Request for Qualifications for Consulting Services
Community Development Agency
Attached is a listing of qualified firms listed by category for each discipline in rank order.
The Community Development Agency and the Purchasing Agent will determine the most
appropriate method of consultant selection based on project specific needs.
Method 1: RFP
Depending on the number of qualified firms on the list, the Community Development
Agency may select a minimum of two of the most qualified firms for a specific project and
issue a Request for Proposals (RFP). The Community Development Agency may then
interview and negotiate an agreement with the firm that is best able to meet the Community
Development Agency’s needs.
Method 2: Rotation
For “as needed” services, the Community Development Agency will develop a short list of
the most qualified firms to perform the work and establish contracts with multiple firms to
provide services on a rotational basis.
Method 3: Sole Source
A departmental evaluation committee will review SOQs for the specific discipline needed,
select a consultant, and negotiate a contract.
All responses are on file in the Procurement & Contracts Office, and are available to review
between 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 5:00 p.m., Monday through Friday.
