The event, known as ‘Jum irRepubblika’ also marks the day when Malta effectively ceased from having a British GovernorGeneral, substantially revised the Maltese Constitution, and the British monarch was no longer head of state. Instead, Sir Anthony Mamo became the first President of Malta. L-ebda deçiΩoni f’dawn il-passi ma kienet façli. Hawnhekk, permezz ta’ kitba tal-Profs. Godfrey Pirotta, se naraw kif il-Parlament Malti, la˙aq il-g˙an, u x-xog˙ol li sar fi ˙dan iΩ-Ωew© partiti l-kbar biex Malta issir Repubblika. Saru negozjati fit-tul u b’çerta intensita` biex Malta saret Repubblika u n-negozjati taw il-frott. I l-Partit Laburista minn dejjem kellu problema dwar g˙add ta’ aspetti tal-Kostituzzjoni tal-Indipendenza, g˙alhekk kien mistenni li la darba jkun fil-Gvern kien se iqajjimhom. B’mod ©enerali nistg˙u ng˙idu li l-Partit Laburista kien mag˙qud dwar it-tibdiliet li ried waqt li Partit Nazzjonalista kellu fi ˙danu kurrenti differenti. G˙alhekk g˙allPartit Nazzjonalista l-kwestjoni kien fiha ˙afna perikli u wie˙ed ma jkunx qed jesa©era jg˙id li kienet il-ka©un li wara t-telfa elettorali tal-1976 witta it-triq g˙at-tne˙˙ija ta’ Gorg Borg Olivier minn kap tal-partit. G˙al ˙afna il-kwestjoni kienet sempliçi: minn stat monarkiku Malta qamet fit-13 ta’ Diçembru u saret Repubblika. Fil-fatt kien hemm ˙afna kwestjonijiet li ˙te©ilhom ji©u solvuti u li kienu qamu fis-snin sittin u ma kienx hemm qbil dwarhom meta l-Kostituzzjoni tal-Indipendenza kienet ©iet promulgata. Ghalhekk kien ifisser li t-tibdil Kostituzzjonali me˙tie© ma kienx biss kosmetiku. Il-Perit Dom Mintoff, dak iΩ-Ωmien Prim Ministru ta’ Malta, jie˙u l-Ìurament ta’ Fedelta’ lejn ir-Repubblika fl-preΩenza tal-President Sir Anthony Mamo u l-iSpeaker Dr. Emmanuel Attard Bezzina Il-bidu tat-triq Il-Partit Nazzjonalista dejjem sostna li dak li sar bejn l-1962 u l-1964 fejn tid˙ol il-Kostituzzjoni tal-Indipendenza sar kif kellu jsir u li la ©iet approvata minn referendum popolari u l-Parlament Brittaniku, kienet wa˙da tajba g˙al Malta. Dwar ir-referendum je˙tieg ng˙idu li anke Duncan Sandys kien stqarr li r-riΩultat tieg˙u ma kienx konvinçenti iΩda finalament ilGvern Brittaniku kien jippreferi li jasal mal-Gvern ta’ Borg Olivier, li kien jitqies iktar simpatetiku g˙al rabta mal-forzi tal-Punent milli ma’ Mintoff li kien jitlob Indipendenza bla irbit u li lest ifittex l-g˙ajnuna g˙all-kawΩa ta’ Malta f’g˙add ta’ pajjizi tal-Patt ta’ Varsavja. Fl-1971 il-Partit Laburista Malti reba˙ l-elezzjoni ©enerali u millewwel beda ja˙dem biex iwettaq il-pjani tieg˙u f’g˙add ta’ oqsma. Beda billi nnegozja trattat ©dida mar-Renju Unit dwar il-baΩijiet. Il-Partit Laburista kien oppona bil-qawwi li l-Indipendenza u t-Trattat ta’ DifiΩa u dak Finanzjarju kellhom ikun marbuta mal-Indipendenza. Wara li la˙aq dan l-g˙an dawwar ˙arstu lejn il-Kostituzzjoni u t-tibdil li ried jara fiha. Wie˙ed jista’ jg˙id li ttestja l-ilma meta ressaq Ωew© emendi g˙allKostituzzjoni: il-vot mat-18-il-sena minflok il-21, u t-tne˙˙ija talkariga tal-Viçi-President tal-Qorti Kostituzzjonali. IΩ-Ωew© emendi ˙tie©u l-appo©© ta’ Ωew© terzi tal-membri kollha tal-Kamra tar-RappreΩentanti; fiΩ-Ωew© okkaΩjonijiet l-OppoΩizzjoni ivvutat kontra u waqg˙u. Probabbli li Mintoff induna li l-OpoΩizzjoni kienet se topponi kull tibdil li xtaq jag˙mel, speçjalment meta wie˙ed iqis, kif jg˙id Edgar Mizzi, li t-tne˙˙ija tal-kariga ta’ Viçi-President tal-Qorti Kostituzzjonali ma kienx fiha ˙sieb li j©ib l-OppoΩizzjoni g˙al trattativi. G˙alhekk meta l-Im˙allef Flores irtira mill-kariga Mintoff irrifjuta li jinnomina Im˙allef ie˙or biex je˙odlu postu. Hekk il-Qorti Kostituzzjonali ma baqg˙etx kostitwita skont il-li©i u ma setg˙etx tiffunzjona. Kienet kwestjoni ta’ importanza kbira u ma setax ikun li ma jqumx fermet dwarha. Madankollu ta’ min jg˙id li l-argument ta’ Mintoff li t-tne˙˙ija ta’ din il-kariga ma kinetx tinvolvi kwestjoni ta’ prinçipju, waqt li din il-kariga setg˙et tintuΩa biex ti©i nfluwenzata l-Qorti Kostituzzjonali, kienu gew aççettati mill-Kamra tal-Avukati. li Ωgur ma kinetx ˙abiba tal-Gvern Laburista. In-nuqqas ta’ Qorti Kostituzzjonali kienet serja ˙afna, li anke l-Gvern Laburista kien jag˙raf. Li ried il-gvern kien li l-OppoΩizzjoni ti©i mad- war il-mejda tiddiskuti tibdil fil-Kostituzzjoni. Ugo Mifsud Bonnici, filKtejjeb tieg˙u ‘Kif Sirna Repubblika’ (1999) jg˙id li kien Sir Anthony Mamo, li witta t-triq biex jibdew it-ta˙didiet bejn Gvern u Oppozizzjoni. Bit-tama li ta˙didiet ikunu jistg˙u jibdew ming˙ajr aktar dewmien, b˙ala sinjal ta’ rieda tajba, il-Gvern kien ˙a l-passi biex il-Qorti Kostituzzjonali ter©a` ti©i kostitwita u jΩommha ta˙dem g˙al tlett xhur. Il-gvern stqarr li ma kellu l-ebda xewqa li jimponi fuq l-OppoΩizzjoni. Ried biss li jibdew id-diskussjonijiet. Sa˙aq li Malta kellha kostituzzjoni li qajla seg˙tet tinbidel g˙aliex min˙abba is-sistema elettorali tag˙na kien kwaΩi impossibbli li partit jirba˙ Ωew© terzi jew iktar tas-si©©ijiet parlamentari. Din l-istqarrija tag˙ti wie˙ed x’jifhem li l-Gvern Laburista kien ilu Ωmien jistenna twe©iba min-na˙a Nazzjonalista u d-diskussjonijiet ta˙t il-presidenza ta’ Sir Anthony ma bdewx qabel April 1974. Ittahdidiet saru ta˙t kunfidenzjalita’ stretta. It-tahdidiet ma kienux qed isiru biss bejn il-partiti imma wkoll mal-Vatikan. Il-Partit Laburista kien ried li fil-Kostituzzjoni tal-Indipendenza jid˙lu provedimenti li ma j˙allux lill-Knisja timponi sanzjonijiet fuq il-votant, u ried li l-Knisja ma tibqax tgawdi influwenza daqshekk kbira li finalment mhux biss tinfluwenza r-riΩultat elettorali imma twaqqaf lill-gvern milli jwettaq aspetti tal-programm elettorali tieg˙u li ma kinetx taqbel mag˙hom. Ta’ min jg˙id li ftehim li kien intla˙aq bejn il-Knisja u l-Partit Laburista fl-1969 kien di©a` fih qbil f’dan is-sens imma l-Partit Laburista ried li l-ftehim ji©i uffiçjalizzat bi provedimenti kostituzzjonali. Il-Partit Laburista ried ukoll ftehim dwar it-tag˙lim tarreli©jon fl-iskejjel. Qal li ma kellu xejn kontra li r-reli©jon Kattolika tigi mg˙allma fl-iskejjel ta’ l-Istat. Li ried kien li persuna li ma xtaqitx lill-uliedha jitg˙allmu r-reli©jon ma tkunx kostretta li tag˙mel dan. Kienet kwestjoni ta’ liberta` tal-kuxjenza. L-awtoritajiet tal-Knisja ma oggezzjonawx u f’Awissu tal-1974 ©ie ssi©illat ftehim mal-Vatikan. G˙alhekk it-tibdil kostituzzjonali li kellu jsir waqt li kien jimponi obbligu fuq l-istat li jipprovdi g˙attag˙lim tar-reli©jon Kattolika kien se jag˙ti liberta` ta’ kuxjenza u jne˙˙i r-reli©jon minn kwalifika obligatorja. Ikompli f’pa©na 3 The Voice of the Maltese 3 Tuesday December 9, 2014 Sir Anthony Mamo jin˙atar b˙ala l-ewwel President tar-Repubblika ikompli minn pa©na 2 Dwar il-bqija tal-bidliet l-o˙ra li xtaq il-gvern l-affarijiet kienu qed jimxu bil-mod, u f’Jannar tal-1974 jidher li l-gvern beda jitlef ftit tal-paçenzja, tant li waqt seduta Parlamentari, Mintoff talab issospensjoni tal-a©enda tas-seduta biex tkun tista’ ssir diskussjoni dwar dawn il-materji. IΩda f’din l-okkazjoni ma ntqal xejn ©did bilgvern jg˙id x’bidliet irid u l-OppoΩizzjoni tiddefendi l-Kostituzzjoni li kienet promulgat hi. Minkejja l-iskossi t-ta˙didiet issoktaw. F’Ottubru, il-Kunsill Presbiterju tal-Knisja f’Malta, fi stqarrija ˙e©©e© lill-Membri Parlamentari biex ma japprovawx it-tibdil maqbul mal-Vatikan. Din ©abet reazzjoni qawwija minn Mintoff li fil-Parlament spjega l-process kollu li kien wassal g˙al-ftehim malVatikan. Sa˙aq li l-istqarrija tal-Kunsill Presbiterju kienet jew frott l-injoranza dwar li kien se˙˙ fil-Vatikan inkella ried iqajjem a©itazzjoni fil-pajjiz. Il-˙sieb tal-gvern kien li tissa˙˙a˙ id-demokrazija. Sa˙aq li t-ta˙didiet saru biex tieqaf darba g˙al dejjem it-tendenza ta’ ˙afna g˙aqdiet reli©juzi f’Malta li juΩaw ir-reli©joni g˙al skopijiet ta’ politika parti©©jana. Sostna li l-ftehim mil˙uq f’Ruma, kien jorbot liΩ-Ωew© na˙at u sakemm il-Vatikan ma jinformax formalment lillgvern Malti li l-ftehim ma g˙adux fis-se˙˙, il-ftehim jibqa` jorbot. Xahar biss wara il-gvern deher li beda jiddejjaq jistenna g˙alhekk fil-11 ta’ Novembru 1974 ressaq g˙all-Ewwel Qari tlett abbozzi ta’ li©ijiet li kienu jinkorporaw il-bidliet li fuqhom kien hemm qbil u o˙rajn li dwarhom kien g˙ad ma sarx qbil. Fost l-o˙rajn dawn l-Atti kienu jmissu provedimenti ©odda li kienu jinkludu il-bidla minn monarkija g˙al repubblika, l-istatus tar-reli©jon f’Malta, id-dritt tal-propjeta`, dritt g˙all-vot mat-18-il-sena, poter awtomatiku biex il-Qorti Kostituzzjonali tirrikostitwixxi ru˙ha, twaqqif ta’ Kummissjoni g˙all-impjiegi, tibdil fl-g˙add ta’ distretti elettorali u fl-g˙add ta’ membri Parlamentari, u projbizzjoni ta’ corrupt practices. L-aktar Att kontroversjali kien l-ewwel dak li jindirizza kif il-bidliet kostituzzjonali kellhom ji©u implementati. Dwar dan kien hemm nuqqas ta’ qbil kemm bejn il-gvern u l-OpoΩizzjoni imma anke flOppoΩizzjoni nnifisha. Min˙abba f’hekk l-OppoΩizzjoni talbet lillgvern jipposponi l-pubblikazzjoni ta’ dawn l-Atti. Meta t-Atti tressqu g˙all-vot fl-Ewwel Qari g˙addew ming˙ajr divizjoni. Kien hemm Ωew© materji importanti li kienu jΩommu ftehim bejn iΩ-Ωew© na˙at: it-talba tal-gvern li jestendi l-poteri eΩekuttivi fuq il-propjeta` u l-proçedura biex tinbidel il-kostituzzjoni. Dwar ilmaterji l-o˙ra kien hemm kwaΩi qbil fuq kollox, fosthom, bi qbil ©enerali, li Malta tispiçça minn monarkija. L-uniku intopp kien l-oppoΩizzjoni ta’ Borg Olivier li donnu baqa’ marbut ma l-ideja li rRe©ina EliΩabetta tibqa’ ir-Re©ina ta’ Malta. Dwar iΩ-Ωew© materji l-o˙ra ma kienx hemm x’tiddiskuti. L-aktar materja kumplikata kienet il-proçedura biex isir tibdil fil-Kostituzzjoni. Fit-18 ta’ Novembru Mintoff ressaq g˙at-Tieni Qari l-Abbozz li jemenda l-Kostituzzjoni. F’diskors imqanqal spjega kif il-gvern kien ilu g˙addej f’diskussjonijiet ma l-OppoΩizzjoni kuntrarju g˙al kif se˙˙ fl-1964 meta l-PN g˙adda b’g˙a©la kbira mill-Parlament ilKostituzzjoni ta’ l-Indipendenza. Qal li din kienet l-iktar seduta importanti fl-istorja tal-Parlament. Kien konvint li l-poplu kien se jifhem kif il-gvern, ˙adem biex javvanza l-interessi tal-pajjiΩ. Mintoff qal li l- Kostituzzjoni li l-gvern ried jag˙mel tibdiliet fiha kienet l-istess li kien oppona g˙aliex kienet g˙amlet l-indipendenza kundizzjonali fuq li Malta taccetta it-Trattat ta’ Difiza. Mintoff ried li Malta tkun ˙ielsa li tag˙mel l-g˙azliet li kienu jaqblu lilha ming˙ajr ebda irbit. Huwa sa˙aq li l-Gvern kellu dritt jemenda l-Kostituzzjoni u ipprova jag˙mel dan wara xhur twal ta’ diskussjonijiet mal-OppoΩizzjoni. Qal li meta l-PN kien fil-gvern, g˙alkemm kellu l-appo©© biss ta’ 42 fil-mija tal-votanti g˙amel kostituzzjoni li fiha rabat dak li ried hu u dak li ried il-gvern Brittaniku u g˙amel dan b’ma©©oranza sempliçi. Issokta jg˙id lil l-MLP fil-gvern iΩda, zamm diskussjonijiet fittul dwar it-tibdil me˙tie© offra li jorbot il-provedimenti kollha li fuqhom kienu jaqblu iΩ-Ωew© na˙at, u fejn ma jintla˙aqx qbil l-affarijiet kellhom jit˙allew li jinbidlu b’maggoranza sempliçi. Il-Gvern kien issa lest li jmexxi ming˙ajr l-OppoΩizzjoni g˙ax kien jin˙tie© biss ma©©oranza qawwija bizzejjed biex tag˙ti le©ittimita’ lit-tibdil kostituzzjonali. Fit-twe©ba tieg˙u Borg Olivier appella lill-gvern biex jieqaf misseduta ˙alli Ω-Ωew© na˙at jiltaqg˙u u jippruvaw jil˙qu ftehim, b’Mintoff jg˙id li kien lest jag˙mel hekk jekk l-OppoΩizzjoni twieg˙ed li tag˙mel su©©erimenti konkreti. Sir Antony Mamo (xelug) jie˙u l-Ìurament tal-Óatra Borg Olivier aççetta l-proposta ta’ Mint-off u ©img˙a wara l-PM g˙arraf lill-Kamra li ntla˙aq ftehim dwar is-sustanza tal-bidliet li kellhom isiru imma mhux fuq il-proçedura biex ji©u mplimentati. Fit-2 ta’ Dicembru Dtt Borg Olivier de Puget talab li l-Kamra ta©©orna min˙abba li l-OppoΩizzjoni kellha tiddiskuti iktar fil-fond fi ˙dana. Mintoff aççetta. L-g˙ada Dott Anton Butti©ie© ressaq g˙at-Tieni Qari tal-Abbozz biex jemenda l-Kostituzzjoni. Qal li dik kienet seduta storika u kul˙add kien jaf li l-Kostituzzjoni ta’ l-1964 kienet ©er˙a li ma titfejjaqx g˙all-Partit Laburista. L-MLP ma riedx li Malta tkun monarkija imma iktar minn kollox li l-elezzjonijiet ikun liberi u ©usti ming˙ajr impoΩizzjonijiet ta’ natura spiritwali. Il-Partit ried li jissa˙˙u d-drittijiet umani. Qal li l-gvern kien qed jitlob lill-l-Parlament jeΩerçita s-sovranita` tieg˙u u jg˙addi t-tibdiliet kostituzzjonali biex ikun frott ta’ qbil bejn kul˙add. Fost kollox kien hemm li l-Knisja jkollha l-jedd tesprimi ru˙ha imma mhux li timponi d-dnub il-mejjet. Il-Kap tal-Oppozizzjoni qal li dak li g˙amlu g˙amluh g˙all-pajjiΩ u kien kuntent jisma’ lill-Ministru juri x-xewqa tal-gvern li jkun hemm qbil ˙alli Malta jkollha Kostituzzjoni li jaqbel mag˙ha kul˙add. Kien importanti li Ω-Ωew© na˙at jag˙tu kelma li jonorowhom imma ma kienx jaqbel li dik li Malta ssir Repubblika u titne˙˙a l-monarkija kien se jag˙mel lil Malta iktar Maltija g˙ax l-importanti li wie˙ed ikollu l-liberta` li jag˙zel hu min ikun il-Kap ta’ l-Istat. Warajh tkellem Dott. Censu Tabone, il-mag˙Ωul minn s˙abu biex jitkellem g˙ad-deputati Nazzjonalisti li ma kienux jaqblu ma’ Borg Olivier. Semma fiex kienu jaqblu u fiex le. Qal li kien kuntent li ΩΩew© na˙at la˙qu qbil dwar il-Qorti Kostituzzjonali. Meta l-Kamra rrisolvit ru˙ha f’Kumitat ˙ar©et fil-bera˙ il-qasma fi ˙dan il-Partit Nazzjonalista, b’Ìor© Borg Olivier u Çensu Tabone juru li ma jaqblux fil-mod kif ti©i emendata l-Kostituzzjoni. Qablu li j˙allu g˙all-a˙˙ar u li kienu determinati li jiΩguraw l-istabilita politika fil-©ejjieni. Qabel ma’ Mintoff li Ω-Ωew© na˙at g˙amlu sagrifiççji u çedew xi poΩizzjonijiet biex jaslu fi qbil g˙all-gid tal-pajjiΩ. B’dan id-diskors deher li l-ftehim kien issi©illat, u fid-9 ta’ Diçembru l-Gvern ressaq mozzjoni biex it-tlett Atti jistg˙u jg˙addu minn iktar min stadju wie˙ed f’seduta wa˙da. Finalment intla˙aq qbil. Dott. Guido Demarco qal li l-proposta tal-Gvern li min jigi elett President iservi fil-˙atra g˙al Ωmien fiss, tag˙ti aktar sa˙˙a lill-uffiççju milli kien igawdi Gvernatur-Generali li seta’ jitne˙˙a b’sempliçi ittra lir-Re©ina. Kien ukoll importanti li ssir distinzjoni bejn Knisja u Stat u li l-Knisja ma tinda˙alx fil-politika u vici-versa. G˙alaq id-dibattitu Mintoff li esprima l-fer˙ li dak li kien se jse˙˙ kien mertu ta’ kul˙add g˙alkemm stqarr li dawk li sofrew kellhom iktar ˙e©©a biex l-affarijiet jinbidlu. Sa˙aq li dan kien jum storiku g˙ax Ωew© partiti li kienu spiss jitqabdu b˙al iljuni ˙admu flimkien g˙all-©id nazzjonali. Semma li kien importanti li min jokkupa l-kariga ta’ President ma jkunx jista jitne˙˙a b’mod façli, u li ma jkunx eΩentat mil-li©ijiet lokali. Il-Kamra ltaqg˙et fit-13 ta’ Diçembru 1974 biex tag˙laq dan ilkapitlu. Fuq mozzjoni biex il-Kamra tapprova it-Tielet Qari dwar lAtt li jemenda il-Kostituzzjoni Dott Butti©ie© talab lill-iSpeaker Dr. Emmanuel Attard Brezzina li min˙abba l-importanza tal-Att, dawk favur iqumu bil-wieqfa. Wara qara l-ismijiet ta dawk favur, 49, u ta’ dawk li baqg˙u bil-qeg˙da, sitta. Fost tal-a˙˙ar kien hemm Dott. Gorg Borg Olivier u ˙ames deputati o˙ra tal-Oppozizzjoni. Immedjata wara l-vot l-Att intbag˙at g˙and il-Gvernatur Ìenerali g˙all-firma u malli dan se˙˙, il-Kamra aggornat g˙as-sala ta’ San Mikiel u San Ìor© fejn l-iSpeaker ˙a l-Ìurament ta’ Fedelta’ lejn ir-Repubblika u amministrah ukoll lill-Membri l-o˙ra. Fl-a˙˙arnett kien imiss lil Sir Anthony Mamo biex fil-preΩenza talmembri kollha u l-iSpeaker, jie˙u l-Ìurament tal-Óatra b˙ala lewwel President tar-Repubblika ta’ Malta. Hekk twieldet Malta Repubblika! 4 The Voice of the Maltese Tuesday December 9, 2014 L-Awstralja, Malta u ç-Çina jikteb Lawrence Dimech Dom Mintoff (xellug) fil-kapitali ÇiniΩa Beijing fl-1975 jiltaqa’ ma’ Mao Zedong E dward Gough Whitlam (19162014) il-21 Prim Ministru talAwstralja miet ftit tal-©img˙at ilu f’Sydney fl-eta’ ta’ 98 sena. Whitlam ken ukoll kontroversarjali u l-uniku Prim Ministru li ©ie mkeççi mill-Gvernatur Ìenerali f’Jum itTifkira fl-1975, f’azzjoni li ˙olqot kriΩi kostituzzjonali. Izda dan l-eks Prim Ministru kien qrib ˙afna tal-Maltin. Kien membru Federali tad-distrett ta’ Werriwa li ji©bor fih subborgi b˙al Fairfied, Cabramatta u o˙rajn fejn fis-sebg˙inijiet kienu joqog˙du ˙afna Maltin. Kienet ˙a©a naturali li mal-elezzjoni tal-Gvern Laburista ta’ Dom Mintoff f’Malta r-rappreΩentant tal-Gvern Malti f’Canberra li dak iΩ-Ωmien kien Joe Forace kien se jkollu relazzjonijiet qrib mhux biss ma’ Whitlam iΩda wkoll ma’ ˙afna membri Parlamentari, l-aktar u l-aktar meta Forace kien ©ej minn karriera politika tax-xellug u g˙alhekk kien iktar manipulatur politiku milli diplomatiku. Ir-relazzjonijiet ta’ Malta u l-Awstralja maç-Çina, li dak iz-zmien kienu g˙adhom fil-bidu mqanqla tag˙hom ressquna wkoll qrib xulxin. L-Awstralja kienet g˙adha bi Gvern konservattiv li ma kienx jag˙raf liç-Çina izda lil Formosa (Taiwan), u Malta, allura bi tmexxija Laburista tat g˙arfien diplomatiku liç-Çina. Whitlam u l-Laburisti fl-Awstralja kienu ilhom jg˙idu li jridu jag˙rfu liçÇina tant li Whitlam tkellem dwar dan fil-Parlament fis-sena 1954. F’Marzu tal-1955 t˙abbar uffiçjalment li l-ALP fil-Gvern se jag˙raf liç-Çina. L-ewwel delegazzjoni lejn iç-Çina tal-ALP saret f’Gunju 1971, waqt li kienu g˙adhom fl-OppoΩizzjoni. Kien eΩattament hawn li beda l-espisodju li se nikteb dwaru u li qanqal konflitt bejn r-rappreΩentanza Maltija f’Canberra u l-Prim Ministru Gough Whitlam. F’dak iΩ-Ωmien, Awstraljan bl-isem ta’ Francis James (li kien mar l-iskola ma’ Whitlam u kien editur ta’ The Anglican) sparixxa fiç-Cina u ˙add ma kien jaf x’sar minnu. Waqt iΩ-Ωjara ta’ Ìunju 1971 Whitlam sar jaf li ˙abibu James kien g˙adu ˙aj iΩda li kien miΩmum g˙ax kiser il-li©i. Finalment ©ie me˙lus miç-Çina f’Jannar tal-1973. LAwstralja g˙arfet uffiçjalment liç-Çina fl-1972 u l-PM Whitlam Ωar dak il-pajjiΩ f’Novembru tal-1973. Malta wkoll g˙arfet liç-Çina fis-sena 1972. Imma l-kaΩ ta’ Francis James kien qanqal ˙afna ansjeta` fl-Awstralja u nkiteb ˙afna dwaru. Joe Forace, ilKummissarju G˙oli g˙al Malta fl-Awstralja (1971-78) li kien ukoll Ambaxxatur Malti g˙aç-Çina kien flajruport ta’ Sydney fi triqtu lejn içÇina meta jien mort l-ajruport flimkien mal-˙abib tieg˙i Victor Butti©ie© u fost affarijiet o˙ra ˙e©©i©na lill-Ambaxxatur Malti biex iqajjem il-kwestjoni ta’ Francis James mal-mexxejja Çinizi. Fil-fatt, hekk kif kien iç-Çina Joe Forace sar jaf li James kien fi triqtu lura lejn l-Awstralja u meta d-diplomatiku Mali ©ie lura lejn l-Awstralja ˙abbarha g˙all-ewwel darba, qabel ilGvern Awstraljan. Joe Forace kien ambaxxatur kontraversarjali u min˙abba f’hekk il-membri talistampa kienu dejjem ji©ru warajh g˙ax xi “esklussiva”. Tajjeb jew ˙aΩin l-Ambaxxatur Malti gie akkreditat b˙ala li kien hu li ˙eles lil Francis James miç-Çina anke jekk fil-fatt dan qatt ma qal hekk. Ma setax jonqos li l-Prim Ministru Whitlam xejn ma aççetta kif ©ab ru˙u Joe Forace u skont imkejjen qrib il-Kummissjoni G˙olja Maltija f’Canberra, waqt riçeviment fil-kapitaliAwstraljana, il-PM Whitlam inkorla u çanfar lil Joe Forace g˙ax deherlu li din l-a˙bar dwar il˙elsien ta’ Francis James qatt ma kellu jtiha lill-midja hu. Minn dak il-waqt il-quddiem, ir-relazzjonijiet bejn il-Gvern Laburista Awstraljan u dak Malti marru g˙al ag˙ar u komplew fl-istess mod malGvern Liberali meta dawn reb˙u lelezzjoni fis-sena 1975. *Joe Forace miet fis-27 ta’ April, 2005 fl-eta’ ta’ 78 sena A proud sponsor of The Voice of the Maltese website: www.breakawaytravel.com.au Breakaway Travel 94 corner of Main & Campbell Streets, Blacktown NSW for all your travel needs. Young MalteseAustralian Rob Galea, an assistant priest in Victoria's Diocese of Sandhurst, is probably the biggest pop star you've never heard of. He plays to hundreds of thousands of people every year. He gets mobbed on the streets of many countries. He was invited to perform on the US version of The Voice, but was too busy. Fr Rob Galea, 32, lives in Shepparton, in central Victoria. The Sydney Morning Herald recently shone a light on him with an article normally reserved for some pop star. It said, “He's young. He's handsome – as evidenced by his selfies on Instagram. He has undeniable sex appeal – women are known to weep and scream, "I love you!" during concerts, and he's a gym junkie who lifts 110 kilograms. But as well as being a pop singer and aspiring body-builder, Fr Rob, described as a gently-spoken man with "Forgiven" tattooed down his well-honed bicep, is an ordained Catholic priest; “perhaps the world's biggest celibate sex symbol”. Fr Galea says his vocation isn't to top the charts, but to convince young people they are loved unconditionally: “I'm first and foremost a Christian, then I'm a priest and then I'm a musician.” Only four years after his ordination, he is already being credited with re-energising the Catholic Church in Australia. When not undertaking parish duties – Fr Galea is chaplain at Shepparton's Notre Dame Secondary College, visits two hospitals and six retirement homes, album, an apparently poppy love song morphs into an exhortation for God's protection: “Let his face shine bright on you and lead you to a place called home, a home for you, my little angel.” Though he's virtually unknown in the secular world, Galea is eyeing mainstream audiences: his latest album is a partial collaboration with X Factor vocal coach Gary Pinto, and next year he'll release a dancemusic album with Ministry of Sound DJ George Bechara. He says, “I'm not producing religious songs, I'm producing positive songs that I think are after the heart of God. It's about our human dignity and about us being loved, no matter what our feelings, our sexual orientation. No matter what. The priest says he wants to spread his message of acceptance everywhere – even to less-than-sober nightclubgoers. “Even if they're drugged out of their brains, even if they're drunk,” he jokes. “Whatever it takes.” Fr Rob, as he is affectionately known, migrated to Australia from Malta in 2007, has been both high and drunk. As a teen he bucked against his strict, Catholic parents and at 14 started frequenting nightclubs in Malta’s best known hotspot near his home, Paceville, drinking, taking drugs and stealing. He told The Sydney Morning Herald, he wanted to be cool and notorious. He befriended local gangsters. “They were the troublemakers, drug dealers, people who would start fights.” But they turned on him for spreading rumours about their ringleader, which nearly cost him his life but triggered his religious conversion. Fr Rob and his band will be performing a Something About You launch and farewell concert in Shepparton on January 22, 2015. Australia’s pastor of pop is Maltese and manages the diocese's youth programme – he tours the world playing packed stadiums, schools and conferences with his band of hipster Christians and makes albums, which have sold tens of thousands. While Galea asserts "I love Shep ... It's where I want to be as a priest," he has just discovered that he will be transferred to Bendigo on January 23. He greeted this announcement with "mixed feelings" as he has an established network of friends and musical collaborators in Shepparton. Before finding out about the move he was philosophical about the prospect of change, determined by the Sandhurst bishop. “If I do have to move, I'll move. I'll still have my music; I'll still run the young ministry. Just the geography will be different; everything else will be the same.” At Bendigo he will also serve the parish, 2000+ secondary students as well as continue his youth, music and travel ministry. His music has been described as “catchy, upbeat and gently plugs God”. A significant number of the groups that apply are made up entirely from volunteers and receive no other government funding. Penrith Mayor Ross Fowler, OAM, who contributed close to $40,000 to local community groups at a special presentation event, said that this very successful programme is now in its 20th year. Councillor Fowler added: “The Council has always been proud of the Community Assistance Programme and the help it provides community organisations and groups to run activities and projects that benefit local residents.” Over the last two decades the Council has donated over $500,000 to hundreds of local community organisations and groups to run activities and projects that benefit local residents. “I’m pleased to see the wide range of community initiatives being funded, including cultural, educational, health and recreation activities,” the Councillor said. Maltese – Australian Young Talent Concert a great success F or the 9th year running, on Sunday November 23, the Maltese Cultural Association of NSW (MCA) held its Annual Young Talents at the Wentworthville Leagues Club that attracted some very interesting performers. A welcoming address by the MC, Jim Borg, and a message from the MCC president, Mr Charles N Mifsud outlining the Association’s endeavours to showcase our young performers who are of Maltese descent and living in Australia, was followed by a brilliant drum solo from young Adrian Tatarinoff who opened the concert. Adrian’s sister, Natasha followed, mesmerising the audience with her sweet young voice. Next on stage was a gifted and talented little ballerina, Isabella Falzon, while Laura Camilleri, affectionately named ‘the pocket rocket’, performed an energetic modern dance routine. Cassandra Zammit, an accomplished young dancer gave a delightful performance, while a very talented young singer Alee Gauci had the audience spellbound with her powerful ballads. Diane Camilleri with a beautiful rendition of the evergreen jazz song, ‘Summertime’ had everyone captivated with her vocals. The concert continued with Emmanuel Friggieri’s haunting voice filling the auditorium with more jazz and blues numbers. His very gifted friend Miriam accompanied him on her guitar. Even more talent followed when James Cassar gave a very polished performance. He wowed the audience with his powerful voice especially with his outstanding rendition of the song, ‘This is the Moment’. Cousins Natasha and Martin Vella rounded up the show with a number of country hits including the very popular Cousins Martin and Natasha Vella performing during the Talent Show “Waiting For Me” which Martin himself Jim Borg wrapped up the successful wrote and is currently at number 14 on the evening by thanking the sponsor, George Euro200 Charts! Funding cuts of $254 million over five years will mean Lateline and Australian Story will be gutted, five Radio National shows will go, more than 400 people – 10% of the staff – could lose their jobs, and more than 100 staff lost from the ABC News division.1 Before the election, there was nothing more offensive to Tony Abbott than a broken promise. Now, after insisting the night before we went to the ballot box we'd see “no cuts to the ABC or SBS”, this announcement flies in the face of his supposed moral outrage, and stands as a betrayal of our beloved public broadcaster from a government with an axe to grind. For so many of us, the ABC is an invaluable companion, a trusted source of information, an Aunty, an essential service in a time of natural disaster or need. It's one of so few Australian media outlets that are free of commercial interests, and free to remain fair and independent. . Was G20 Summit worth Spending $400 million for? Mark Farrugia from Brisbane, Queensland writes: I was amused, to say the least by the comments by the world politicians on the final day of the recent G20 Summit held in Brisbane. Australian Prime Minister Ton Abbott said he was “heartened by the candid conversations”, and that the meeting set a goal, developed a plan and implemented it. World leaders praised the event as being a “good old chinwag” with strong prospects for growth, and US President Obama praising the people of “Brissy” for their hospitality. He said it wasn’t just a “good old chinwag” but a productive summit with progress on everything from tax to trade and climate change. The decisions reached did not seem that important, particularly to Australia that hosted the event. No wonder people keep asking, but was it worth it spending $400 million for an event that was two years in the planning, and shutting down an entire city for the best part of a week? Though there were residents in Brisbane who were happy for the city to be in the news for about two days, for most of us residents of Brisbane, the event was a massive headache. I also know for certain that some taxi drivers bemoaned the loss of business. So too a lot of restaurant owners as they found out that the presence of a 6000-strong police force deterred people from making use of their services. N The Voice of the Maltese 9 Tuesday December 9, 2014 Have your say/Xi trid tghid? /2 No interest Credit also to Roger Borg as outside Europe co-founder of La Valette SC Dom Little, Belconnen ACT, writes: Joe Borg from London, Ontario, Canada, writes: A s a former resident of Blacktown, NSW and now living in Canada, (since 1965) I am always happy to receive, through the Maltese Canadian Club of London, Ontario, the copies of your magazine, The Voice of the Maltese. I am always looking for stories of people and places taking place in the areas I grew up in. The first story that caught my interest in the issue No. 89 (November 25) edition was about the La Valette Community in Blacktown. I remember Father Paul Baron as a very great priest who was a close friend of my parents, Roger and Jessie Borg. I served mass for him a few times in fact as a teenager. While I don't wish to tell you how to write your stories, I do wish to say that in the history of one of those who was instrumental in the construction as well as the first President of the La Valette Social Centre, you may also find my father's name, Roger Borg. In fact his name is actually engraved on the large stone right in front of the Community Centre, along with Father Paul and others who made up the initial hard-working Committee. These should be also mentioned. Not just because hewas my Father, and the fact that I am so very proud of all the work he had done in his years living in the Blacktown area, but because when one wants to mention the how and when, and who worked so hard to establish such a great community, then everyone of such group should be honoured, whether still alive or having passed on. I had the sad but happy occasion to visit the La Vallete Centre, as well as the St. Dominic's home just over three years ago, when our dear mother, Jessie Borg, passed away, and I was attending her last days and then her funeral. I was personally shown the large dedicated stone outside bearing the names of those who were on the first and founding committee, and proud that my dad's name was noted. Perhaps if you looked into my dad's name, you would find a great deal of information with regards to who he was, what he did, and the number of people (Maltese) from all around that area basically Parramatta to Penrith, to Windsor who depended on Roger Borg for help with all sorts of matters from Interpreter, to taxation filing, to being taught English as a second language and so forth. So I ask that perhaps in the future, when doing a story about a similar subject, you might want to research a little more into the people who made it happen. Thank you. Editors note: The story does not mention individuals by name. The list of people like Roger Borg who laid the foundation stones of La Valette is endless. Only the founder and the present President were mentioned. Read with interest the intervention of Maltese European Parliamentarian Mrs Marlene Mizzi, regarding allowing citizens of EU living permanently in another country to be able to vote in the general election in their own country of original and/or in their country of residence. I do agree that the principle of “One size fits all” is never a good idea, however surely Mrs Mizzi can at least consider all EU citizens voting in the European Parliamentary elections? In the last eleven years not one of the Maltese European Parliamentarians visited his fellow European citizens living in Australia to discuss their needs and aspirations. One way traffic! B˙alissa jissemmew li©ijiet li jirriformaw ledukazzjoni terzjarja, jidda˙˙al ˙las minimu g˙al meta tmur tara t-tabib fis-sistema tal-Medicare u o˙rajn. Dan qed ji©ri g˙ax g˙alkemm ilgvern g˙andu ma©©oranza kbira ta' membri tal-parlament fil-Kamra tar-RappreΩentanti, g˙andu minoranza fis-Senat. Le©islazzjoni trid tg˙addi miz-Ωew© kmamar biex tid˙ol fis-se˙˙, u g˙alhekk il-gvern irid jinnegozja ma' partiti iΩg˙ar, senaturi indipendenti u kultant maloppoΩizzjoni sabiex jg˙addi l-li©ijiet li jrid jg˙addi. Din hija ˙a©a poΩittiva jew negattiva? Min huwa partitarju tal-Koalizzjoni tal-Partiti Liberali u Nazzjonali aktarx jg˙id li negattiva, u min iΩomm mal-Partit Laburista, ilPartit tal-Óodor jew il-bqija aktarx jg˙id li poΩittiva. Jien ng˙id ikun aktar g˙aqli li nie˙du pass lura u naraw jekk il-poplu hux moqdi sew b'dak li qed ji©ri. Lil min jirra©una fuq linji parti©©jani, infakkru x'©ara biss sa ftit xhur ilu, meta kien hemm il-Laburisti fil-gvern federali, fejn irrwoli kienu l-oppost li hemm illum. Il-Laburisti kellhom ma©©oranza fil-Kamra tar-RappreΩentanti u minoranza fis-Senat, u diffikulta` simili li jg˙addu l-li©ijiet li riedu. Fl-ewwel le©islatura tieg˙u, il-Gvern Laburista ma rnexxilux jg˙addi li©i fundamentali g˙at-tnaqqis tal-karbonju (CPRS), u fit-tieni le©islatura kellu jda˙˙al it-taxxa fuq il-karbonju, li ma kinetx il-politika tal-gvern, b˙ala kundizzjoni g˙all-appo©© tal-Partit tal-˙odor, deçiΩjoni li kellha sehem kbir fit-telfa elettorali tal-elezzjoni tal-2013. Min qed igawdi b'dan kollu? Ftit ninnota nies li huma sodisfatti bis-sitwazzjoni, u din mhix xi ˙a©a ©dida. Jidher li hawn frustrazzjoni bis-sistema parlamentari, fejn il-poplu jele©©i lil gvern biex iwettaq il-programm elettorali tieg˙u, u fil-prattika l-gvern isib li lanqas jista' jg˙addi l-li©ijiet li g˙andu bΩonn biex iwettqu. G˙alfejn il-gvern m'g˙andux ikun jista' jimxi skont il-programm elettorali li ppreΩenta lill-poplu? Jien na˙seb li l-gvern g˙andu jkun jista' jimxi mal-programm tieg˙u sakemm jintemm it-terminu talgvern, u jekk il-poplu ma jog˙©bux ir-riΩultat tal-programm, g˙andu l-opportunità biex jibdel ir-rotta fl-elezzjoni ta' wara. Dan mhux qed ng˙idu g˙ax naqbel mal-politika tal-gvern preΩenti. Anzi, jien kritiku ta' ˙afna milli jrid jag˙mel dan il-gvern. Però jien naqbel ˙afna ma' dak li qal Joseph de Maistre, diplomatiku FrançiΩ li g˙ex bejn is-sekli sbatax u tmintax - 'kull poplu jkollu l-gvern li jist˙oqqlu'. Dan ma jfissirx li l-membri tal-parlament li mhumiex fil-gvern huma obbligati li jg˙addu l-le©islazzjoni li jippreΩentalhom ilgvern, b˙al ma ©ieli stqarr il-Prim Ministru Abbott. Óadd m'g˙andu jivvota g˙al dak li ma jaqbilx mieg˙u. Il-problema, filfehma tieg˙i, qeg˙da fis-sistema. Il-Parlament Federali Awstraljan huwa mibni fuq is-sistema IngliΩa ta' Westminster, ji©ifieri Ωew© kmamar tal-Parlament u kap çerimonjali tal-istat (ir-Re©ina, irrappreΩentata mill-Gvernatur Ìenerali)1. L-istati Awstraljani kollha g˙andhom Ωew© kmamar, ˙lief Queensland li g˙andha wa˙da. L-ACT u n-Northern Territory, kif ukoll it-territorji esterni, ukoll g˙andhom wa˙da. G˙alfejn ikun hemm Ωew© kmamar tal-parlament? Xog˙ol isSenat huwa li jservi ta' skrutinju tal-operat tal-gvern, u anke li jkun ta' rappreΩentanza tal-istati u t-territorji meta jikkunsidraw li©ijiet li ©ejjin mill-Kamra tar-RappreΩentanti. Fil-prattika, madankollu, is-senaturi iktar jidhirli li jirrappreΩentaw il-partiti li qeg˙din kitba ta’ IVAN CAUCHI fihom, milli l-istati u t-territorji li jirrappreΩentaw. Dan l-a˙˙ar, hemm it-tendenza li ji©u eletti fis-Senat partiti Ωg˙ar, jew anke membri indipendenti, li ftit ikun mag˙ruf dwarhom. Jien dan ma nara˙x neçessarjament ˙aΩin, ˙lief li jidher li jkunu qed jitilg˙u min˙abba ftehim sigriet li jkun sar minn qabel l-elezzjoni Il-Kamra tas-Senat bejniethom dwar kif il-preferenzi fl-Awsralja tal-votazzjoni jg˙addu minn kandidat g˙all-ie˙or fl-istadji differenti tal-g˙add tal-voti. Il-problema hi li l-preferenzi ma jkunux mag˙rufa, u l-poplu ma jkunx jista' jinfluwenza dan. B˙alissa qed tissemma r-rieda li jkun hemm xi bdil f'dan ir-rigward. Jekk il-bdil iwassal biex il-poplu jkollu iktar sehem dirett ta' liem kandidati jintg˙aΩlu wara li jing˙addu l-preferenzi, dan huwa tajjeb. Jekk il-bdil iwassal biex titnaqqas il-possibiltà li jitilg˙u membri tal-parlament minn partiti Ωg˙ar jew independenti, li huwa fl-interess tal-partiti l-kbar, dan huwa ˙aΩin, u rridu noqog˙du attenti li ma jsir xejn minn dan. B˙ala immigrant li ©ejt minn Malta, sibtha stramba nara kif ja˙dem (jew kif ma ja˙dimx!) il-parlament Awstraljan. Malta hija wa˙da mill-ftit pajjiΩi Ewropej li g˙andhom kamra wa˙da tal-parlament, b˙all-Portugall, l-iSvezja u n-Norve©ja. G˙alhekk, meta le©islazzjoni tkun g˙addiet mill-kamra wa˙da tal-parlament, ikun jonqos biss il-firma tal-kap tal-istat biex il-li©i tid˙ol fis-se˙˙. Dan ma jfissirx li ma jkunx hemm problemi. F'Malta qabel ma' nbidel il-gvern fl-2013, il-Partit Nazzjonalista mmexxi mill-Prim Ministru Gonzi tilef vot dwar il-ba©it, meta membru tal-partit tieg˙u stess, li kien ilu jhedded li jivvota kontra l-gvern, fl-a˙˙ar kellu l-opportunità li jag˙mel dan. G˙alhekk, wie˙ed jista' jara li kamra wa˙da tal-parlament ma tiggarantix li ma jkunx hemm problemi ta' dan it-tip. Allura Ωew© kmamar mhux ag˙ar? Jien nara li hemm aktar vanta©©i milli Ωvanta©©i f'kamra wa˙da milli tnejn, basta li l-membri li ji©u eletti ikunu verament rappreΩentattivi tal-fehma tal-poplu. Kostitwenzi Ωg˙ar, fejn jitla' membru wie˙ed fl-elezzjoni, g˙alkemm jirrappreΩentaw l-fehmiet tal-ma©©oranza ta' kull kostitwenza, Ωgur ma jirrappreΩentawx il-fehma ta' min huwa fil-minoranza. G˙alhekk huwa diffiçli ˙afna li jitilg˙u partiti Ωg˙ar jew membri indipendenti fil-Kamra tar-RappreΩentanti, g˙ax il-kostitwenzi huma ˙afna iΩg˙ar minn dawk tas-Senat F'Malta d-distretti huma relattivament ikbar u jitilg˙u ˙ames rappreΩentanti minn kull wie˙ed, imma anke hawn, ikun hemm l-hekk imsej˙a 'voti mo˙lija', li a˙na l-Maltin familjari ma' elezzjonijiet mg˙oddija nifhmu sew. Nippreferi nara kamra wa˙da, b'kostitwenzi ikbar minn tal-lum, li minnhom jitilg˙u iktar minn kandidat wie˙ed, u li jin©abru flimkien il-voti li jkunu se ji©u mo˙lija fuq baΩi ta' stat jew territorju s˙i˙, u li jintuΩaw biex jitilg˙u membri o˙ra mill-partiti. Il-partit li jirba˙ l-elezzjoni jista' jag˙mel il-ftehim li jkun hemm bΩonn biex ikun jista' jippreΩenta darba, u jg˙addi darba, le©islazzjoni fil-kamra wa˙da tal-parlament. Skrutinju tal-operat tal-gvern jista' jsir mill-midja u korpi kostitwiti (çioe mhux dipendenti fuq il-gvern), b˙al kummissjoni permanenti tal-awditjar, kummissjoni (federali) kontra l-korruzzjoni u o˙rajn. It calls for better legisA lation, better integration in the workforce and greater participation in the public administration, and proposes measures that can provide a basis for a National Disability Strategy Framework. Among these measures are, better accessibility in public and private buildings, better qualified learning support assistants in schools, basic sign language skills for all educators, and sign interpretation during court proceedings. Success in Tourism sector ongoing M alta’s Tourism success story is ongoing as the National Statistic Office (NSO) announced that tourist arrivals in October reached the 180,620 mark, an increase of 3.7 per cent compared to the corresponding month last year. According to NSO, a total of 154,047 inbound visits were carried out for holiday purposes, while 13,798 were undertaken for business purposes. Tourists from EU Member States went up by 6.1 per cent to 150,722. Compared to October last year, total nights spent went up by 5.4 per cent, to 1,347,352 nights. Total tourist expenditure was estimated at €159.9 million, an increase of 2.5 per cent. Compared to the corresponding months in 2013, between January and October, inbound tourism has shown an increase of 8.4%, amounting to 1,544,479, while during the same period, total tourism expenditure was estimated at €1.4 billion, 6.3% higher than that recorded for the same period in 2013. The largest proportion of inbound tourists was aged between 45-64, followed by the 25-44-age bracket. Meanwhile, the increase in tourism has been given as the reason why a number of hotels have taken up the option given them by MEPA, for the construction of extensions to their hotels. So far, following the publication of the new height regulations for hotels, the authority regulating buldings has approved seven applications for extensions or developments. The hotels are in Gzira, St Julian's, Sliema, and one in Marsalforn Gozo. More hotels are expected to follow suit, including those whose applications are for total redevelopment. The development is expected to create 450 new jobs and inject a €50 million in the sector. MEPA has also received 13 applications for the development of boutique hotels in Valletta and the redevelopment of the former Jerma hotel in Marsaskala. The new policy allows the development of buildings that are over 11 storeys high only in the Tigne Peninsula, Qawra, Gzira, Marsa and Paceville. It means that the airport saw an average of more than 12,000 passengers every day, enough to fill up Wembley Stadium each week. MIA CEO Markus Klaushofer said: “This is a remarkable achievement. We have registered record growth in seven years out of the past eight. This would not have been possible without the dedicated effort of all our employees, partners and other stakeholders. “We remain focused on developing sustainable capacity and attracting visitors to our islands, whilst offering new and exciting destinations to the local market.” The increase in passenger traffic illustrates the efforts placed by the airport and its key stakeholders to secure better connectivity to the Maltese islands. Tourism Minister Edward Zammit Lewis acknowledged that this was a major milestone and the result of the hard work of all stakeholders involved. “Our country is developing into an even more important hub for tourism, business and other related matters. Tourism remains a major driving force for Malta’s economy,” he said, adding that 2015 would be another successful year in tourism. For the period ending September, European airports reported a growth of 6.4 per cent while the Malta International Airport registered an increase of 7.2 per cent. The four millionth passenger was Italian Lucia Belardi. She was presented by a gift on behalf of MIA. Passenger movements are forecast to exceed the 4.2 million mark by the end of this year. Most of those granted citizenship by Malta from outside of the EU, Facilitating access to work for women S peaking during the closing address of a conference organised by the National Council of Women's Organisations on the issue of pensions, Minister for Finance Prof. Edward Scicluna (above) underlined that the 2015 Budget embodies the Government’s determination to facilitate access to work for women. He said this would be done through measures that will encourage women join the workforce while also addressing obstacles that prevent or discourage them from doing so. Saying that the Budget is proposing several measures that would achieve these aims, the minister noted that a maternity leave measure just introduced, would ensure that employers are not discouraged from employing more female workers, as the cost of financing the maternity leave would now be spread out over the whole of the private sector. He also noted how the maternity leave payments would also be increased so as to strengthen the support that families receive during such times, and referring to other measures such as the tapering of social benefits for single mothers, he said this is intended to facilitate their transition from social welfare dependence to job opportunities in the economic sectors. that is, 31.9% (or about 320) were from Australia. The ones from Australia were in the great majority Maltese-Australians. Others who got the Maltese passport came from Russia (9.2%), the US (7.7%), Canada (7.5%), Morocco (4.0%). The rest (39.7) were from various other countries. In the same year, a total of 818 000 persons acquired citizenship of an EU Member State, up by 4% compared with 2011 and by 6% compared with 2009. In 2012, the highest naturalisation rates were registered in Hungary (12.8 citizenships granted per 100 resident foreigners), Sweden (7.8) and Poland (6.6), and the lowest in the Czech Republic and Slovakia (both 0.4), Estonia (0.6) and Austria (0.7). On average, 2.4 citizenships were granted per 100 resident foreigners in the EU28 As regards the characteristics of the new citizens in the 28 EU member countries, the median age of persons granted citizenship in 2012 was 31.4 years (compared with 41.6 for the total EU28 population), with more than a third (35.3%) aged less than 25 years and more than half (58.4%) aged 25 to 54,while those aged 55 or over accounted for around 6%. For the whole EU population as of January 1, 2012, the shares were 27.3%, 42.2% and 30.4% respectively. The highest number of citizenships granted per 1000 inhabitants was in Luxembourg Three quarters of all persons that acquired an EU citizenship in 2012 became citizens of one of the following six Member States: the United Kingdom (193 900 persons, or 23.7% of all citizenships granted in the EU in 2012), Germany (114 600 or 14.0%), France (96 100 or 11.7%), Spain (94 100 or 11.5%), Italy (65 400 or Queen Elizabeth II might inaugurate CHOGM Malta meet A t a public consultation meeting, Foreign Affairs Minister Dr George Vella said that Queen Elizabeth II might visit Malta to inaugurate next year’s Commonwealth Heads of Government meeting (CHOGM) for which preparations are well under way. At the same meeting the minister also explained that his ministry’s role is often the starting point for many a foreign investment in Malta. He said: “Many people do not know what a Foreign Affairs Minister’s job involves. The initial contacts for foreign investments are often done through the Ministry. A lot of Ambassadors are tasked with promoting Malta. “We are the facilitators, sometimes it works and sometimes it doesn’t,” Dr Vella said. Oncology hospital Named after Sir Anthony Mamo T he new Oncology Centre next to Mater Dei Hospital is to be named for the first President of Malta, Sir Anthony Mamo, and would receive its first outpatients this month. It would provide full services next year. The official opening would be coinciding with the celebrations marking the 40th anniversary of Malta as a Republic, in 1974, which also paved the way for the head of state to be Maltese and for Sir Anthony to become the first President. Naming the hospital as the Sir Anthony Mamo Oncology Hospital is beng regarded as a most fitting monument for the man. The health ministry also plans to refurbish parts of the former St Luke’s Hospital in Gwardamanga that was mostly abandoned since the opening of Mater Dei, in order to start using it again as a hospital. This, according to the Parliamentary Secretary for Health, Dr Chris Fearne would further increase much needed hospital beds for patients in the government’s plans to improve even further the health sector in Malta. 14 The Voice of the Maltese Tuesday December 9, 2014 Xufier jiddomina l-midja Maltija M a nafx jekk qattx kellna kaΩ ie˙or f’Malta fejn xufier mhux biss iddomina l-a˙barijiet u l-kummenti fil-midja g˙al aktar minn ©img˙a, iΩda sa˙ansitra kwazi tefa` g˙al kollox iddiskussjoni tal-Ba©it li l-midja s-soltu tant tag˙tih importanza. When President Obama was in Australia for the G20 he stated that in fact the Great Barrier Reef was under threat by climate change. Our Minister for Foreign Affairs, Julie Bishop contradicted Obama by saying that the reef was “not under threat from climate change because its biggest threat is the nutrient runoffs agricultural land, and second biggest threat is natural disasters, but this has been for 200 years”. The Great Barrier Reef Marine Park Authority said in 2014, “climate change remains the most serious threat to the Great Barrier Reef and is likely to have farreaching consequences in decades to come”. The Australian Institute of Marine Science says the size of the reef has halved in the past 30 years. World leading scientists have rejected Ms. Bishop’s claims, pointing out raising temperatures threaten the reef with mass bleaching and raising carbon dioxide levels cause damaging acidification in the oceans. This process has been so successful because of the professionalism of everyone associated with the sale. The offer raised $5.679 bn. It is the second largest IPO on record in Australia. Telstra is the biggest at $US10 bn listed in November 1997. The new Premier, Daniel Andrews with wife Catherine and kids Joseph, Grace, and Noah ‘They cannot build a canoe’ T The Liberals out in the State of Victoria T he State of Victoria (Melbourne –capital city) has a new government after the State election on Saturday November 29 saw Labor claim a historic victory, dismissing the Napthine Government after only one term in office. Labor’s Daniel Andrews is the state’s new premier as a statewide swing of three per cent against the Liberals delivered a historic victory to the opposition. The historic result saw the state dump its government from power after a single term for the first time in more than 60 years. A tight victory was predicted for Labor but the result was called early. Outgoing Premier Dr Napthine called Mr Andrews to concede defeat and said that he would resign as leader of the Liberal Party in Victoria “The people of Victoria have today given to us the greatest of gifts, entrusted to us the greatest of responsibilities and bestowed upon us the greatest of honours, we will not let them down,” Andrews told Labor faithful as he claimed victory. Forty-five seats were needed to win and Labor was on track to win 47. Before the election, Labor held 43 seats, the Coalition 44, and rogue MP Geoff Shaw the remaining seat in the 88-seat Legislative Assembly. With the swing to Labor, it is likely to pick up between three to six extra seats, but will lose Melbourne to the Greens. Daniel Andrews’s father ran a mix business in Glenroy until the family moved to Wangaratta. He studies for an arts degree in Monash University. He was elected to Parliament in 2002 and promoted to Cabinet in 2006, then elected leader five years later. He has been married for 16 years and is the father of three young children. Nine of 22 Labor MPs who will serve as state ministers are women, with Premier-elect Daniel Andrews declaring his team “the most diverse in Australia”. He unveiled his Cabinet after a Labor Caucus meeting at Parliament House. The blame game over the Coalition’s loss in the Victorian election has begun with former Liberal premier Jeff Kennet labelling the Abbott Government as a “shambles” and admitted it was a major factor in the defeat of the state government. In the State of Victoria, we have the largest Maltese community in Australia he Senate censored the Minister for Defence for “insulting” the men and women of Australian Submarine Corporation (ASC) and undermining confidence in Australia’s defence capabilities amongst other things. The Minister, Senator David Johnston was censured by a motion passed by 37 to 31 votes. Only four such motions have passed in the past 10 years. The last time a cabinet minister was censured was in 2005 when the Senate censured then Immigration Minister Amanda Vanstone over the Cornelia Rau affair. The extraordinary remark that brought on the censor motion was that the Minister would not trust the government’s shipbuilders ASC to “build a canoe”. The ASC is centrally involved in the $8 billion project to build three Air Warfare Destroyers that will be the Royal Australian Navy’s most powerful ever warships. The Prime Minister said that he has full confidence in his Minister and will not ask him to resign. Minister for Defence Senator David Johnston The Voice of the Maltese 17 Tuesday December 9, 2014 A quick glimpse at Australia Human dignity of asylum-seekers T he Australian Catholic Migrant and Refugee Office have called on senators to safeguard and defend the human dignity of asylum-seekers. The call on parliamentarians comes in advance of voting on the upcoming Migration and Maritime Powers Legislation Amend“The proposed Bill will expand the aument Bill. ACMRO said it is gravely con- thority of the Minister for Immigration and cerned that the legislative proposals in the Border Protection to intercept and remove current Bill will undermine the Refugee people seeking protection to any place outConvention and further erode an already side of Australia, while limiting the review precarious legal situation for people seek- process by courts or Parliament,” ing protection in Australia. ACMRO said in a statement. “The proposed Bill also seeks to reintroduce Temporary Protection Visas which will increase the uncertainty around gaining permanent protection and family reunification. The Bill also introduces a fast track asylum process which limits access to independent merits review, and will force people seeking protection to navigate a complex legal system without appropriate support and advice.” This Bill was in fact passed with changes, late Friday, after negotiations with Senators from the cross benches. Meta l-Maltin kienulag˙bu l-partiti ta’ ritorn, tilfu 1-0 fit-TuneΩija u 2-1 filMarokk. Fl-ista©un 1961-62, il-klabbs Maltin g˙all-ewwel darba ˙adu sehem fil-kompetizzjonijiet Ewropej organizzati millUEFA, u filwaqt li Hibernians kienu l-ewwel li ˙adu sehem fil-kompetizzjoni g˙aç-Champions, (it-Tazza Ewropea, jew European Cup), Floriana kienu l-ewwel mill-Maltin li iddebuttaw f’dik g˙ar-Rebbie˙a tat-Tazzi (Cup Winners Cup). Billy kellu sta©un tajjeb ˙afna u g˙al darbtejn wara xulxin ing˙aΩel il-Plejer talLog˙ba. Ir-reb˙a tal-kampjonat tat ukoll lil Floriana d-dritt li fl-ista©un ta’ wara, l-1962-63, ikunu huma li jirrappreΩentaw lil Malta fil-European Cup. Mal-Floriana Billy lag˙ab aktar partiti kontra klabbijiet barranin, fosthom ta’ ˙biberija kontra timijiet Libjani, f’BenghaΩi u Tripli, fit-TuneΩija u wkoll f’pajjiΩi o˙ra. Imbag˙ad f’Settembru tal-1962, fl-eta’ ta’ 23 sena Billy iΩΩewwe© lil Doris Gatt, millMarsa. MiΩ-Ωwie© tag˙hom, Billy u Doris g˙andhom tlett itfal, lil Marco, Tania u Jason, u erba’ neputijiet (granchildren). Kienu ˙afna l-partitarji tal-Floriana f’Malta li ˙assew it-tluq ta’ Billy min˙abba li kien attakkant prominenti ˙afna u fih kienu qed jaraw plejer li flimkien ma’ o˙rajn li l-Floriana kienu jtellg˙u, ˙afna minnhom mill-istess in˙awi ta’ Balzunetta, seta’ jassiguralhom il-©ejjieni tal-klabb. Óafna kienu wkoll ixebb˙u l-log˙ob ta’ Billy, l-aktar fejn g˙andu x’jaqsam g˙all- jiftakar hemm tal-Floriana filkompetizzjonijiet Ewropej, kontra Ujpest Dozsa u Ipswich u dik ta’ ˙biberija kontra l-Manchester United. Fl-Awstralja jibqa’ jiftakar illog˙ba tal-George Cross kontra Prague (Sydney) meta l-Maltin reb˙u 5-2. Illum fl-eta’ ta’ 75 sena, Billy g˙adu jsegwi l-futbol, kemm fl-Awstralja, u wkoll ta’ Malta u g˙add ta’ pajjiΩi o˙ra. Kemm ilu l-Awstralja, Billy nieΩel Malta fuq btala xi ˙ames darbiet imma fiΩ-Ωmien li jΩur Malta ma jkunx hemm log˙ob tal-football. Jg˙idli li fiΩ-Ωmien meta kien jilg˙ab g˙al Floriana, kienu kull sena jirb˙u xi unur u tazza jew trofew; imma b’dispjaçir jg˙id li llum il-livell tag˙hom naqas ˙afna u ilhom ˙afna ma jirb˙u xi unur. Personalment ilni naf lil Billy g˙al aktar minn madwar 15-il sena u dejjem sibtu bniedem eΩemplari u ˙abib ma’ kul˙add. Huwa wkoll membru tar-Reskeon Maltese Association Seniors Group, f’Melbourne. Billy baqa’ attiv fl-isports, imma mhux f’dak li jin˙tie©lu wisq impenn fiΩiku b˙allfutbol, fil-log˙ob tal-boççi (stil Taljan) u hu kompetittiv mhux ˙aΩin. Kemm-il darba spiçça t-tieni fil-kompetizzjoni speçjali li ssir ta’ kull sena g˙all-˙abta ta’ Jum il-Missier. Billy u martu Doris illum (fuq wara) flimkien ma’ uliedhom, Jason u Tanya, u Marco (inset). blalen fil-g˙oli, bir-ras, ma’ Tony Cauchi li fil-fatt kien ˙abib kbir ta’ Billy u sa qag˙adlu bestman fit-tie© tieg˙u. Minbarra l-˙biberija ma’ Tony, Billy qalli li b˙ala l-idoli tieg˙u fil-futbol Malti, fost o˙rajn, kellu wkoll lil FurjaniΩ ie˙or, Lolly Borg u d-difensur internazzjonali u tal-Valletta u anke l-Melita Eagles, Joe Cilia Meta wasal l-Awstralja, Billy beda ja˙dem mal-Commonwealth Industrial Gases (CIG) b˙ala machine assembler. Fl-istess waqt ried ukoll jissokta bil-kariera ta’ futboler u beda jilg˙ab mal-George Cross. IΩda ma kienx façli g˙alih. Sab il-livell og˙la minn ta’ Malta, kemm min˙abba li kien hemm g˙add ta’ plejers tajbin minn madwar id-dinja, u wkoll g˙ax ˙tie©lu jaddatta ru˙u g˙al esperjenza o˙ra ©dida, dik li jilg˙ab fuq il-˙axix, u mhux b˙al f’Malta, fuq ir-ramel jew l-art iebsa. Il-karriera ta’ Billy malGeorge Cross damet biss sentejn, min˙abba li ta’ 26 sena kellu bronkite. Kien ukoll ©ie˙ iç-çans li jibda jilg˙ab mat-tim talPolonja f’Melbourne, fejn di©a’ kien hemm plejer ie˙or Malti, ukoll eks Floriana, Tony Vella. Semmieli li dak iΩ-Ωmien fost plejers o˙ra Maltin li kienu jilag˙bu l-Awstralja kien hemm, Çensu Muscat, Freddy Falzon, Eddie Sacco, Twanny Cassar u Freddy Abela (mag˙ruf b˙ala l-iSteak). Mistoqsi jekk kellux xi log˙ba li baqg˙et impressjonata f’mo˙˙u, semma l-finali tal-Cassar Cup f’Malta kontra l-akbar rivali fil-futbol, Sliema Wanderers. Floriana kienu reb˙u 6-0 u Billy kien kiseb hat-trick. Dakinhar ilFloriana lanqas biss kellhom gowlkiper mag˙ruf g˙ad-dispoΩizzjoni tag˙hom, u l-attakkant Tony Cauchi mela l-post bejn il-lasti.
