A copy of the minutes is enclosed as Annexure. The minutes of the meeting may please be confirmed. AGENDA: 2. Review of follow up action taken on the decisions on the earlier meeting 2.1. Implementation of Direct Benefit Transfer in Puducherry Direct Benefit Transfer for beneficiaries of 26 identified schemes of Central Government is being implemented in Puducherry from 01.01.2013. 8716 beneficiaries have been identified in 13 schemes. Opening of accounts, Aadhaar enrolment, Seeding of Aadhaar number to bank account is being done on priority basis. Based on guidelines of the schemes payment is being initiated by the concerned department. As on 28.02.2014, 6075 beneficiaries have been paid an amount of Rs.10,11,51,784/- through DBT. The implementation of DBT was also started in Yanam region from 01.07.2013. For identified beneficiaries of previous programme year payment was made to 332 beneficiaries. The other regions of Mahe and Karaikal would be covered under Direct Benefit Transfer based on Aadhaar enrolment the respective regions. All the scheme implementing departments are in the process of identification of beneficiaries for the current programme year. The concerned departments are requested to send the list of beneficiaries to Lead Bank at the earliest to facilitate opening of accounts, if required, and seeding of Aadhaar numbers. Direct benefit transfer for LPG consumers roll-out was also started in Puducherry from 01.06.2013 and after grace period of Aadhaar seeding the implementation started from 01.09.2013. The initial roll-out has started Mahe and Yanam from 01.10.2013, 01.11.2013 and 01.12.2013 respectively. Banks have provided various facilities to ensure maximum seeding Aadhaar Number in Bank accounts. All the banks are requested to provide information regarding the same to Lead Bank by 20.03.2014. 2.2 Allotment of Land for Indian Bank Self Employment Training Institute (INDSETI). Government of Puducherry, Department of Revenue and Disaster Management has identified a suitable land for Indian bank Self Employment Institute to build necessary infrastructure for Indian Bank Self Employment Training Institute (INDSETI). The department is taking steps for allotment of the same. All the concerned departments are requested to inform the forum of the latest development. 2.3. Proposed Waiver of Loans under Rajiv Gandhi Tsunami Rehabilitation package The proposed waiver of loans given to fishermen affected by Tsunami under Rajiv Gandhi Rehabilitation package by Government of Puducherry, Department of Fisheries and Fishermen Welfare is a long pending issue which is being discussed in the SLBC meetings. The particulars called for were submitted by the banks to the Government during July 2010, additional particulars were also provided during May 2012. The updated loan balance particulars of some accounts received from the concerned banks were also provided during November 2013. Now department has requested some clarification regarding the following: a) Pattern of assistance in detail for each and every borrower b) Details and particulars of year in which the loan was granted with authenticated records by the competent authority. c) Whether banks are in possession of statements, citing reasons for non-payment of loans from their beneficiaries and whether banks are agreeable with such reasons. It has been informed to the department that since the applications was forwarded by the department only after scrutinizing the eligibility of the applicant with the recommendation of quantum of loan. Hence, banks have followed the pattern of assistance prescribed in each application. The month and year of sanction and account balance details were furnished. With regard to statements, citing reason for non-payment of loans it has been informed that in normal practice bank would not be taking letters from borrowers asking reasons for non payment. Since, subsequent to waiver of Tsunami loans by neighbouring Tamil Nadu State and announcement made by Government of Puducherry to consider similar waiver in Puducherry also and based on the request by the Department for taking such letter from the borrowers some borrowers were contacted by the banks and every one has replied that they have stated that, since their counterparts in Tamil Nadu have been provided with waiver of loans availed under the package they would also be provided with waiver. We have sought clarification from the department regarding what type of documents they require to substantiate the above queries so that the same can be informed to the concerned banks for doing the needful. The forum requests the department to kindly put-up the proposal again at the earliest. 2.4. Issues in various stages of consideration with Department of Revenue and Disaster Management. a. Financing of Licensed Cultivators (Tenant farmers)-Loan Eligibility Cards (LECs) proposed to implement by Govt. of Andhra Pradesh. b. Implementation of online verification of land ownership details of farmers in UT of Puducherry similar to "Bhoomi" Scheme implemented in Karnataka c. Amendment to Revenue Recovery Act 1970 to include loans given by banks to beneficiaries under Government Sponsored Schemes to improve the rate of recovery under these schemes. d. Inclusion of Private Sector Banks and RRBs in Notification of Government on EM registration. The above issues are pending for a long time and lead bank has been constantly following up with the concerned department. The department is being repeatedly impressed upon the benefits for all concerned. We have been informed that the issues are under active consideration at various levels. In the recent meeting with the concerned officials, we have again requested to pursue the matter with concerned authorities so as to have an early solution for the issues. We have also requested to periodically inform Lead Bank of the position. AGENDA: 3 – New Issues 3.1 Year 2013-14-Interest Subvention Scheme for the SHGs As from the programme year 2013-14, NRLM is replacing the SGSY Scheme. A meeting of major banks and DRDA, implementing agency for NRLM was held recently to discuss the details regarding the scheme. The salient features of the operational guidelines of the Interest Subvention Scheme for the SHGs for the year 2013-14 is placed for information of the members. The notification issued by Government of Puducherry regarding implementation of refund of interest scheme for SHG on pilot basis in Yanam region similar to the scheme operating in Andhra Pradesh is also placed for information of the forum. 3.2 Rajiv Rinn Yojana (RRY) We have been informed by Government of India Ministry of Housing and Urban poverty alleviation that Interest subsidy scheme for housing the urban poor (ISHUP) has been modified and a new scheme named RRY is being implemented from 01.10.2013 as a target driven scheme. The Guidelines of the scheme are placed for information of the members. Members are requested to finance eligible projects under the scheme so as to achieve the targets. 3.2 Maintenance of accounts by the co-operative societies with commercial banks. In the SLBC meeting held on 11.06.2013 the maintenance of account by Co-operative Societies with commercial banks and the procedure to be followed in this regard was discussed. A list containing names of some co-operative societies is placed for information and doing the needful. 3.2 Implementation of Revised Scheme for rehabilitation of Manual Scavengers (SRMS). We have been informed by Indian Banks' Association that Government of India Ministry of Social Justice and empowerment has communicated the revised the central sector "Self employment Scheme for Rehabilitation of Manual Scavengers" As manual scavenging is not prevalent in UTP the old scheme is also not in implementation in UTP. PONFAB AGENDA: 4 Review of performance of Banks in U.T. of Puducherry: Position as at the end of December 2013 Branch Net Work: As at the end of December 2013, there are 41 banking institutions with a total network of 209 branches operating in the Union Territory of Puducherry. The commercial banks with 151 branches, Puducherry State Co-operative Bank with 27 branches, and Puducherry Co-operative Central Land Development Bank with one Branch and a Regional Rural Bank of U.T. of Puducherry named Puduvai Bharathiar Grama Bank with 30 branches are taking care of the banking services of the people in the UT of Puducherry. Of the 209 branches, as many as 131 branches constituting 63% are in urban/semi-urban areas. Out of 209 branches 44 branches are in Karaikal Region. As per the census data of 2011 the population of Union Territory of Puducherry is 12.44 lakhs. The population covered per branch is placed at 5952. In Karaikal the population per branch is placed 4552. Banks are requested to inform the details of opening of new branches or any change in details of the present branches to as to update the details in GIS data portal of Government of India, Ministry of finance. The Public Sector Banks continued to have a predominant share with their deposits constituting as high as 72.66% of the total deposits followed by Private Sector Banks at 18.19%, Co-operative Banks at 6.60% and RRB at 2.55% In absolute terms, Public Sector Banks have shown an increase in the growth of Deposits by Rs.358.64 crores (5.61%). The deposits of Private Sector Banks increased by Rs.145.30 crores (9.41%). RRB has mobilized deposit of Rs.236.91 crores. Hence the CD ratio was at 77% as of Dec 2013. NRI deposits amounting to Rs.902.69 Crores accounts for 9.72% of the total deposits invested in bank branches in UT. Excluding the NRI deposits, the CD ratio works out to 86%. The CD ratio for Karaikal Region works out to 107 % Out of the 23 Public sector banks present in the UT, 16 Banks are having CD Ratio of 60% or more and the remaining 7 Public Sector Banks have a CD Ratio of less than 60%. Of the 13 Private Sector Banks in the UT, 11 Banks are having CD Ratio of 60% and above while the remaining 2 have a CD Ratio of less than 60%. RRB, PSCB and PCCLDB have a CD Ratio of above 60%. Credit to Deposit and Investment Ratio It is reported that RRB, PSCB & PCCLDB have made an investment to the tune of Rs. 224.94 Crores in Government Securities and as a result the Credit plus Investment to Deposit ratio is at 80% as on December 2013. In absolute terms, there is an increase of Rs.373.12 Crores over March 2013. The rate of growth during the period stood at 9.14 %, which is against the growth rate of over all credit at 6.28% for this period. As per the norms of RBI, banks are required to maintain 40% under Priority Sector advances. Agriculture: Under Agriculture loans, there is an increase of Rs.207.21 crores during the period under review. The ratio of agriculture advances to the total advances is at 22.86 % as of December 2013, as per the revised guidelines the calculation of ratio based on the previous year's outstanding advances. Weaker Section: Advances to Weaker Sections under Priority Sector Advances have increased by Rs.105.98 Crores during the period under review. The Banks in UT of Puducherry continue to give thrust to Agriculture. As against the revised target of Rs.559.20 Crores, the credit flow to the sector was Rs. 573.06 crores achieving 102.48% of the target. Major share of credit is absorbed for short term credit requirement. Agriculture sector absorbed 46% of the total credit and is followed by Other Priority Sector at 38% under which banks have disbursed loans amounting to Rs.467.10 crores against a target of Rs.474.82 crores achieving a level of 98.37%. Tourism related activities, Hotel industry, IT and IT enabled services, and food processing units are the major beneficiaries of this credit flow. The bank branches surveyed the allotted villages and wards and opened accounts to all its eligible and willing households. Banks are opening SB accounts without insisting on minimum balance to the household/population on ongoing basis. The same guidelines are being following for opening of SB accounts to beneficiaries of various schemes. The bankers are also assisting the needy population by way of overdraft and General credit card. As on December 2013, a total number of 416195 accounts have been opened. All the Banks have also extended credit facilities to the tune of Rs. 540.89 lakhs to 34618 beneficiaries under OD/GCC scheme and Rs. 948.74 lakhs to 4399 beneficiaries under other facilities. Banks are requested to provide more credit facilities to the account holders In Union Territory of Puducherry 67 unbanked villages with population above and below 2000 were identified and allotted to various banks. All these villages have been covered with banking services through Branches/Ultra Small Branches/Business Correspondent Agents (BCA) etc. The concerned branches are to ensure that all the households of the village are provided with banking services including credit facility and other micro insurance/pension products as a part of Annual Financial Inclusion Plan. Smart cards are provided to account holder to facilitate operation in the accounts through Hand held machines operated by BCAs. SLBC has also organised a one day capacity building workshop for BCAs of all the banks in Union Territory of Puducherry to sensitize them of their roles and responsibilities and provide information regarding services that can be provided in the BCA villages. Reserve Bank of India has informed that all the Rural branches should play their due role in providing financial literacy to people by conducting campaigns in service area villages at least once in a month. Posters prepared by Reserve Bank of India have also been supplied to rural branches. They are requested to conduct campaigns in the service area villages every month. A total of 97 programmes were conducted by INDSETI upto December 2013 since inception in which 2457 candidates were trained in various skills to start self employment ventures and build their financial capabilities. Since inception upto December 2013, 7167 clients have indoor counselling services provided through FLCC on various aspects of finance related matters and services provided by banks to increase their financial capabilities. Banks are requested to disburse more for investment credit projects under agriculture and allied sector to achieve the targets for MTL and finance more Agri. Clinics. They are also requested to lend more to tenant farmers and oral lessees and also under Debt swap scheme. All the crop loans given to notified crops in the notified area are to be invariably covered under NAIS. Bank wise performance under the Flow of credit to Agriculture is furnished in the annexure. AGENDA: 8 Review of Recovery Performance under Government Sponsored Schemes: 8.1. Recovery performance under PMRY: The rate of recovery under PMRY during the period under review was 27%. The Bank-wise recovery details are furnished in annexure. 8.2. Review of recovery performance under SJSRY: As of December 2013 the recovery performance under group loans (SJSRY-UWSP) is at 68% and the rate of recovery under SJSRY (USEP) individual loan is at 43%. The Bank-wise recovery details are furnished in annexure. 8.3. Review of recovery performance under SGSY The recovery performance under SGSY stands at 80% as on Dec 2013. The Bank-wise recovery details are furnished in annexure. Banks and the Line Departments are to put in more efforts to improve the recovery. Joint Recovery camps may be organized to improve recovery in individual schemes and also stop the decline in rate of recovery under group schemes. The amendment to Revenue Recovery Act would also help in improvement of recovery under Government Sponsored Schemes. 8.4. Review of Recovery performance under Priority Sector Advances The recovery under Priority Sector advances is 76% of the total demand during the period under review. The Bank-wise recovery details are furnished in annexure. AGENDA: 9 Review of Performance under Government Sponsored Schemes in UT of Puducherry In the schemes of PMEGP and SJSRY the departments have sponsored applications. All the banks were requested to follow the RBI time norms in disposal of applications and achieve the targets. Line departments were also requested to work in close co-ordination with banks for financing viable projects under government sponsored schemes and achievement of targets. As the programme year 2013-14 is coming to an end banks are also requested to claim the subsidy for sanctioned cases immediately and also send utilization certificates to the line departments regarding the same. Departments are requested to inform the achievement in the schemes as on date. AGENDA: 10 10.1 Performance under Housing Finance Scheme: The increase in construction activity in Union Territory of Puducherry especially in Puducherry and Karaikal Regions has resulted in disbursement of more number of housing loans. The total disbursement made during the review period is Rs.77.80 crores in 1055 accounts. 10.2 Performance under Educational Loan Scheme: The increasing demand from student community for credit assistance to pursue higher education is playing greater role of the performance of the banks. All the member banks are actively participating in Educational loan Scheme. The outstanding advance in Educational loan as on 31.12.2013 is Rs.341.65 crores. This accounts for 4.76% of the total advances. Banks have sanctioned loan assistance to 2105 students for a sum of Rs.21.97 Crores during the period under review. 10.3 Credit Flow to Non Farm Sector: The outstanding advance to Non farm sector as of 31.12.2013 is Rs.1240.14 crores. This accounts for 17.29% of the total credit. As per the report received from bank branches and as shown in the annexure, credit flow to the tune of Rs.200.79 Crores was made during the period under review of the year 2013-14. In view of the various schemes in operation viz. Credit Guarantee Fund Trust Scheme, Credit Linked Capital Subsidy scheme, Micro Finance Scheme banks are requested to increase the lending under SME sector. AGENDA: 11 11.1 Disbursement to Minority Community The outstanding advance to minority communities as on December 2013 is Rs.557.17 Crores. This accounts for 12.50% of Priority sector advances. Banks have disbursed an amount of Rs.46.12 Crores to 5794 accounts to Minority Communities during period under review. As the target of 15% is to be achieved as per the Prime Ministers 15 Point programme on the welfare of minorities banks are requested to lend more to minorities and also to ensure correct classification of advances under social attributes. 11.2 Disbursement to SC/ST Community The outstanding advance to SC/ST communities as on 31.12.2013 is Rs.370.80 Crores. This accounts to 5.17% of the total advances. With regard to disbursement to SC/ST communities banks have disbursed an amount of Rs.29.90 Crores to 2918 accounts during the period under review. 11.3 Disbursement to Women beneficiaries The outstanding advance to women beneficiaries as on 31.12.2013 is Rs.688.84 Crores. This accounts for 9.60% of the total advances. With regard to disbursement to women beneficiaries banks have disbursed an amount of Rs.84.59 Crores to 9689 accounts during the review period of the year 2013-14. AGENDA: 12 12.1 Performance under Kisan Credit Card Scheme: During the review period banks have issued 6383 new cards and extended credit assistance of Rs.39.85 Crores. Banks are requested to route all the crop loans through Revised KCC and also to furnish the statements correctly to lead bank. All the KCC holders should be invariably covered under PAIS with a view to provide continued accident insurance coverage. 12.2 SHG Credit Linkage: During the period April to December 2013, 335 new SHGs opened SB Accounts.896 groups were credit linked to the tune of Rs.2305.63 Lakhs and 651 groups' availed repeat finance amounting to Rs.1876.74 Lakhs. The cumulative number of SHGs having SB accounts as on 31.12.2013 is 22770. AGENDA: 13 Submission of LBR-2 and LBR-3 Returns The level of submission of LBR 2 and LBR U2 by bank branches in UT of Puducherry for the year 2013-14 as of December 2013 is furnished as below: Name of the Return Submission Level Name of the Return Submission level LBR 2 100% LBR U2 100% LBR 3-A 100% LBR U3-A 100% Due to the concerted efforts by Lead Bank by sending the formats well in advance, reminders, telephonic reminders, information through various meetings, we are able to achieve 100% submission of Lead Bank Returns. The District Co-ordinators are requested to take note of the new guidelines issued by Reserve Bank of India in order to improve the effectiveness and streamlining the functioning of SLBC Meetings and ensure to continue the 100% submission of LBR in time so that the actual performance is presented for review. Bank wise details on LBR submission is given in the annexure. Agenda No 14. Stimulus Package Issues relating to MSME sector. In compliance with the directives of Reserve Bank of India contained in their letter No RPCD.SME &NFS. BC.NO.76/6.2.31(P)/2008-09 dt. 16.12.08 wherein the report as per the format is to be submitted to Ministry of Finance and issues relating to MSME sector are to be discussed periodically in special SLBC meetings and the same is also to be discussed as a part of agenda in the regular SLBC meetings. The report as on 31.12.2013 is placed for information of the forum.
