Johanniter International Assistance is looking for a Consultant for establishing Standard Operating Procedures (SOPs) for a Johanniter Emergency Medical Team (EMT) Background: In sudden onset disasters international medical teams and medical modules represent a significant support to the weakened local structures when there are limited or non-existent medical services in the aftermaths of the disaster. To be highly effective, international humanitarian response has to be needs-driven and focussed to provide medical care at the right place, in the right time and with the right material and staff. In response to these needs and for better preparing affected nations for those emergencies, World Health Organisation (WHO) established a global registration system to support national governments in building capacities and strengthening their health systems by offering coordination and assisting with medical teams during a sudden onset disaster or disease outbreak Johanniter International Assistance is currently in the Classification Process in the mentoring phase, adapting operating procedures and binding standards of their former Medical Emergency Response Team (MERT) to the WHO requirements for an EMT “Type 1 mobile”. For quality reasons it is important to work according to unambiguous Standard Operating Procedures (SOPs) as a common standard. The document describes the regularly occurring operations of the EMT, basics procedures, operational readiness and deployment strategies as well as a plan of action for exceptional incidents. SOPs are a compulsory instruction for all team members. In this aim we are looking for a consultant to support us in establishing the appropriate SOPs for the intended classification and assist in the mentoring process. Extend of Work: The SOPs for the EMT should be in a very detailed manner, including: o o o Introduction Mandate of the EMT Team tasks and structures o o o o o o o o o o o o o o o o o Terms of reference describing roles, responsibilities and minimum skill criteria requirements for each team member Individual preparation of team members: Medical, physical & mental suitability pre-screening Vaccinations & prophylactic medications Uniforms & personal staff equipment (also vests / badges / labelling) Logistics and equipment Self-sufficiency Waste management, morgue and isolation structures requirements for detailed safety and security plan Emergency medical EMT staff care & evacuation procedures Preparedness Procedures (alert, pre-deployment, deployment, operational, on-site coordination, reporting / information exchange, end of mission, handover, after-deployment) Plan of Action for: Assessment of the situation; Development of strategies to achieve objectives; Assignment of resources; Management of ongoing operations; Identification of accomplishments; Regular updates of the Plan of Action Plan of Action for situations not common to the team members (tropical diseases, isolation in case of infections, difficult deliveries, etc.) as well as for rehab and disability procedures, patient recording system, referral and transfer plans, patient complaints management. Treatment plans: possibly with reference to MSF handbook Sketches of footprints how to build-up the Base of Operations Sketches of footprints how to build-up an EMT showing a proper patient flow avoiding unnecessary contacts or crossings between sick patients or victims and new incoming cases. Clearly divided in waiting area, trauma care, mother & child care, basic health care, male/female. Flow process chart of the triage system (START) for emergency trauma cases Standards for interoperability with other EMT on the ground and local authorities Additional issues and annexes (e. g. templates and checklists) All reference documents should be kept (in an original version) compiled in the respective files (on the SharePoint) and referred to by hyperlink in the text of the SOPs. Process Design: The designated consultant should work in close collaboration with the Department for International Disaster Response at Johanniter Headquarters (HQ, Berlin) plus the Medical Advisor. Topics should be discussed in a first “kick-off” working meeting in Berlin on the basis of a first seminal draft of the SOPs as well as pre-existing documents of MERT, EURAMET and other Johanniter disaster relief projects. These results will be integrated into the first draft of the document. The SOPs will be developed using an interactive development methodology (SharePoint), where the document and its contents could be continuously developed, compared to existing EMT-SOPs of WHO and partner organisations and verified by Johanniter HQ. Concomitant testing and evaluation would be possible in the ongoing WHO Mentoring Process as well as in possible real deployments or trainings (e. g. “Fieldcamp 2016”). 2 Outputs and Deliverables: Written SOPs for a WHO classified Johanniter “EMT Type 1 mobile”, reviewed, tested, evaluated and published as a pdf document in electronic format. It has to be submitted to Johanniter International Assistance in English language. Consultant Profile: o o o o o o o o o o Relevant University Degree Medical background is an asset Minimum 5 years working experience in international medical disaster response Work experience in at least two international medical disaster response missions (field level) Experience in drafting SOPs for disaster response (at least two) Expertise in WHO quality standards for EMTs (Type 1 mobile) Expertise in WHO - EMT structure and quality assurance process Expertise in coordination mechanism for international disaster response (ideally EMTCC) Holistic understanding of humanitarian architecture High proficiency in English Duration: o o o Start: as soon as possible First draft finalised: four weeks after start Final draft completed: 6 weeks after finalisation first draft, latest 31.12.2016 Remuneration: o 4.000 EUR incl. tax, payable after delivery of services and upon receipt of an invoice.
