CASBEE-都市（世界版）のリリースと COP 21 における発表について

一般財団法人建築環境・省エネルギー機構（東京都千代田区麹町 3-5-1、理事長 : 村上周三）は、同
財団内に設置された都市の環境性能評価ツール開発委員会で開発された世界中のあらゆる都市
の環境性能を評価するための評価ツール『CASBEE-都市（世界版）』を、12 月 2 日に国連の
気候変動枠組み条約第 21 回締約国会議（通称: COP 21）にて発表しました。

CASBEE-都市（世界版）の特徴は以下の通りです。
1. 国連の新たな開発目標 SDGs や ISO37120 等の国際的な枠組みと連携した都市の評価ツール
2. 環境効率（= Quality(Q) / Load (L) ）の概念で都市を評価する世界初のツール
3. Q の評価は高いが L の評価が低い傾向にある先進国の都市と
Q の評価は低いが L の評価が高い傾向にある発展途上国の都市を同じ枠組みの中で評価
（→遍く世界の都市の評価に利用可能）
4. 各都市が自らの特徴を把握して今後の発展の方向を見出すことを支援するためのツール
（→地方創生に資する）
5. 都市環境性能の見える化を通して世界の都市の持続可能な発展に貢献
CASBEE-都市は、当初国内の自治体の現状把握や将来計画策定支援のために 2008 年に開発がスタートし、
2011 年に初版が公表されました。その後 2012 年、2013 年に改訂版が公表され、我が国の 1,750 の全自治体
の現況把握や内閣府の環境未来都市構想において未来都市の政策評価等に活用されています。今次 COP 21
にて発表した CASBEE-都市（世界版）はその評価対象領域を国内から海外へ拡張した最新のツールであり、
世界中のあらゆる都市の評価に活用可能なものとなっています。

Release of CASBEE for Cities (Pilot version for worldwide use (2015))
and its announcement at COP 21
Institute for Building Environment and Energy Conservation
The Institute for Building Environment and Energy Conservation (IBEC) has published a new assessment tool,
CASBEE for Cities (Pilot version for worldwide use (2015)), which assesses the environmental performance of cities
around the world. The tool was developed by the committee in IBEC for the development of an environmental
performance assessment tool for cities, and was released during the United Nations conference on climate change
(COP 21) on December 2nd.

Characteristics of the CASBEE for Cities (Pilot version for worldwide use (2015)) are as follows:
1. An assessment tool aligned with international documents such as UN SDGs and ISO 37120, etc.
2. A tool adopting the concept of environmental efficiency (= Quality (Q) / Load (L))
3. A tool that can be applied to various types of cities including those in developed countries (they tend to have a
good score for Q and a bad score for L) and cities in developing countries (they tend to have a bad score for Q
and a good score for L)
4. A tool that supports tool users in understanding their local conditions and to devise their future action plans
5. A tool that helps achieve sustainable development through visualizing assessment results
CASBEE for Cities was initially developed for Japanese municipalities to support the understanding of local
characteristics and to support developing future action plans. Development of the tool started in 2008 and the first
version was published in 2011. Revised versions were published in 2012 and 2013, and the tool has recently been used
in the “FutureCity initiative” by the Japanese government to monitor the development of Future Cities. Entire
municipalities in Japan (n=1,750) are also assessed by using the tool and results are published in a research paper. The
new tool, CASBEE for Cities (Pilot version for worldwide use (2015)), which was published at COP 21, is a tool that
expands the assessment target cities from Japanese cities to entire cities throughout the world.
