Francisco Street Krus na Ligas, Diliman, Quezon City My Vision on the Role of the Staff Regent By: Danilo Garcia Walo Service was in my mind when I accepted the nomination for the Staff Regent. As a staff member for more than three decades, I understand that that employee’s empowerment remains to be an elusive dream. As one of dreamers for staff welfare, I would like to present my views on the role of the staff regent: 1. To actively represent the staff to the Board of Regents. The Staff Regent can represent the concerns and issues of the staff to the board. These concerns may include policy matters in the implementation of rules and regulations in the University. 2. To create an approachable and dynamic system-wide staff consultation. This can be done by creating an office in the university. The office can be venue for staff consultation, fellowship, and research. 3. To help in promoting and implementing labor laws and core labor standards as guidepost in responsible public sector unionism in the university. In this regard, the union rights and privileges of all CSC and DOLE-registered public union must be observed and respected regardless of whoever is the bargaining unit. For example, permission by the university to allow attendance to the meetings to represent one’s parent union in government activities must not be anchored to the prior clearance of the sitting or bargaining union with the end of view of maintaining a healthy multi union existence. 4. To support the economic rights and welfare of the staff stipulated in Section 3 (e) of the University of the Philippines Charter of 2008 which is to “protect and promote the professional and economic rights and welfare of its academic and non-academic personnel, and to study and implement a salary package and employees non-monetary benefits. 5. To support the professional rights and welfare of the staff stipulated in Section 3 (e) of the University of the Philippines Charter of 2008 which is to conduct any study and recommendation so that academic and non-academic personnel relations and retention at the university will be attained and sustained accordingly. 6. To develop sports and cultural activities on a regular basis. Aside from the intellectual needs, staff and faculty also need sports and cultural activities to foster camaraderie, fellowship, and networking. 7. To help in upgrading the efficiency of the next staff regent. To prepare the staff regent to the new working environment, s/he should be prepared by giving a crash course on public administration and management, ethics, behavior in organization and other courses related to the regent position. In a personal note, I believe that the first duly elected Staff Regent who shall serve for a term of two (2) years should concentrate and focus only on official matters affecting specially the REPS and administrative personnel as a gesture of serving back said sector for the mandate.
