防災・減災の専門家が防災・減災施策における国立公園等の保護地域の役割を理解すること、
また保護地域管理者が保護地域の防災・減災に関する価値等を理解することにより、
防災・減災施策に保護地域を活用できるようにすることを目的として、
IUCNと環境省では、森林や湿地などの自然生態系が防災・減災に果たす役割等をとりまとめたハンドブックを作成しました。

This handbook shows the roles and functions of ecosystems such as forests and wetlands in disaster risk reduction (DRR).
The handbook was developed by IUCN and the Ministry of the Environment of Japan and designed to help DRR experts understand the role of protected
areas (PAs) such as national parks in the context of DRR policies and PA administrators appreciate the DRR values of PAs,
resulting in the further utilization of PAs in DRR policies.

Dr. Fumihiko Imamura is Professor of Tsunami Engineering and Director of the International Research Institute of Disaster Science, Tohoku University. He graduated from the Graduate School of Engineering, Tohoku University in 1989, and was
involved in the Disaster Control Research Center as an Assistant Professor (1992)
and as a Professor (2000). His research focuses mainly on tsunami engineering,
tsunami prevention technology development, and numerical simulation of ﬂuid
waves. He is a member of various committees related to disaster risk reduction
such as the Reconstruction Design Council in Response to the 2011 Great East Japan Earthquake, committees for technical investigation of the Central Disaster
Management Council, and the Conference for Miyagi Prefecture Earthquake Disaster Reconstruction.

Dr. Satoquo Seino is Associate Professor, Ecological Engineering Laboratory, Graduate School of Engineering, Kyushu University, Japan. She was educated in the Department of Fisheries, Faculty of Agriculture (B, M) and Department of Systems Sciences (D), the University of Tokyo and holds Master of Agricultural Sciences
(Fishery Sciences) and Doctor of Philosophy (Civil Engineering). Her research topics
include consensus building and citizen participation in coastal zone management,
ecological engineering of aquatic biodiversity and habitat conservation, restoration
in coastal and river waters, endangered species protection, and sustainable use of
marine resources based on local ecological knowledge and integration with scientiﬁc knowledge. She has been involved in many coastal environmental planning
and legal system amendments in Japan.
Dr. Herath is currently a Senior Academic Programme Oﬃcer at the Institute for the Advanced Study
of Sustainability, United Nations University (UNU-IAS). He is also a Visiting Professor at the Integrated
Systems for Sustainability Science, the University of Tokyo. His previous positions include: Associate
Professor and Guest Foreign Professor at University of Tokyo (1991-2002), senior research engineer
in industry, Tokyo (1988-1991), Research Associate in Asian Institute of Technology, Thailand, (19831984) and civil and irrigation engineer in Sri Lanka (1980-1981). Dr. Herath holds a Ph.D. in Civil Engineering from the University of Tokyo. He engages in research and education in water security, climate
change and natural disaster risk reduction. Current research topics include impacts of global change
on urban hydrology, ﬂood forecasting and damage estimation, sediment transport and water cycle
change. One of his major activities is coordination of the University Network for Climate and Ecosystems Adaptation Research (UNCECAR), which is a coalition of over 20 leading universities of Asia Paciﬁc, engaged in the joint development of educational, research and training programs.
Ms. Radhika Murti is a Senior Programme Coordinator at the International Union for Conservation of Nature Headquarters in Switzerland. At
IUCN Radhika is responsible for developing and implementing global
initiatives on ecosystem based disaster risk reduction and documenting
how such initiatives can also contribute to climate change adaptation in
the longer term. Having grown up in cyclone prone areas in Fiji and ﬁre
prone areas in Australia, Radhika is passionate about changing behavior
and perceptions towards disasters. Her background is in forestry science and she is currently pursuing PhD studies on climate change and
disasters with communities in South East Asia, Africa and Latin America.

ンゴ礁、海岸林、湿原等の生態系が有する防災・減災機能を活用する取組は、
生物多様性の保全や防災・減災に役立つだけでなく、
平時の機能を通じて地域の暮らしを支える持続可能な対策です。防災・減災における生態系管理の重要性は防災・減災の世界目標である兵庫行動枠組みにも
明記されていましたが、
その進は遅れており、今回の国連防災世界会議でも今後の取組について議論されます。国際的にもこの取組への関心が高まる中、
宮城県の気仙沼大島のような優良事例を国内外でどう増やせるかについて、
この取組に関わる国内外の関係者とともに議論します。

cosystems such as coral reefs, coastal forests and wetlands can function to reduce disaster risks as well as supporting local lives through
regular ecosystem services. Although the importance of ecosystem management for disaster risk reduction is stipulated in the Hyogo Framework
for Action, its implementation has shown slow progress and the future approach is to be discussed at the Third UN World Conference
on Disaster Risk Reduction. With the increase in international attention to ecosystem-based disaster risk reduction and reconstruction,
this symposium will showcase best practices, such as those in Kesennuma-Oshima, and discuss how to mainstream ecosystem-based
disaster risk reduction and reconstruction in Japan and internationally.

Prof. Kazuhiko Takeuchi serves as Senior Vice-Rector of UNU. He concurrently serves as

(IR3S) and was formerly a Professor at the Graduate School of Agriculturaland Life Sciences at the University of Tokyo. He is Editor-in-Chief of the journal Sustainability Science (Springer) and a member of the Food, Agriculture and Rural Area Policies Council
of the Government of Japan. Senior Vice-Rector Takeuchi is the President of the Central Environment Council (Japan) and has served as the President of the Japanese Institute of Landscape Architecture. Educated and trained as a geographer and landscape
ecologist at the University of Tokyo, he engages in research and education on creating
eco-friendly environments for the harmonious coexistence of people and nature, focusing especially on Asia and Africa. He is keenly interested in the restoration of ecosystems and the eﬀective utilization of environmental resources in Japan.

Jane graduated from York (BSc Human and Environmental Biology) and University College London (MSc Conservation). She became CEO of Wetlands International in 2004.
She leads an international team through a network of 18 oﬃces operating in over 100
countries. Wetlands International builds knowledge and facilitates action to safeguard
and restore wetlands for biodiversity conservation, water security, disaster risk reduction, climate resilience and livelihoods. This is achieved by working with a broad range of
partners, including governments, business and industry and civil society organisations.
Jane’s position in Wetlands International follows 7 years working on freshwater and wetlands for WWF in Europe, Australia and globally plus 10 years as Conservation Director of
a multiple use wetland (The Broads) in the UK. Earlier she was an ecological researcher
working in Somalia, Belize, Yemen and Australia. She has particular expertise in ecological restoration of wetlands and on water resource management policy and practice.
Mr. Shirahata was born in Kesennuma Oshima in 1951. He joined Oshima Kisen Co., Ltd. in 1978 and was appointed CEO in 2007. He was
also elected Chairman of the Kesennuma Oshima Tourism Association in 2002 and has devoted himself to tourism promotion and local
revitalization through promoting experiential activities in the natural
environment and educational tourism on the island. Mr. Shirahata
also serves as Chairman of the Kesennuma Green Tourism Association and is an Executive Board Member of the Japan Passenger Boat
Association.
Ms. Mendoza is the Philippine National Focal Point of the Ramsar Convention on Wetlands. She presented and defended, with the Philippine Permanent Mission in Geneva, the Philippine Draft Resolution on Wetlands and Disaster Risk Reduction during the
48th Ramsar Standing Committee Meeting in Switzerland in January 2015. The Draft
Resolution was approved, for discussion and approval during the Ramsar Conference
of the Parties in Uruguay in June 2015. Ms. Mendoza is the holder of the Chief, Ecosystems Management Specialist position of the Biodiversity Management Bureau of the
Department of Environment and Natural Resources (Philippines). She was recently
designated as the Chief of the Coastal and Marine Division but prior to her designation, she was the Chief of the Caves, Wetlands and other Ecosystems Division for almost a year and the Chief of the Protected Area Community Management Division for
more than ten years.
Christopher Briggs was appointed Secretary General to the Ramsar Convention in April 2013.
His interest and involvement in wetlands began while he was working for county wildlife trusts
in England after completing his doctorate in Marine Biology from the University of Liverpool
and a BSc degree in Zoology from the University of Exeter. Christopher has had a long career in
sustainable development with a focus on water and land management, climate change, biosafety, biodiversity and ecosystem services. He joined the UNDP in 1999 as Coordinator of the
Eastern Europe and Central Asia environment team to manage GEF projects in Biodiversity and
International Waters. In 2001, he joined UNEP to lead the GEF Biosafety Unit for six years, providing support to over 130 countries and increasing the reach and greater understanding of the
CBD Cartagena Protocol on Biosafety.Prior to joining the Ramsar Convention on Wetlands,
Christopher Briggs was based in Panama as UNDP regional team leader for the Latin American
and Caribbean region. The portfolio of projects included many based in Ramsar Sites.
Mr. Katsuragawa has been the Director of the Planning Division, Forestry Agency of Japan since July 2013, and is responsible for the promotion of forest improvement and conservation through various
measures to fulﬁll its multiple functions such as landslide prevention
and soil conservation, water resource conservation, and mitigation of
global warming. He has engaged in national forest and private forest
administration at the Government of Japan for 33 years. He has
worked in Nepal and Thailand as a JICA expert. His previous job was
Director of the National Park Division, Ministry of the Environment.
