Joint Press Statement on the 2nd African Investment Promotion Forum

We, the CEOs of the Japan External Trade Organization (JETRO) and eight
investment promotion organizations of African countries, comprised of the Agence
Marocaine de Développement des Investissements (AMDI); Centre de Promotion
des Investissements en Cote d'Ivoire (CEPICI); Ethiopian Investment Commission
(EIC); General Authority for Investment and Free Zones of Egypt (GAFI);
Investment Promotion & Inter-Departmental Clearing House, Department of Trade
and Industry, Republic of South Africa (Invest SA of DTI); Kenya Investment
Authority (KIA); Nigerian Investment Promotion Commission (NIPC), Tanzania
Investment Center (TIC)、held the African Investment Promotion Forum (AIPF) for
their CEOs in Tokyo on March 2, 2016, and affirmed the following common
recognitions:
- African countries have extraordinary potential capacity in terms of economic and
social development.
- Since Japanese companies are skilled at establishing and maintaining long-term
business relationships while paying regard to commercial practices of African
countries, and have strong technological ability to produce high-quality products
and services, there is room for Japanese companies to greatly contribute to these
African countries by entering the African market.
2. Based on the aforementioned recognitions, we agreed to implement the following
specific measures for revitalizing trade and investment among Japanese and African
companies in each market.
a) JETRO shall establish a venue for free exchange of information and thoughts to
enhance business collaborations among Japanese companies, African companies
and their governments by periodically holding the “Japan-Africa Business
Conference,” which aim to accelerate investment or entrance into the African
market by Japanese companies. Further, each African investment promotion
organization and their government shall give full consent to this activity and offer
their utmost cooperation.
b) The investment promotion organizations and governments of the African countries
shall set up a “Japan Desk,” where persons in charge with experience to participate
in capability training will work to support activities of Japanese companies.
c) JETRO shall set up an “Africa Desk” within Japan, at each existing JETRO office
in Africa and at nearby JETRO offices, such as Paris and Istanbul where the same
can be done.
d) Regarding setting up each “Japan Desk,” JETRO shall provide necessary capability
training. Through the training program, JETRO shares its knowledge and
experience in the promotion of foreign direct investment.

第二回アフリカ投資誘致機関会議（AIPF）
プレス宣言
1.日本貿易振興機構（JETRO）及びアフリカ 8 ヶ国の投資誘致機関（モロッコ投
資開発庁（AMDI）、コートジボワール投資促進センター（CEPICI）、エチオピ
ア投資委員会（EIC）、エジプト投資・フリーゾーン庁（GAFI）、南アフリカ共
和国貿易産業省（Invest SA of DTI）、ケニア投資庁（KIA）、ナイジェリア投
資促進委員会（NIPC）、タンザニア投資センター（TIC））は、2016 年 3 月 2
日に東京において一堂に会し、アフリカ投資誘致機関会議（AIPF）CEO 会議を
開催した。
我々は、アフリカ各国が経済、社会の発展において潜在性の極めて高い地域
であることを改めて確認し、高度な技術力や製品・サービスを有し、長期的
なビジネス関係の構築・維持に長けている日本企業がアフリカ各国の商習慣
を尊重しながら、アフリカ市場の参入することで、アフリカに大いに貢献す
る余地がある点について共通の認識を得た。
2. 前述の共通の認識のもと、日本とアフリカの双方向の貿易・投資を促進する
ための取組みを着実に実行していくことについて合意した。
a) JETRO は、「日本-アフリカ・ビジネスカンファレンス」を定期的に開催し、
日本企業とアフリカ企業および政府等と具体的なビジネス機会に関する情
報、意見を交換する場を設けることにより、日本企業の投資・進出事例の創
出を加速させる。また、アフリカ各国各投資誘致機関・政府は、この取り組
みに全面的に賛同し、最大限の協力を行う。
b) アフリカ各国投資誘致機関・政府は、ジャパンデスク（所定の研修を受けた
日本企業担当者を常駐させる支援窓口）を設置する。
c) また、JETRO は日本国内、在アフリカの各事務所およびパリ、イスタンブー
ル等のアフリカに近接する都市の事務所にアフリカデスクを設置する。
d) ジャパンデスクの設置に関し、JETRO は必要なキャパシティビルディングの
ための研修を提供する。研修プログラムを通じ、JETRO は直接投資誘致に係
るノウハウや経験を、各国投資誘致機関と共有する。
