Speaker Biographies
J. James Kim is a Research Fellow in the American Politics and Policy Program in
the Center for Regional Studies at the Asan Institute for Policy Studies. Dr. Kim is
also a lecturer in the Executive Master of Public Administration program at Columbia
University. Previously, he was an assistant professor of political science at the
California State Polytechnic University (Pomona). He also served as a summer
research associate at the RAND Corporation and as a statistical consultant for the
Institute for Social and Economic Research and Planning at the School of
International and Public Affairs in Columbia University. His primary research
interests include political economy, energy, security, public opinion, democracy,
methodology, and media. Dr. Kim received a BS and MS in industrial and labor relations from Cornell
University and an MPhil and PhD in political science from Columbia University.
Professor Stephen Smith was Federal Member for Perth for the Australian Labor
Party from March 1993 until September 2013. In a distinguished career spanning 20
years in the Australian Federal Parliament, Professor Smith served as the Minster for
Defence, and prior to that, as Minister for Foreign Affairs. In opposition, Professor
Smith held a range of Shadow Ministerial positions including Shadow Minister for
Trade, Shadow Minister for Resources and Energy, Shadow Minister for
Communications, Shadow Minister for Health, Shadow Minister for Immigration,
Shadow Minister for Industry, Infrastructure and Industrial Relations and Shadow
Minister for Education and Training. He is Chair of the Asia Desk of Perth Law firm
Lavan Legal and a member of the Government and Public Sector Advisory Board for
Ernst and Young Australia.
Yoichi Kato joined Rebuild Japan Initiative Foundation (RJIF),, where he directs
projects on diplomacy, security and strategy, in January 2016. Prior to joining RJIF, he
was national security correspondent of the Asahi Shimbun and covered foreign policy
and national security issues for Japan, the Japan-U.S. alliance and overall strategic
issues in the Asia-Pacific region. He was bureau chief of Asahi’s American General
Bureau in Washington, DC. He was visiting scholar at the School of International
Studies of Peking University, where he conducted research on the strategic chemistry
between the United States and China. He was also visiting fellow at both the Institute
for National Strategic Studies of the U.S. National Defense University (INSS/NDU) and
the Center for Strategic and International Studies (CSIS) in Washington, D.C. He taught national security
strategy at Gakushuin University in Tokyo. He earned his MA from the Fletcher School of Law and
Diplomacy at Tufts University, U.S.A. and his BA from Tokyo University of Foreign Studies.
Professor L. Gordon Flake is the founding CEO of the Perth USAsia Centre, a
position he assumed in 2014. He came to Australia after more than 20 years in
Washington, DC in positions including Executive Director of the Maureen and Mike
Mansfield Foundation, Senior Fellow at The Atlantic Council of the United States,
and Director for Research at the Korea Economic Institute of America. He is the
author of several edited volumes and numerous articles and book chapters on Asia.
Mr. Flake received his BA degree in Korean with a minor in international relations from Brigham Young
University in Provo, Utah. He completed his MA at the David M. Kennedy Center.
