Safer Texas Video Public Service Announcement Contest
Rules and Regulations
1) The Safer Texas Video Public Service Announcement Contest (PSA) is open to Texas high school and
middle school students.
a) Middle school and high school students will be judge separately.
2) PSAs must reflect the 2014 theme “I Don’t Stand By”.
a) Cyberbullying is just what it sounds like - bullying through Internet applications and technologies
such as instant messaging (IM), social networking sites, and cell phones.
i)
Cyberbullying involves the bully, victim, and bystanders.
(1) The majority of online users are not the bully or the victim. They are the bystander. 90%
of teens using social media who witness cyberbullying behavior choose to ignore the
behavior rather than report or defend the victim.

b) PSAs should use the theme to encourage their peers to practice good netiquette and to provide
help publicly or privately for victims of cyberbullying.
3) Entries should be age appropriate for elementary, middle, and/or high school age students.
4) High school entries should be no longer than two minutes in length including credits.
5) Middle school entries should be no longer than thirty seconds in length including credits.
6) Entries must contain all original material (including music, images, etc.). No visibly trademarked,
copyrighted, or otherwise branded materials, logos, products, etc. may be used without express
written permission from the owner, business, and/or organization. Some examples include visible
trademarks or brands on products such as logos on t-shirts, cans, bottles, cars, shoes, computers,
phones, etc. NCMEC reserves the right to disqualify entries containing copyrighted, branded, and/or
trademarked materials without proper permission.
7) It is in the sole discretion of NCMEC to disqualify entries if they contain vulgar or inappropriate
content; are not turned in with all proper paperwork; or use copyrighted material.

8) Adults may assist with production, but they are limited to only verbal guidance. Adults are allowed
to be actors, but not content contributors.
9) All actors voice and live, must complete the appropriate release forms.
Technical Requirements
1) File Type: .MOV, .AVI, or .MPG
2) No more than two minutes in length for high school students. No more than thirty seconds for
middle school students.
3) Frame rate SD - 29.97 HD(interlaced) – 29.97 HD(progressive) – 59.94
(Note: You must make sure to manually set your frame rate correctly during your export)
4) Resolution SD - 720x480 HD(interlaced) – 1920x1080 HD(progressive) – 1280x720
5) Export final file in the same resolution as it was captured and edited: 720x480, 720x486, 640x486,
etc.
6) Keep field dominance (upper or lower) the same as it was edited.
7) Aspect SD - 4x3 HD – 16x9
8) 2 channels full mixed audio (Channels 1&2)
9) Acceptable Codecs: DVC50Pro , H.264, X.264, Apple Pro Res

5) Overall Presentation (Length is not a deciding factor unless the PSA is over two minutes. PSAs over
two minutes will be penalized.)

Competition Procedures
1) Contest entries must be submitted no later than April 4, 2014.
2) Participants are encouraged to submit early to ensure their PSA uploads properly and that their
release forms are not missing information.
3) Entries must be submitted online at http://tx.missingkids.com/en_X4/SaferTexasPSA/contest.htm.
4) Winners will be notified via e-mail by April 25, 2014.
5) All entries may be used by NCMEC in publications, exhibits, displays, press release, advertising, and
websites owned and operated by NCMEC.

High School Awards
First Place

As parent and/or legal guardian of the child named above (the “Child”), I authorize my Child’s participation in the
Safer Texas PSA Contest (the “Contest”). For good and valuable consideration, the receipt and sufficiency of which is
hereby acknowledged, on my own and my Child’s behalf, I grant to The National Center for Missing and Exploited
Children (“NCMEC”) and its licensees, assigns and successors in interest a worldwide, perpetual, irrevocable license
to use, license to others to use, reproduce, edit, prepare derivative works, publish, broadcast, distribute copies to the
public, and perform and display publicly in any manner and for any purpose the video created and submitted by or on
behalf of my Child for the Contest (the “Submission”). I further authorize NCMEC to use the Child’s name, likeness,
school name, grade level, or other biographic information provided in connection with the Submission.
On my own and my Child’s behalf, I certify that the Submission is the Child’s original work and I have the authority to
assign these rights to the Submission and content contained therein. I understand the Submission will not be returned,
and NCMEC has no obligation to use the Submission.
I release and discharge NCMEC, its employees, officers, directors, volunteers, licensees, designees, successors
and assigns from any and all claims, actions and demands arising out of or relating to use of the Submission.
I acknowledge that neither I nor my Child expect remuneration or compensation from NCMEC or any person or entity
for the right and permission to use the Submission, as I grant such right and permission because of my desire to help
NCMEC in its mission to help find missing children and reduce child exploitation.
I represent my Child and I have the right and authority to enter into this Authorization and Release and that the rights
granted herein will not conflict with or violate any commitment or understanding I have with any other person or
entity. I am eighteen (18) years of age or older, have the legal right and authority to enter into this Authorization and
Release and have read this document and fully understand its content. .

advertising, fundraising and education; and (ii) to use the my name, likeness, biographic or other
information in connection with the Submission.

designees, successors, and assigns from any and all claims, actions, and demands arising out of
or in connection with the use of the Submission.
