only one (1) market animal
at the sale; however, ALL grand and reserve champions must sell. In the event a member has more than
one (1) animal for sale, they must notify the Coordinator immediately after judging is completed which
animal(s) will be withdrawn from the sale. It is the exhibitor’s responsibility to monitor the sale list. All
exhibitors must be present to sell their own animals unless excused with a valid written statement.
3. All weights of sale animals over the stated weights as listed below will be donated to the buyer.

caught with this violation will have sale monies withheld and the animal will not be returned.

The electronic I.D. approved fair tags will be the primary source of identification.
10. No exhibitor will be allowed to have his or her animal(s) donated back. All sold market animal(s)
will go directly to packer, no business or commitments on these animal(s) shall be made at any time during
