The Japan Tourism Award for Responsible Tourism
in collaboration with UNWTO
１．はじめに
（１）ジャパン・ツーリズム・アワード UNWTO 部門賞は、2015 年に新しく創設する“ジャパン・
ツーリズム・アワード”の枠組みの中の賞である。この賞は、UNWTO 総会で制定された
世界観光倫理憲章（以下、観光憲章）の理解を日本の政府、観光産業界、地域
社会に広め、観光憲章に沿った活動を通して責任ある観光産業の発展を目指すもの
である。
（２）この賞は、評価過程で、観光憲章の厳守と個々の取組みの進捗状況を確認するもの
である。
（３）この賞は、観光憲章の趣旨に沿って優れた取組みを実践している企業・団体、及び、
観光産業における新しい価値を生み出している企業・団体を対象として表彰する最上
級の賞である。
1. Introduction
(1) The Japan Tourism Award for Responsible Tourism in collaboration with
UNWTO has been newly created in 2015 within the framework of
“Japan Tourism Award”. The establishment of this award aims to
expand and deepen the understanding of the Global Code of Ethics for
Tourism in the Japanese government, tourism industry and local
communities, and promote responsible tourism growth. The Global
Code of Ethics for Tourism was enacted by the UNWTO General
Assembly.
(2) This award is to confirm the observance of the Global Code of Ethics for
Tourism and the progress of each activity in the selection process.
(3) This award is the flagship award for organizations and public companies
for their outstanding achievements through the activities based on the
purpose of the Global Code of Ethics for Tourism, and also their creation
of the new values in the tourism industry.

３．対象
観光憲章署名会社・団体、及び、観光憲章署名団体の会員会社とする。
また、表彰対象は、日本国で創設・登録されている会社・団体とする。
3. Applicable recipients
Applicable recipients are the organizations/companies which have
officially signed the Global Code of Ethics for Tourism and the member
companies of the officially singed organizations. Applicable recipients
are the organizations/companies legally established and registered in
Japan.
４．評価基準
責任ある観光産業の発展をめざす取組みの貢献度を評価する。
評価基準は観光憲章の 9 つの主要取組み事項と、観光産業における新しい価値創造
の取組み事項からなる。
-人間と社会間の相互理解と敬意への観光の貢献
-個人と集団の充足感を得る手段としての観光
-観光：持続可能な開発の要素
-観光：人類の文化遺産の利用とその価値を増進させる貢献
-観光：受入国及び受入側地域社会に役立つ活動
-観光開発の利害関係者の義務
-観光をする権利
-観光客の行動の自由
-観光産業における労働者と事業者の権利
-観光産業における新しい価値創造の取組み
4. Criteria
This Award will be conferred upon to a distinguished organization
and/or company for its outstanding contribution to responsible tourism

growth.
The major criteria are based on the following nine main articles of the
Global Code of Ethics for Tourism, and the creation of new value in the
tourism industry.
- Tourism’s contribution to mutual understanding and respect between
peoples and societies
- Tourism as a vehicle for individual and collective fulfillment
- Tourism, a factor of sustainable development
- Tourism, a user of the cultural heritage of mankind and a contributor
to its enhancement
- Tourism, a beneficial activity for host countries and communities
- Obligations of stakeholders in tourism development
- Right to tourism
- Liberty of tourist movements
- Rights of the workers and entrepreneurs in the tourism industry
- Creation of new value in the tourism industry
５．賞の形式
賞は表彰状及びトロフィー（又はメダル）の形で行う。金銭的な対価は支払わない。
5. Form of the Award
This Award will take the form of a trophy or a medal which will be
accompanied by a certificate. No monetary prize will be given with this
award.
６．応募資格
（１）観光憲章署名会社を対象とし、観光憲章署名会社が応募する。また、観光憲章署
名団体の加盟会社は、観光憲章署名団体の推薦のもと、応募することができる。
（２）提出される取組みは達成されたもの、及びある程度の達成が期待されるもの。実施さ
れていない取組みは評価対象としない。
（３）応募形式の詳細は、別途説明されるが、応募用紙の記入は、和英文の両方となる。
6. Eligibility
(1) Applications for this Award may be submitted by any organization
and/or company which officially signed the Global Code of Ethics for
Tourism.

Also, the member companies of the officially signed organization are
allowed to submit applications with recommendation by their
organization.
The submitted initiatives are expected to have reached a certain
degree of implementation. Non implementation initiatives shall not
be considered.
Detailed application forms will be explained separately. Applications
should be written both in Japanese and English.
７．審査委員会
（１）レスポンシブル・ツーリズム・アワード審査委員会を設置する。
（２）レスポンシブル・ツーリズム・アワード審査委員会は、下記の 6 名で構成する。
－ツーリズム EXPO ジャパン実行委員会委員長、
－日本旅行業協会理事長、
－日本観光振興協会理事長、
－日本政府観光局理事長、
－ UNWTO アジア太平洋センター副代表、
－世界観光倫理委員会メンバー（本保芳明氏）
本保芳明氏は、審査委員会の委員長となる。
（３）審査委員会の受賞対象者の評価結果は、受賞者発表前に UNWTO 本部に連絡さ
れる。
（４）審査委員はこの業務に関し、金銭的な報酬を受け取る事が出来ない。
（５）レスポンシブル・ツーリズム・アワード審査委員会の事務局を、一般社団法人日本旅
行業協会事務局内に設置し、一般社団法人日本旅行業協会事務局長が、レスポン
シブル・ツーリズム・アワード審査委員会事務局長を兼務する。

7. Selection Committee and Jury
(1) The Japan Tourism Award for Responsible Tourism in collaboration
with UNWTO Selection Committee is to be established.
(2) This Award Selection Committee is composed of 6 jury members as
follows:

Chairman of JATA Tourism EXPO Japan Executive Committee,
President of the Japan Association of Travel Agents,
Executive Director of the Japan Travel and Tourism Association,
President of the Japan National Tourism Organization,
Deputy Chief of the UNWTO Regional Support Office for Asia and
the Pacific and
- Member of the World Committee on Tourism Ethics
Mr. Yoshiaki Hompo will chair the Selection Committee meeting.
The selection of this Award applicants and winners done by this Award
Selection Committee will be informed to the UNWTO before the
announcement of the laureate.
Jury members shall receive no remuneration for their services.
The Secretariat office of this Award Selection Committee will be
located within the JATA Tourism EXPO Japan Secretariat Office and
Secretary General of the JATA Tourism EXPO Japan Secretariat Office
will hold the secretarial job for the Responsible Tourism Award
Selection Committee.

８．受賞者の発表及び表彰式
（１）受賞者の発表は、毎年 9 月中旬から下旬。
（２）表彰式典は、ツーリズム EXPO ジャパンで開催させる。
8. Announcement of the Award Winner and Award Ceremony

This Award winner will be announced in mid September annually.
(2)
This Award ceremony will be held during and at the venue of JATA
Tourism EXPO Japan.
