The organising authority for Fowey Royal Regatta Week is the Port of Fowey Race Organising Committee (POFROC), an unaffiliated body owned and controlled by the Royal Fowey Yacht Club (RFYC) and Fowey Gallants Sailing Club (FGSC). The Administration of the Regatta will be from the RFYC Club House. 2 1. RULES 1.1 1.2 Racing will be governed by the rules as defined in the Racing Rules of Sailing. Racing Rules 26 starting races, 35 time limits, 40 personal flotation devices, 44 penalties, 61 protests and 62 redress and 80 advertising are subject to change. The changes will appear in the Sailing Instructions. The Sailing Instructions may also change other racing rules. The Fowey Harbour Byelaws and Notices to Mariners published by the Fowey Harbour Commissioners (FHC) apply within the harbour and the approaches to it. (The Byelaws are available from FHC or www.foweyharbour.co.uk/pdf/byelaws.pdf). In Falmouth Harbour, the Falmouth Harbour Byelaws apply to competitors in the Passage Races. Note that these Byelaws prohibit boats racing within the moorings (www.falmouthport.co.uk/pdf/recreational.pdf). Boats failing to observe this rule may be disqualified without a hearing. Cruisers with a valid IRC certificate shall race in one of the two IRC classes. For boats in the IRC classes the IRC Rules 2014 Parts A, B and C shall apply. 1.6.1 IRC Rule 16.1 is amended to allow advertising on all sails. 1.6.2 IRC Rule 22.4. Crew Numbers/Weight is amended to remove the restriction on crew numbers and weight. 1.6.3 The Sailing Instructions may change other IRC Rules (2014). Boats in all cruiser classes shall comply with ISAF Offshore Special Regulations Race Category 5 Monohulls plus VHF radio. In addition, for the Passage Races on Sunday and Monday (17th & 18th August) boats shall carry a partially inflated dinghy or a life raft capable of carrying the full crew. See http://www.sailing.org/documents/offshorespecialregs/index.php. Any boat that does not comply fully may apply to the Organising Authority for written dispensation. Rule 80. For Cruisers in the NHC classes and Dinghies in the PYS Handicap Classes, advertising on sails is allowed. Rule 40 is amended to the effect that all competitors shall wear personal flotation devices whilst racing. The Regatta sponsor’s Tribute bow sticker is to be affixed to all craft participating in the Regatta. See paragraph 9 below. Auxiliary Propulsion. All boats shall have an effective alternative means of propulsion for safety purposes. Cruisers shall not be sailed single-handed. If there are less than five entries for a designated class, the boats may be allocated to the most suitable alternative class. POFROC will in its absolute discretion allocate handicap numbers to Cruisers and Day Boats not racing in the IRC divisions and PYS numbers to dinghies. See paragraph 3 below. The range of handicap classes will be posted on the official notice boards and the RFYC website by Friday 15th August. Competitors in the Cruiser handicap classes shall be prepared with flags Q and E for the IRC classes and numeral pennants 1 and 2 for the NHC classes. Identification - sail numbers are compulsory and shall be the same as on the entry form. Cruisers shall fly the appropriate class flag. Eligible boats may enter by completing the entry form. Crew changes will be allowed (exception to IRC rules) and cruisers wishing to race in the NHC classes may be requested to provide additional information. A share of the paid entry fee for each boat shall constitute membership of POFROC for the purposes of racing in the Fowey Royal Regatta Week 2014. Late Entry. Entries received after Monday 11th August will incur an additional £15 entry fee for all classes. For BACS payment of entry fees, monies must be in the POFROC bank account by midnight on 11th August 2014. 3. HANDICAPS 3.1 Cruisers who are not entered in the IRC divisions will race using the RYA NHC system. There will be four Handicap Classes, subject to sufficient entries, IRC Div 1 & 2 and NHC Div 1 & 2. Those sailors unfamiliar with the RYA’s National Handicap for Cruisers (NHC) system should see http://www.rya.org.uk/racing/Pages/NHC.aspx and in particular the NHC Base List for their Cruiser class “Base Number TCF”. For the two Cruiser Passage Races, a Fowey Handicap (FH) number will be issued to those boats in the non-IRC fleet (NP1 & 2). This number will be based on a proven PY number from the old RYA list or Byron and other trusted websites that have reliable data and adjustment formulae. This number will be expressed as a TCC using Walter’s formula to convert. The allocation of a FH handicap number is not grounds for redress, this changes rule 62. Racing on Tuesday to Friday for classes 1 & 2 and Class F Day boats will be held using the RYA NHC rule. For boats racing in the National Handicap Cruiser Classes (NHC) from Tuesday onwards, their handicap will be adjusted after every race commencing on Tuesday 19 August. An adjustment in handicap number is not grounds for redress, this changes rule 62. 3.2 3.3 3.4 3 4. FEES The entry fees payable are specified on the entry form (see page 5). 5. SCHEDULE The Schedule of Races is shown on page 4 of this Notice of Race. 6. SAILING INSTRUCTIONS Sailing Instructions (SIs) will available to download from the RFYC website on Friday 1st August. There will be no printed SIs to collect. 7. DISPUTES The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available. See official notice board for details. 8. REGISTRATION All competitors with the exception of the Falmouth to Fowey Passage Race must register at the RFYC Regatta Race Office in order to collect their race pack prior to competing in the Regatta. 9. ADVERTISING & BOW NUMBERS 9.1 9.2 Boats may advertise in accordance with ISAF Regulation 20. Boats shall be required to display bow numbers and advertising chosen and supplied by the Organising Authority, with the exception of boats racing from Falmouth to Fowey. Please refer to the instructions in the race pack for placement of bow stickers. 10. POSTPONED AND ABANDONED RACES 10.1 10.2 10.3 Morning races from 19th to 22nd August will not be sailed if the first of a sequence of races cannot be started by 1300 hrs. The second sequence of back to back races for Cruisers will not be sailed if the first start of that sequence cannot be started by 1430 hrs. Races postponed or abandoned and not re-sailed the same day will not be sailed thereafter and race fees will not be refunded. 11. PRIZES 11.1 A list of trophies for single races and for a series of races will be displayed on the official notice board. Prizes will be awarded for 1st, 2nd and 3rd places in all races in classes with 5 or more - with less than 5 starters there will be no 3rd prize. Prize Giving. Sunday at Flushing SC. Monday, Tuesday and Wednesday at RFYC. Thursday and Friday at FGSC. Times of prize giving will be given in the Sailing Instructions. 11.2 12. RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, safety patrol boats and other officials and volunteers by the organizing authority does not relieve them of their own responsibilities; f) The provision of safety patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; g) For offshore and coastal races, they are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 13. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent. 14.
