etropolen in der ganzen Welt boomen. Vor allem
jüngere Menschen zieht es auf der Suche nach guten Ausbildungs- und Arbeitsplätzen in die Städte. Das
gilt auch für Hamburg. In den vergangenen zwei Jahren
ist die Hansestadt um rund 27.000 Einwohnerinnen und
Einwohner gewachsen. Mittelfristig ist weiter mit einer
deutlich ansteigenden Einwohnerzahl zu rechnen, auch
durch die große Zahl von Flüchtlingen, die voraussichtlich dauerhaft bei uns bleiben werden.
Diese Entwicklung bringt große Herausforderungen
für die Stadtentwicklung mit sich. Im gleichen Maße,
wie die Zahl der Einwohnerinnen und Einwohner
wächst, muss das Angebot an Wohnraum, muss die soziale und verkehrliche Infrastruktur und auch das Angebot an Arbeitsplätzen wachsen.
Hamburg hat sich darauf eingestellt und fördert beispielsweise konsequent den Neubau von Wohnungen.
Rund 7.000 Wohnungen wurden im vergangenen Jahr
fertiggestellt. Etwa ein Drittel davon wurden öffentlich
gefördert, sind daher besonders günstig.
Viele große Stadtentwicklungsprojekte helfen, diese
Herausforderungen zu meistern: Die Entwicklung des
Hamburger Ostens, der Mitte Altona, der HafenCity und
nicht zuletzt die Planungen für die Bewerbung um die
Olympischen und Paralympischen Spiele 2024 sind nur
einige von ihnen.

training places and jobs. This fact also applies to Hamburg.
Over the past two years, the Hanseatic city enjoyed a
growth in population by approx. 27,000 inhabitants. Also in
the medium term, Hamburg will continue to expect a substantial rise in population, a development also influenced
by the large number of refugees expected to stay with us
permanently.
This development brings along major challenges for
urban development. With numbers of inhabitants constantly rising, also housing, social and transport infrastructure, and job offers will have to grow.
Hamburg responded to these needs and has been
actively promoting the construction of new residential
units, with 7,000 new homes completed last year. Onethird of these residences were publicly funded, thus offering favourable rates.
Numerous large urban development projects help, to
meet these challenges: the development of Hamburg’s
east, Mitte Altona, HafenCity, and, last but not least,
Hamburg’s bid to host the Olympic and Paralympic Games
in 2024 are just some of them.

Olympischen Sommerspiele 2024
zustimmen. Und bis zur Entscheidung des Olympischen Komitees
im Sommer 2017 ist es noch ein
weiter Weg. Doch schon jetzt hat
Olympia neue Perspektiven für die
Stadtentwicklung Hamburgs aufgezeigt und eine Aufbruchstimmung
erzeugt.
Dass die Olympischen Spiele
nicht bloß Sportveranstaltungen,
sondern auch Stadtmarketing sind
und Stadtentwicklungsprojekte beschleunigen, ist sicherlich keine
neue Erkenntnis. Die Wettkämpfe
selbst stellen nur ein kurzes, intensiv medial beachtetes Ereignis dar.
Stadien, olympische Dörfer, Pressezentren und Infrastrukturausbauten
hingegen bleiben.
Wie dieses bauliche Erbe konkret aussieht, ist stark von den
ausrichtenden Städten abhängig.
Sie setzen nicht nur die baulichen
Forderungen des Olympischen Komitees um, sondern entscheiden
sowohl über die Lage der Veranstaltungsstätten als auch über deren Nachnutzungskonzepte. Gerade
hierin kann Potenzial für eine langfristige Stadtentwicklung liegen.
Und Hamburg will dies nutzen.
Hamburg ist eine wachsende Stadt. Ihre Einwohnerzahl ist
von 1,65 Mio. im Jahr 1990 auf
fast 1,8 Mio. in 2013 gestiegen. Bis
2030 werden 1,85 Mio. Einwohner
erwartet. Hamburg hat also auf
längere Zeit vielfältige Bedarfe,
was Wohnen, Arbeiten, Sport, Kultur und Freizeit betrifft. Hamburg
wird deshalb das olympische und
paralympische Programm streng

innerstädtische Wohnorte, zusätzliche Arbeitsstätten, attraktive öffentliche Grün- und Freizeitflächen
sowie vielfältige Einrichtungen für
Erholung, Sport und Kultur. Hamburg kann dabei der olympischen
Familie Spiele im Herzen einer
Millionenstadt bieten – direkt am
Wasser. Auch im internationalen
Vergleich ist es einzigartig, den
Spielen unmittelbar im Stadtzen-
trum eine über 100 Hektar große
Fläche zur Verfügung stellen zu
können. Damit werden Spiele möglich, in der Sportler und Zuschauer
von der Olympic City zu Fuß zum
Rathaus, zum Hauptbahnhof, in die
Shopping City und zur Kultur- und
Unterhaltungsmeile „Reeperbahn“
gelangen können. Wie der Olympiapark in München, der 1972 ein
Gebiet erschlossen hat, das zuvor
im gefühlten Abseits lag, würde
auch der Olympiapark in Hamburg
einen Bereich erschließen, der bis
vor Kurzem sogar per (Freihafen-)
Zaun von der Stadt abgegrenzt war.

the sites as well as on their after-use
concepts. These facts offer great potential for a long-term urban development. And Hamburg wants to use it.
Hamburg is a growing city. From
1990 to 2013, its population has
grown from 1.65 to roughly 1.8 million people. By 2030, 1.85 million
inhabitants are expected to live in
Hamburg. So, Hamburg will have diverse needs in terms of housing, employment, sport, culture and leisure
for a longer period of time. Hamburg
will therefore host the Olympic and
Paralympic Games with the vision of
securing a future-oriented after-use
for all Olympic facilities. Take, for instance, the apartments that will be
erected for the Olympic Village and
oday, we do not know if the
citizens of Hamburg will vote in
favour of Hamburg’s and Northern Germany’s application to host
the 2024 Summer Olympics on 29
November 2015. And it is still a long
way until the decision of the Olympic Committee will be taken in the
summer of 2017. But even now, the
Olympics have opened up new perspectives for Hamburg’s urban development by generating an atmosphere
of optimism and impending change.
The fact that the Olympic Games
are not only sporting events, but also
quintessential to city marketing and
significantly accelerate urban development projects is certainly nothing
new. While the Games only account
for a short, intense media acclaimed
event, stadiums, Olympic villages,
press centres, and infrastructure upgrades will remain.
The result of the Olympics’ architectural heritage is strongly depending on the host city. The host cities
not only implement the requirements
the Media Village. After the games,
they will help to meet the existing demand for housing in Hamburg.
The games will allow Hamburg to
strengthen its character as a maritime
city dominated by the water and to
continue its development as a strong
and modern metropolis with a high
quality of life.
They will create new, mixed urban
residences, additional workplaces,
attractive public parks and recreational
areas along with a variety of facilities
for recreation, sports and culture. To
the Olympic family, Hamburg can
offer Games in the heart of a big city –
and right on the water.
Even by international standards,
Hamburg boasts a location that is
unique: a 100 hectares large area right
in the city centre. This will allow games
of short distances, with athletes and
spectators walking from the Olympic
City to city hall, to Hamburg’s main
train station, to its shopping streets
and malls, and to the “Reeperbahn”
entertainment and culture precinct.
Like the Olympic Park in Munich that
reattached an off-location back to the
city in 1972, the Olympic City will
bring back to Hamburg an area, which
previously has been shut off from the
city by the Freeport fence.

faces great tasks.

an der westlichen Spitze
der HafenCity, entsteht
Hamburgs neues Konzerthaus: die
Elbphilharmonie. Über dem Backsteinkorpus eines ehemaligen Kakaospeichers erhebt sich ein schillernder Glasaufbau auf bis zu 110
Metern. Das Herzstück des von dem
Schweizer Architekturbüro Herzog
& de Meuron entworfenen Gebäudes ist ein Konzertsaal von Weltklasse auf einer Höhe von 50 Metern mit 2.100 Plätzen, der Hamburgs vibrierender Klassikszene
und Stars aus aller Welt eine spektakuläre Bühne sein wird. Der Große Saal folgt dem Weinberg-Prinzip: Die Bühne liegt in der Mitte des
Saals, wie Terrassen eines Weinbergs steigen die Zuschauerränge
ringsherum auf. Neben dem großen Konzertsaal wird es einen kleinen Saal mit ca. 550 Plätzen geben,
der vor allem für Kammermusikkonzerte geeignet ist, aber auch für
Bälle oder Banketts genutzt werden
kann. Das Kaistudio im Sockelbau
(150 Plätze) wird ein Raum für experimentelle Musik, Vorträge und
Workshops sowie Zentrum eines
über zwei Etagen reichenden musikpädagogischen Bereichs.

terrassenförmig steil ansteigenden
Publikumsrängen umgeben. Die
aus rund 10.000 Einzelplatten bestehende weiße Haut und der 50
Tonnen schwere Reflektor werden
für eine optimale Akustik sorgen.

Elbphilharmonie ein Hotel, ein Restaurant, 45 Wohnungen sowie die
Plaza, einen frei zugänglichen Platz
mit einer 360°-Panorama-Sicht über
die Stadt. Die gläserne Fassade
der Elbphilharmonie ist einzigartig
durch die Vielfalt der 1.100 gebogenen und bedruckten Elemente.
Sie sorgen dafür, dass die Sonneneinstrahlung einerseits minimiert,
andererseits reflektiert wird. In den
glitzernden Fassadenelementen spiegelt sich die Umgebung des neuen
Konzerthauses wider.

The Great Hall was designed along
the principle of a vineyard, with the
stage in the heart, and seats rising in
ranks like terraces of vineyards. Next
to the Great Hall, the concert hall will
be complemented by a small hall with
550 seats, perfectly suited for concerts of chamber music, banquets,
and balls. The Quay Studio in the basement (150 seats) will be the venue for
concerts of experimental music, lectures and workshops and also house
a centre for music education on two
levels.
With 30,000 people visiting the
construction site last year, the new
Elbe Philharmonic Hall is of great
public interest. “By opening the public
plaza in November 2016, we will allow
the Hamburg locals to discover their
new landmark even before its official
opening“, says Hamburg’s First Mayor
Olaf Scholz. “Now, we are able to
start planning the official opening of
Elbe Philharmonic Hall in January
2017“, adds Prof. Barbara Kisseler,
Hamburg Minister of Culture.

Designed by the Swiss architects,
the concert hall’s centrepiece is the
Great Hall with 2,100 seats. Boasting
an impressive volume of 23,000
cubic metres, the hall has been
designed with the orchestra and the
conductor at its centre, surrounded
by steep terraced seating rows.
Consisting
of
around
10,000
individual plates, the Great Hall’s
white skin, and the 50-ton reflector
will ensure perfect acoustics.

In addition to its concert halls and
music-related facilities, the Elbe
Philharmonic Hall is home to a hotel, a
restaurant, 45 apartments and a freeaccess public plaza, offering 360°

the 1,100 printed and curved
elements. They ensure that the
sunlight will not only be minimized,

reflected,

ie Expo Real besitzt für die
HafenCity einen ganz besonderen Stellenwert. Auf der
größten europäischen NetworkingPlattform der Immobilienbranche

die ersten Gebäude war im Sommer 2015. Am nordwestlichen
Quartiersentree entstehen ein Familienhotel sowie geförderte und
frei finanzierte Wohnungen. Zudem
sind die Anhandgaben für mehr als
1.000 Wohnungen (darunter vier
der insgesamt sechs Wasserhäuser)
erfolgt, das Kerngebiet wurde in
weiten Teilen architektonisch bestimmt und die nächste Auslobungsphase mit gut 600 Wohneinheiten läuft bis Ende 2015.
Weiteres wichtiges Expo RealThema ist die Entwicklung des südlichen Überseequartiers. Um dessen ausgearbeitete Architekturen
und Planungsfortschritte geht es
ebenso, wie um die Ergebnisse des
städtebaulichen Wettbewerbs für
das Quartier Elbbrücken, die pünktlich zur Messe feststehen werden.
Der aufsehenerregende östliche
Eingang der HafenCity wird mit seiner Nähe zum Wasser und zur grünen Insel Entenwerder als Geschäfts- und Wohnquartier hochattraktiv sein. Es entsteht ein

Die HafenCity Hamburg GmbH
hat in den vergangenen Monaten

(BSW) die Masterplan-Ausschreibung und die Steuerung des Masterplanprozesses für die ca. 95 ha
umfassende Olympic City auf dem
Kleinen Grasbrook übernommen.
Ziel ist die Realisierung eines besonders nachhaltigen und gleichzeitig städtebaulich anspruchsvollen Konzepts mit gewerblichen Flächen, Freiräumen, Sportanlagen
und über 7.000 Wohnungen – und
damit auch Schaffung neuer Räume
für erstklassige Investitionen in ein
neues Stadtviertel, das wie die HafenCity weit über Hamburg hinaus
Maßstäbe für Urbanität und Nachhaltigkeit setzt. Für die Spiele sollen

Die Realisierung großer Stadtentwicklungsvorhaben ist anspruchsvoll und komplex, abhängig von
vielen Faktoren und vom Zusammenspiel vieler Akteure. Infolgedessen hat die HafenCity im Laufe
der Zeit eine immer größere Spannbreite und Ausdifferenzierung an
Konzepten entwickelt, die von
Großprojekten internationaler Bauherren bis hin zu feingliedrigen
Quartiers- und Nachbarschaftsentwicklungen reichen. Mitten in Hamburg ist somit ein attraktiver Immo-
bilienmarkt entstanden, der die
Stadt im großstädtischen Wettbewerb um internationales Kapital und
spannende Nutzer mit Innovationskraft weiter stärkt – und damit dauerhaft auch deren wirtschaftliche

xpo Real is of particular significance for HafenCity. The biggest European networking platform in the real estate sector traditionally generates a high level of interest
in HafenCity as an attractive investment location for the property industry. While land holding aspects pure
and simple are of diminishing importance at Expo Real, interest is increasingly shifting to the urban development angle – not least due to the topic
of the Olympics. For that reason

again focuses on comprehensive strategic urban development themes as
well as individual projects offering

Above all the progressive development of the Baakenhafen neighborhood
takes center stage. Around HafenCity’s
biggest harbor basin, a dense mixture
of intensive residential and leisure uses,
green spaces, jobs and also an educational and leisure center will be taking
shape. Construction of the first buildings commenced in summer 2015. At
the northwest gateway to the neighborhood, a family hotel as well as subsidized and privately financed homes are
being built. Options have already been
assigned for more than 1,000 homes
(including four of the six Waterhouses).
Much of the area core has been determined architectonically and the next bid
process for over 600 residential units
was also called during the summer.
Another important topic at Expo Real
is the development of southern Überseequartier. Detailed architectural and
planning progress here is as much in
the spotlight as the results of the urban

planning competition for Elbbrücken
neighborhood, which will be definite in
time for the fair. Its proximity to the water and to the green island of Entenwerder should make this spectacular
eastern gateway to HafenCity a highly
attractive business and residential district. An urban space will take shape,
soaking up atmosphere from the connection to water, the central design element, and imparted subtly through the
various levels of height. The outcome of
the competition from September 2015
and subsequent functional planning will
form the basis for the concrete development of plots in the last HafenCity
neighborhood to be developed.
HafenCity Hamburg GmbH’s two
new spheres of activity, the Billebogen urban development area and
Hamburg’s Masterplan for its bid to
stage the 2024 Olympics and Paralympics, also play major thematic
roles. Billebogen covers around 72 ha
northeast of HafenCity and comprises
built and unbuilt areas. Not only will
its development strengthen the urban
qualities of this gateway to the city
center, which is dominated by major
roads, it will also bring new jobs,
many of them to be created in vertically staggered production areas.
In recent months, HafenCity Hamburg GmbH and the Ministry for Urban Development and Housing
(BSW) have together taken over the
bidding procedure for the Masterplan
and directing the Masterplan process
for the Olympic City at Kleiner Grasbrook, which covers an area of about
95 ha. The aim is to achieve an especially sustainable concept that is also
sophisticated when it comes to urban development, offering commercial areas, open spaces, sports facilities and more than 7,000 homes.

Aktuelles Beispiel für unsere zukunftsorientierte
Grundstücksentwicklung ist das Wohnungsbauprojekt
„Pergolenviertel“. In zentraler Toplage entsteht zwischen City Nord, Barmbek-Nord und dem Stadtpark ab
2016 auf rund 27 ha das Pergolenviertel. Mit den 3- bis
8-geschossigen Backsteinbauten werden 1.400 Wohneinheiten geschaffen. Das Neben-und Miteinander von
Hamburg gilt nicht nur als internationale Büro- und
Dienstleistungsmetropole, führender Luftfahrtstandort,
deutsche Medienhauptstadt und modernstes Hafenlogistikzentrum Europas für weltweiten Handel.
Ziel des Hamburger Senates ist es weiterhin, den Bau
von 6.000 Wohneinheiten pro Jahr zu ermöglichen. Auch
auf viele andere Umstände muss die Stadt reagieren. Ein
großes Thema ist die Aufnahme und öffentliche Unterbringung von Flüchtlingen und Asylbewerbern und die
Versorgung von vordringlich Wohnungssuchenden.
Auch das Handwerk ist für die Hansestadt ein stabiler
Wirtschaftsfaktor. Deshalb ist die Entwicklung des modernen Handwerks- und Gewerbehofs am Offakamp in Eimsbüttel eine wichtige Aufgabe. Gemeinsam mit der Handwerkskammer Hamburg plant die Stadt die „Meistermeile“.

fertiggestellt werden. Angesichts der Flächenknappheit
wird der Gewerbehof mit vier Stockwerken in die Höhe

verhindern ein Abwandern ins Umland.

Hamburg, a bedrock to build on”, also symbolises the deep
relationship with the real estate industry and its associations
which has grown over time and is based on mutual trust.
The goals pursued by the LIG relate both to urban
management as well as sociopolitical considerations. By
promoting residential construction and commercial
development, the city continues to supply the real estate
industry with suitable properties for a variety of different
uses. A current example of our forward-looking activities is
the “Pergola Quarter” residential project. A central, prime
location between City Nord, Barmbek-Nord and the
“Stadtpark” comprising approx. 27 hectares is where the
“Pergola Quarter” will begin to take shape in 2016, with
three- to eight-storey brick buildings to provide room for
some 1,400 residential units. Newly constructed housing,
restored garden allotments and expansive park areas are
the complementary elements which will characterise the
new quarter. The first construction plots are on offer as part
of a call for concept proposals.

The skilled crafts and trades are an equally dependable
economic factor for the Hanseatic city. This is why the

room for up to 70 businesses and is scheduled for
completion by late 2017. In view of the limited surface area,
the commercial park will be built upward to comprise four
