企画競争実施の公示 2016年 12月 12日 独 立 行 政 法 人 国 際 観 光 振 興 機 構 (JNTO) シンガポール事務所 所長 三宅 正寿 企画競争について、次の通り公示する。 1. 業 務 概 要 （ 1） 業 務 名 シ ン ガ ポ ー ル 市 場 に お け る OTA 等 と 連 携 し た 訪 日 オ ン ラ イ ン プ ロ モ ー シ ョ ン 事 業 （ 2） 業務内容 OTA等 と 連 携 し た オ ン ラ イ ン 訪 日 プ ロ モ ー シ ョ ン を 展 開 し 、 3-4月 の 桜 シ ー ズ ン 及 び 5-6月 の 当 地 海 外 旅 行 ハ イ シ ー ズ ン に お け る 訪 日 需 要 の 喚 起 及 び 刈 取 り を 一 気 通 貫 し ておこなうことで、訪日旅行者数の最大化を図るもの。 （ 3） 履行期限 2017年 3月 24日 2. 企 画 競 争 参 加 資 格 要 件 (1) JNTO契 約 事 務 実 施 細 則 第 26条 に 規 定 さ れ て い る 競 争 参 加 者 制 限 に 該 当 し な い 者 。 ○ JNTO契 約 事 務 実 施 細 則 （競争参加者の制限） 第 26条 次の各号のいずれかに該当すると認められる者は、競争に参加させることができない。 (1) 契約を締結する能力を有しない者 (2) 破産手続開始の決定を受けて復権を得ない者 (3) 暴 力 団 員 に よ る 不 当 な 行 為 の 防 止 等 に 関 す る 法 律 （ 平 成 ３ 年 法 律 第 77号 ） 第 32条 第 1項 各 号に掲げる者 (4) ２ 国又は地方公共団体（以下「国等」という。）から指名停止の措置を受けている者 次の各号のいずれかに該当すると認められる者は、その事実があった後３年以内の期間を定 めて競争に参加させることができない。これを代理人、支配人その他の使用人として使用する 者についても、又同様とする。 (1) 契 約 の 履 行 に 当 た り 故 意 に 工 事 、製 造 そ の 他 の 役 務 を 粗 雑 に 行 い 、又 は 物 件 の 品 質 若 し く は 数量に関して不正の行為をした者 (2) 公 正 な 競 争 の 執 行 を 妨 げ た 者 又 は 公 正 な 価 格 を 害 し 、若 し く は 不 正 の 利 益 を 得 る た め に 連 合 した者 (3) 落 札 者 が 契 約 を 結 ぶ こ と 又 は 契 約 者 が 契 約 を 履 行 す る こ と を 妨 げ た 者 (4) 監 督 又 は 検 査 の 実 施 に 当 た り 職 員 の 職 務 の 執 行 を 妨 げ た 者 (5) 正 当 な 理 由 な く し て 契 約 を 履 行 し な か っ た 者 (6) 契 約 に よ り 、契 約 の 後 に 代 価 の 額 を 確 定 す る 場 合 に お い て 、該 当 代 価 の 請 求 を 故 意 に 虚 偽 の 事実に基づき過大な額で行った者 (7) 前 各 号 の い ず れ か に 該 当 す る 事 実 が あ っ た 後 ２ 年 を 経 過 し な い 者 を 契 約 の 履 行 に 当 た り 、代 理人、支配人、その他使用人として使用した者 ３ 前項の規定に該当する者を入札代理人として使用する者を競争に参加させないことができる。 (2) 過 去 ３ 年 間 に お い て 法 律 に よ り 罰 せ ら れ た こ と が な い こ と 。 (3) 法 人 登 記 （ 個 人 事 業 者 の 場 合 は 、 住 民 登 録 ） が な さ れ て い る と と も に 、 法 人 税 等 の 諸税を滞納していないこと。 3. 手 続 等 （ 1） 実 施 部 署 JNTO シ ン ガ ポ ー ル 事 務 所 担当：上園太雅 住 所 : 16 Raffles Quay, #15-09 Hong Leong Building, Singapore 048581 TEL： +65 6223-8205 （ 内 線 107） 、 FAX： +65 6223-6035 Email: [email protected]（ 上 園 ） （ 2） （ 3） （ 4） （ 5） 企画競争説明書の交付期間及び方法 2016年 12月 13日 か ら 2016年 1月 4日 13時 ま で （ シ ン ガ ポ ー ル 時 間 ） シンガポール事務所にて直接手渡し、またはメールにて交付する。 企 画 競 争 説 明 書 の 交 付 を 希 望 す る 場 合 は 、予 め（ 1）の 担 当 ま で 事 前 連 絡 を 行 う こ と。 企画書の提出期限、場所及び方法 2017年 1月 6日 13時（ シ ン ガ ポ ー ル 時 間・必 着 ）ま で に 、(1)に 提 出 。持 参 又 は 郵 送 に限る（郵送の場合であっても、提出期限までに必着で、配達記録が証明できる ものであること。）。 説明会の日時及び場所等 なし。 企画書に関するヒアリングの日時及び場所 ヒアリングを必要に応じて行うことがある。 4. そ の 他 （ 1） 手 続 に お い て 使 用 す る 言 語 は 日 本 語 ま た は 英 語 、通 貨 は [シ ン ガ ポ ー ル ド ル ]と す る。 （ 2） 関 連 情 報 を 入 手 す る た め の 照 会 窓 口 は 、 3(1)に 同 じ 。 （ 3） 企 画 書 の 作 成 及 び 提 出 に 要 す る 費 用 は 、 企 画 提 案 者 側 の 負 担 と す る 。 （ 4） 提 出 さ れ た 企 画 書 は 、 当 該 提 案 者 に 無 断 で 二 次 的 な 使 用 は 行 わ な い 。 （ 5） 企 画 書 に 虚 偽 の 記 載 を 行 っ た 場 合 は 、当 該 企 画 書 を 無 効 に す る と と も に 、記 載 を 行った応募者に対して指名停止を行うことがある。 （ 6） 特 定 し た 提 案 内 容 に つ い て は 、 JNTOの 情 報 公 開 に 係 る 審 査 基 準 に 基 づ き 、開 示 請 求があった場合、あらかじめ「開示」を予定している書類とする。 （ 7） 企 画 書 が 特 定 さ れ た 者 は 、企 画 競 争 実 施 の 結 果 、最 適 な 者 と し て 特 定 し た も の で あ る が 、JNTOの 会 計 規 程 等 に 基 づ く 契 約 手 続 の 完 了 ま で は 、JNTOと の 契 約 関 係 を 生じるものではない。 （ 8） 提 案 者 が 2.に 示 し た 企 画 競 争 参 加 資 格 要 件 を 満 た し て い る こ と を 確 認 す る た め に 、信 用 調 査 を 実 施 す る 場 合 が あ る 。そ の 結 果 を 踏 ま え て 、特 定 後 で あ っ て も 契 約を締結しないこともあり得る。 （ 9） JNTOか ら の 契 約 金 の 支 払 い は 、日 本 か ら 海 外 送 金 に よ り 行 う た め 、海 外 送 金 を 受 け 取 れ る こ と 。ま た 、付 加 価 値 税 の 税 務 当 局 へ の 支 払 い 方 法 に つ い て は 、受 注 者 に おいて責任を持って対処すること。 （ 10） そ の 他 の 詳 細 は 企 画 競 争 説 明 書 に よ る 。 以上 December 12 2016 Japan National Tourism Organization (JNTO) Singapore Office Executive Director Masatoshi Miyake We hereby announce the following proposal competition. 1. Overview of project (1) Name of project: Online Visit Japan Promotion Project in Collaboration with OTAs Targeting the Singaporean Market (2) Details of project: To carry out online promotion activities in collaboration with OTAs, etc. with the aim of boosting and attracting demand for Japan tours during the cherry blossom season in Japan (March to April) and the peak season for overseas travel in Singapore (May to June), thereby maximizing the number of visitors from Singapore to Japan (3) Performance Period: March 24, 2017 2. Requirements to participate in the proposal competition (1) A person who is not subject to competition participation restrictions prescribed in Article 26 of the Bylaws of the Administrative Implementation of Contracts of JNTO. ○ Bylaws of the Administrative Implementation of Contracts of JNTO Article 26: Restrictions on Competition Participants 1. Persons who are determined to fall under any of the following may not participate in the competition: (5) A person who does not have the capacity to execute agreements; (6) A person who has been the subject of a decision to commence bankruptcy proceedings and whose rights have not been restored; or (7) A person listed in the items of Article 32, Paragraph 1 of the Act for the Prevention of Wrongful Acts by Members of Organized Crime Groups (Act No.77 of 1991) (8) A person who is debarred or otherwise declared ineligible by Japanese Government or local government from bidding. 2. A person found to fall under any of the following may not participate in competition for a fixed period not longer than three years after the occurrence of the relevant fact. The same will apply to a person who intends to use any of the following persons as an agent, manager or other employee. (1) A person who in the performance of an agreement intentionally engaged in shoddy construction, manufacturing or other services, or who engaged in dishonest conduct in regards to quality or quantity of goods; (2) A person who impeded fair competition, or a person who entered into an alliance for the purpose of wrongful gains; (3) A person who obstructed a successful bidder from executing an agreement or a contractual party from performing an agreement; (4) A person who obstructed personnel engaged in the performance of supervision or audit work; (5) A person who without a valid reason failed to perform an agreement; (6) A person who, in a case where pursuant to an agreement the amount of consideration is to be fixed after the agreement, willfully demanded an exorbitant amount of consideration based on false facts; or (7) A person who, in the performance of an agreement, used an agent, manager or other employee who fell under any of the foregoing categories within the past two years. (8) A person who uses any person who falls under any of the preceding items as bidding agent may be disqualified from participating in the competition. (9) A person who has not been subject to any penalty under law in the past three years. (10) A person who is registered as a corporation (in the case of an individual business operator, registered as a resid ent) and is not delinquent in the payment of corporate taxes or other taxes. 3. Others （ 1） The language used in the procedures will be Japanese or English and the currency will be Singapore Dollar. （ 2） Inquiries for related information should be directed to the person in 3(1) above. （ 3） Expenses for preparation and submission of the proposal will be borne by the person proposing the proposal. （ 4） There will be no secondary use of a submitted proposal without the permission of the person who submitted the relevant proposal. （ 5） If a proposal contains any matters that are not true, such proposal will be invalidated, and the applicant who entered such matters may be suspended from participating in public bids. （ 6） If in regards to the content of a selecte d proposal, there is a request on the basis of the screening standards for JNTO’s information announcements, such disclosure will be （ 7） （ 8） （ 9） （ 10） made using documents prepared in advance to be disclosed. A person whose proposal has been selected is a person who was spe cified as the most suitable person as a result of the proposal competition, but until agreement procedures are completed pursuant to JNTO’s accounting and other rules, no contractual relationship will arise between such person and JNTO. To verify whether a person who submitted a proposal satisfies the requirements for participating in the proposal competition of section 2 above, a credit check may be performed. There may be cases where, even after selection, in light of the results of such credit check, an agreement will not be executed. Because payment of the agreement money will be by overseas remittance from Japan, the participant must be able to receive overseas remittance. Further, any person receiving an order will be responsible for payment to tax authorities of any value added taxes. Other details will be as set forth in the Request for Proposals. End
