CALL TO ORDER
The meeting was called to order by Chair Vik Bhide at 1:31 PM. The meeting was held
on the 18th Floor of the County Center Building, 601 E. Kennedy Boulevard and
introductions were held.

Mr. Turner made a motion to approve the minutes. The motion was seconded by Mr.
Albritton and carried.
STATUS REPORTS
A. ITS Florida Overview
Mr. Jay Calhoun stated that the value of an Intelligent Transportation System (ITS) is to
save lives, save time and save money. The benefits are to increase safety, mobility,
reduce cost of highway events and increase capacity of highway systems. ITS also
enhances productivity through the use of advanced communications technologies and
through the integration of advanced communications technologies into the
transportation infrastructure and in vehicles. There are also a broad range of wireless

and wire line communications-based information and electronics technologies that are
used.
ITS Florida was formed in 1992 and represents public, private and academic
transportation organizations willing to share ideas and information. They became the
official advisory to the Florida Department of Transportation in 2001. They have five
members on their board of directors, six directors at large and have six committees.
B. Automated Vehicle Program
Mr. Bob Frey stated that the Expressway Authority and the Center for Urban
Transportation Research (CUTR) are working together to advance the research of
automated vehicles programs. This program offers the possibility of changing
transportation by equipping cars with technology that can reduce crashes, energy
consumption, and pollution and reduce the costs of congestion. There are only four
states that allow this type of technology. The Authority has entered into a
Memorandum of Agreement for the Selmon Expressway to be a “test bed”.
C. Transportation Improvement Program Highlights
Mr. Blain stated that the TIP is a compilation of transportation projects currently
programmed for the next five years in Hillsborough County. The MPO is required to
update their TIP each year and it includes total project cost for all phases of a project.
Since last year, there has been some new funding added to the TIP. A few of those

D. 2040 LRTP Needs Assessment
Ms. Torres briefed the members on the recent activities of the 2040 Long Range
Transportation Plan. There are five “buckets” of investments for the plan. Four of
those buckets are not detailed but the fifth bucket will include funding and economic
activity centers.
Bucket 1 will include Preserving the System; Bucket 2 Reduce Crashes and
Vulnerability; Bucket 3 Minimize Traffic for Drivers and Shippers; Bucket 4 will include
Real Choices for Non-drivers.

Mr. Sims invited the members to the Clean Air Event to be held May 1st from 11:30 –

Concept
Presenter:

Summary:
The Tampa downtown area hosts many sporting events,
festivals, concerts and conventions all year round. The City is
developing an ATIS concept plan for the downtown area to
inform and guide motorists through downtown venues and
associated parking facilities during special events. This ATIS
includes a package of technologies including dynamic
message signs installed at strategic locations, CCTV cameras,
application software and associated equipment to be
operated by City Transportation, Parking and Police
Department staff.

2040 Plan Performance Measures & Outreach

Summary:
Earlier this year, MPO staff presented the idea of grouping
projects in the Long Range Plan into categories of
investments, the performance of which could be
quantitatively measured. We referred to these categories as
“buckets” of projects. For each bucket, we analyzed a high,
medium, and low investment level, and prepared a cost
estimate for each level. The buckets include:




Preserve the System – measured by road resurfacing,
bridge repair, and bus replacement schedules;
Reduce Crashes & Vulnerability – measured by
forecast reduction in total crashes, fatal crashes, and
walk/bike crashes, and by the economic impact of a major
storm on the transportation network;
Minimize Traffic for Drivers & Freight – measured by
travel time reliability, and affected truck trips;
Real Choices for Non-Drivers – measured by people &
jobs served by the bus and the trail/sidepath network.
Big-ticket items like road expansion and fixed guideway
transit projects are being identified in coordination with the
County’s Transportation for Economic Development initiative.
Next steps for the 2040 Plan will include public outreach on
these potential investments and priorities for use of available
funds. To make the process more appealing to the public,
MetroQuest has been engaged again, to conduct “Imagine
2040 Phase 2: You Spoke. We Listened. Tell Us More!”
An interactive website will be available between the
Independence Day and Labor Day holidays, and staff will
make presentations to community groups throughout this
time period. The site will also be publicized through social
media, Constant Contact, and paid media.

Following the removal of telephone call boxes lining Florida interstates, the state Department of Transportation
will begin installing a high-tech monitoring system along local portions of Interstate 10 this October.

cameras, 135 microwave vehicle detectors, 40 travel time sensors, 17 overhead message signs, eight highway
advisory radios, and three road and weather information sensors, FDOT spokesman Ian Satter said.
Satter said the Intelligent Transportation System will allow the agency to monitor the highway for crashes in real time and be able to detect incident
locations and assess the severity of accidents. The network also will improve response time by emergency responders and equipment.
Overhead message signs and highway advisory radios will alert travelers as they approach an incident and allow them time to seek an alternate route.
The new network will replace the 464 call boxes that were located on the span of Interstate 10 that ran from Escambia through Jefferson County. The
FHP finished removing those call boxes in January.
"It's an antiquated technology. It costs about a million dollars a year to keep those boxes functional," Satter said. "It just didn't make sense to keep them
on the system any longer."
In 2004, about 3,571 calls were made on the call boxes, according to FHP data. That number has decreased steadily every year, dwindling to only 1,143
calls in 2012.
In mid-October, construction crews will begin installing fiber optic infrastructure for the Intelligent Transportation System along a 158-mile section of
Interstate 10 from State Road 87 in Santa Rosa County to U.S. 90 in Gadsden County, Satter said. Installation will begin at the I-10 and U.S 231
interchange and proceed east and west along I-10 and north and south on U.S. 231.
The network also will extend 56 miles along U.S. 231 from the Alabama state line to Bay County.
In addition, a new regional transportation management center will be established at the FDOT District Three headquarters in Chipley.

A semi truck hauling fertilizer has overturned on the entrance ramp from Highway 579 onto
westbound Interstate 4 near Thonotosassa, Hillsborough County Fire Rescue said.
The ramp is completely blocked by the overturned truck, fire rescue said. Other traffic traveling on
Interstate 4 is not affected.
The Florida Highway Patrol cited the driver of the truck for careless driving. Troopers said the truck
was making a left turn from northbound Highway 579 onto the ramp when the fertilizer load it was
pulling shifted inside the tank trailer and caused the truck to turn over on its right side.
