200-ha reclamation project to
start in 2016
THE Davao City Investment Promotion Center (DCIPC) is expecting the bidding
results on the 200-hectare reclamation project in Davao City by January 2016 in
a bid to start development works within the first quarter of next year.
This, according to Ivan C. Cortez, officer-in-charge of DCIPC, saying the
schedule for the publication of the invitation to prequalify and bid for the project
is within this month.
"We also would like to put it on the table that we are right now scheduling the
advertisement of the Public-Private Partnership project on the reclamation
area," he said.
The project, which is originally proposed by a Manila-based port operation firm,
Mega Harbour Port Development Corp., will involve the reclamation of four
islands.
He pointed out that the first island which will be facing Agdao and will serve as
a port development area covering a 75.01 hectare (ha).
"This is complimentary to the operation of Sasa port, we are proposing for
another port near the downtown area. So it will stretch from Agdao to Sta.Ana,"
Cortez said.
"The initial plan is just to reclaim in front of the Sta. Ana wharf, however as
investigation of the sea bed the proponents found out that the area is really a
very deep cliff so it is very costly to have a wider reclaim area, so what they did
they revise the proposal in such a way they will have a reclaim area following
the contour of the sea shore. So that is from Agdao to Barangay Bucana,” he
added.
In a report, City Planning and Development Office (CPDO) division chief for
planning Engr. Jose Froilan Rigor said that the 39.24 hectare- second island,
fronting Sta. Ana Wharf will become the central business district and shopping
center.
The third island facing Boulevard that will be allocated for tourist centers and
residential resorts will have a total area of 59.47 has while the 40.89-herctare
fourth island fronting Agro Football Field, Ecoland will be devoted for township
development.
Cortez said a consortium of foreign companies based in Netherlands and
Malaysia is also interested in the project.
If no one will bid for the project, the original proponent will take over.
The project has an estimated cost of P39 billion. Residents who will be affected
by the project will be relocated in the tenement housing project.
Once construction will begin next year, the reclamation project is targeted to be
finished by 2019.
In a report, on December 11 last year, the city's Public-Private Partnership
Board granted the Mega Harbour as the original proponent of the project thus
the company has “the right to match the better price proposal submitted by a
comparative proponent.”

ダバオ市投資促進センター（DCIPC）はダバオ市の 200 ヘクタールの干拓事業
の 2016 年 1 月までの入札結果次第で 4 月までに開発工事を開始することを期待
しています。
DCIPC の担当者、Ivan C. Cortez 氏によると、事前審査への招待やプロジェク
トの入札のスケジュールは今月内に行われるとのこと。
"我々はまた、今、開拓地に官民パートナーシッププロジェクトの広告を計画し
議会にかけたいと思います」と彼は言いました。
このプロジェクトはもともと Mega Harbour Port Development Corp.によって
提案されたプロジェクトで、四つの島の埋め立てを伴います。
彼は最初の島は Agdao 島で、75.01 ヘクタール（HA）をカバーする港湾開発領
域として機能すると指摘しました。
「私たちはダウンタウンの近くに別の港を提案して Sasa 港の運営を補い、それ
は Agdao から Sta.Ana に拓大します。
」と Cortez 氏は言いました。
「当初の計画は Sta. Ana 埠頭の目の前のみの開拓でしたが、しかし海底の調査
などの結果、非常に深い崖であることが判明し、そのため広い開拓地を得るた

Cortez 氏はオランダやマレーシアに拠点を置く外国企業の組合は、プロジェク
トに興味があると述べました。
もしも誰もプロジェクトに入札しない場合は、元の提唱者に引き継ぎます。
プロジェクトは、推定 39 億ペソ。プロジェクトによって影響される住民の移動
は長屋住宅のプロジェクトによって行われます。
建設は来年開始されたら、干拓事業は、2019 年までに終了を目標としてます。
報告書では、昨年 12 月 11 日、The city's Public-Private Partnership 議会は、
プロジェクトの当初の提案者、Mega Harbour に、
「他の提案者から提出された
より良い価格の提案と一致する権利。」を与えた。
