オーストラリアへの犬の輸出手続きについて
(as of August 2014)
Introduction
 To be eligible for import, all dogs must be compliant with all the import conditions stated on
the valid import permit. All dogs must complete a minimum 10 day period in an Australian
quarantine facility.
 It is a requirement under Australian legislation that live animals coming to Australia from
category 2 countries must be accompanied by a valid import permit.
 If an animal arrives in Australia and it does not meet all of the conditions on the
accompanying import permit, then it may be returned to the country of export or euthanized at
the importer’s expense.
 A Government Approved Veterinarian or Official Government Veterinarian must perform all
veterinary procedures listed below.
 All testing must be conducted in an approved country in a laboratory recognised by the
government of the country of export.
 You must contact the competent authority in the country of export to determine which
veterinarians and laboratories are approved to prepare your dog for export.
 You must contact the competent authority in the country of export to determine if there are
any additional export requirements and/or if the country of export has an agreed veterinary
health certificate to use in place of the Department of Agriculture’s standard veterinary health
certificate.
 The Department of Agriculture recommends that you take this information to your
Government Approved Veterinarian or pet transport agent to assist you with understanding
the requirements.
概要説明
2014 年 2 月 3 日以降にオーストラリアに到着する犬を対象とし、持ち込み条件が変更さ
れました。検疫期間が最低 30 日から 10 日になり、検疫所は、シドニー、メルボルン、
パースの 3 ヶ所からシドニーとメルボルンの 2 ヶ所になりました。
犬を輸出するには、オーストラリア連邦政府農業省（Department of Agriculture）発行の
輸入許可書が必要です。申請書類の審査には時間がかかりますので、輸出予定日より 1
ヶ月半前までに申請と支払い手続きを行なって下さい。輸入条件を満たしていない場合
は、日本へ送還もしくは安楽死の措置が取られ、措置にかかる費用は申請者の負担とな
ります。
手続きは Government Approved Veterinarian（開業獣医師）と Official Government
Veterinarian (獣医師家畜防疫官（動物検疫所の獣医師））によって行われます。かかり
つけの開業獣医師には輸入許可書と共に送られてきます、Veterinary Health Certificate
（動物衛生証明書）を記入してもらいます。獣医師家畜防疫官は輸入許可書と動物衛生
証明書の裏書をします。オーストラリア到着後は検疫所での最低 10 日間の係留期間があ
ります。
Step 1: Confirm general eligibility
Timeframe: Before starting the export process
 The animal must have been continuously resident in an approved rabies free country (category
1 or category 2) since birth or direct import from Australia or for a minimum period of 180
days immediately prior to export.
 Dogs must not be under quarantine restrictions at the time of export and can only be exported
to Australia from a department approved country.
 Pregnancy: Dogs must not be more than 30 days pregnant nor be suckling young at the time of
export.
 Dog Breeds: In accordance with the Customs (prohibited imports) Regulations 1956, the dog
you plan on importing to Australia must not be one of the following breeds:


dogo Argentino; fila Brasileiro; Japanese tosa; American pit bull terrier or pit bull terrier;
Perro de Presa Canario or Presa Canario. [For information about prohibited dog breeds,

Hybrids: Any domestic/ non- domestic animal hybrids (e.g. wolf-dog crosses) are
generally not eligible for import.

Step 1: 持ち込み条件
 出生後あるいはオーストラリアから直接輸入された後、または輸出直前の少なくと
も 180 日間の期間において、狂犬病の発生がない国に常時滞在していること。
 輸出時に防疫措置の対象となっていないこと。

Step 2: Verify existing microchip or implant a new microchip
Timeframe: A microchip must be present before you can start blood sampling for any pre
export testing
 Dogs must be identified by a microchip that can be read by an Avid, Trovan, Destron or other
ISO compatible reader.
 A Government Approved Veterinarian must ensure that the microchip is scanned at each
veterinary visit. They must also check that the scanned microchip number is correctly
recorded on all documentation.
 If the microchip cannot be read or is recorded incorrectly across the dog's documentation, it
will not be eligible for import to Australia.
Step 2: マイクロチップの装着
輸入許可書申請の時点でマイクロチップ・ナンバーが必要です。開業獣医師に Avid、
Trovan、Destron またはその他 ISO 規格適合のマイクロチップを装着してもらいます。輸
入許可書や関係書類に書かれた番号と違っていたり、読み取れない場合はオーストラリ
アに輸入できませんので、必ず読み取れることを確認して下さい。
Step 3 Apply and pay for the Import Permit
Timeframe- After a microchip has been implanted and at least 42 days before the proposed
date of export. Please ensure you allow at least 20 working days for the processing and
granting of your permit application. It is recommended that you read How to complete the
import application before proceeding.
How to apply
 You may submit your import permit application, as well as full payment and all supporting
documentation by any of the following methods:

Online application using e-lodge (You must scan and attach all supporting
documentation).

Manual application - send a copy of your application and all supporting
documentation to:

 Additional charges may be applied if information required to assess the application is missing,
incorrect or if an application is put on hold.
 Import permits are valid for up to twelve (12) months from the date of issue.
Step 3: 輸入許可書の申請と支払い

発行の手続きには最短でも 1 ヶ月程度かかります。

Step 4: Book tentative post arrival quarantine accommodation at an Australian
Government Quarantine Facility and make travel arrangements
Timeframe: After you have received your valid import permit
See the Australian Post Entry Quarantine Facilities webpage for information on booking
quarantine accommodation and arranging transport for your dog(s).
Please also note the following:
 The department does not place any restrictions on the airline you choose. However, the
animal must travel as "manifested cargo" (not in the cabin) and in an International Air
Transport Association (IATA) approved crate for dogs.
 IATA guidelines can be viewed at Traveller's Pet Corner
 There are animal transport companies in most countries that can make arrangements on
your behalf. Visit Independent Pet and Animal Transportation Association International,
Inc. for a list of animal transport companies worldwide.
 The department accepts no responsibility for animals that escape en route. All transport
costs are at the importer's expense.
Transiting
 During transport to Australia dogs may transit (touch down but stay on the same plane) in
all countries (applies to approved and non-approved countries).
Transhipment
 The dog may only tranship (change aircraft) in Amsterdam, Frankfurt, Copenhagen,
London or another approved Category 2 country.
 The dog must not leave the international side of the airport and must be under the
supervision of the competent authority in the country of transhipment, in a location or
facility where contact with other animals is restricted.
 If the container is opened during transhipment, it must be resealed and a certificate /
declaration must be provided by the competent authority of the country of transhipment
detailing the circumstances. The container must be re-sealed and the certificate /
declaration must include the new seal number.
 The dog may not be eligible for import if these requirements are not met.
Note: It is the importer’s responsibility to contact the competent authority in the country of
transhipment to find out:




whether they allow animals to tranship
whether they have a facility to accommodate animals during transhipment
how long the animals can be held
any additional conditions that may apply.
Step 4: 検疫所の仮予約と航空会社の手配
輸入許可書の発行は、輸入後検疫施設のスペースを確保したことにはなりません。混雑
する場合がありますので、輸入許可書を受け取られたらすぐに、輸入後検疫の予約を行
なって下さい。予約の際には以下の情報が必要です。






輸入許可書番号
航空機の便名とオーストラリア到着日（分かった時点で）
航空貨物受取証番号（Airway bill number）（分かった時点で）
連絡先の電話番号
ペットの持病や投薬などに関する要望
輸入許可書の申請料金を支払済であることを証明するもの

検疫費用
犬の検疫費用は 1 日あたり 149 ドルです。犬 2 匹を一つのケージに入れた場合でも、1
匹につき 1 日あたり 149 ドルが請求されます。これは基本料金で、検疫中に獣医師によ
る診察などがあった場合は、基本料金に加算して請求されます。10 日間の検疫期間中に
検疫上の問題があると見なされた場合などは、検疫期間が延長されます。基本料金の支
払いは検疫所の予約時に済ませなければならず、検疫中に発生した追加料金は後日請求
されます。
オーストラリアへの入国に使用できるのは検疫所のあるシドニー、メルボルンの空港の
みです。検疫前に国内線での移動は出来ませんので、最初に到着した都市で検疫を受け
ます。
検疫は出国する空港から始まり、到着時には検疫官が空港から検疫所に連れて行きます。
フライトの到着日はオーストラリアの祝・祭日や週末を避け、到着時間が月曜から金曜
の午前 8 時から午後 4 時半のフライトを選んで下さい。祝・祭日や週末に到着しても迎
えに行くことは出来ません。
犬の輸送は貨物扱いになります。ペットを入れるキャリアケースは IATA（国際航空輸
送協会）規格に適合したものでなければなりませんが、デパートや大手ペットショップ
で購入できます。すでにお持ちのケースがある場合は IATA の基準に適合していれば、
使用できます。ケースの素材が木の場合は取り扱わない航空会社もありますので、IATA
の基準は航空会社にお問い合わせ下さい。
通関手続きはペット専用の引越し業者、海外の引越しを扱っている業者でも代行してい
ます。輸入許可書を受け取られたら、航空会社にペットを送りたい旨連絡を入れて下さ
い。全ての証明書を取得した後でないと予約が出来ない航空会社もあります。
輸送は直行便以外でも可能です。他の空港でのトランジット（他の空港に寄港するがペ
ットは機内に留まったまま）は出来ますが、トランスシップ（乗り換え）は経由国の検
疫当局またはオーストラリア国内の経由空港から事前に許可を得る必要があります。ペ
ットの健康のためにも直行便を使うことをお薦めします。
Step 5: Check vaccinations
Timeframe: Dependent on the validity of your dog’s vaccination and at least 14 days prior to
export
Dogs may be vaccinated against Leptospira interrogans serovar Canicola as an alternative to the
testing outlined under Step 10. If you choose to do this, dogs must be fully vaccinated against
Leptospira interrogans serovar Canicola, according to manufacturer’s recommendations, at least
14 days prior to export and the vaccination must be valid at the time of export.
The department recommends that your dog receives a vaccination that protects against Distemper,
Hepatitis, Parvovirus, Para-influenza and Bordetella bronchiseptica and is valid for the entire postarrival quarantine period.
Step 5: 予防接種
動物病院で下記の予防接種を受け、接種証明書を発行してもらって下さい。予防接種は
オーストラリアでの検疫期間が終了するまで有効でなければなりません。もし検疫期間
中に失効した場合は、飼い主が費用を負担し再接種する必要があります。送られてくる
輸入許可書の中にも接種年月日を記入する欄がありますが、これとは別に接種済証明書
（日本語で構いません）が必要です。




ジステンバー (distemper)
伝染性肝炎 (infectious hepatitis)
パルボウイルス (parvovirus)
パラインフルエンザ (para-influenza)
 気管支敗血症菌 (bordetella bronchiseptica)
Step 6: External parasite treatments
Timeframe: Start external parasite treatment at least 21 days before blood sampling for
Ehrlichia canis (Step 7)

A Government Approved Veterinarian must treat the dog with a product that kills ticks and
fleas on contact at least 21 days before blood collection for Ehrlichia canis antibody testing.
Protection from external parasites must be maintained until the time of export, you will need
to repeat treatment in accordance with the manufacturer’s directions to provide continuous
protection.
 To calculate 21 days after initial external parasite treatment, the day the treatment is applied
must be counted as day 0.
 You should discuss suitable external parasite treatments with the Government Approved
Veterinarian.
 At each subsequent veterinary visit, the Government Approved Veterinarian should
thoroughly examine the dog for external parasites. If any ticks are found from the time of
treatment referred to above until export, they must be removed and the preparation must be
restarted, including testing for Ehrlichia canis antibodies.
Step 6: 外部寄生虫の駆虫薬投与

外部寄生虫処置については、開業獣医師がエールリヒア症検査の血液採取 21 日前ま
でに開始しなければなりません。エールリヒア症検査の血液採取は輸出前 21 日以内
に行います。外部寄生虫に関しては受診毎に入念な検査を実施し、日本出発までの
間、ダニの寄生を防ぐため継続的に処置を続けて下さい。


外部寄生虫（ダニ、ノミ）駆除には一般的にフロントラインやアドバンテージなど
が使われていますが、経口薬、注射、首輪などは認められていません。ダニ駆除用
のシャンプーやリンスは認められています。
 製品名、活性成分、線量率、処置日を動物衛生証明書に記載して下さい。
Step 7: Testing for Ehrlichia canis
Timeframe: Ehrlichia canis blood sampling must occur within 45 days before export

A blood sample collected at least 21 days after external parasite treatment starts (Step 6) and
within 45 days before export must be tested for Ehrlichia canis infection by an Indirect
Fluorescent Antibody Test (IFAT).
 The test must produce a negative result at a dilution of 1:40. Testing done using the
polymerase chain reaction (PCR) test will not be accepted.
 If external parasite treatments do not provide continuous protection from at least 21 days prior
to this testing until the time of export then the test result will be invalidated and must be
repeated in accordance with Steps 6 and 7.
Step 7: エールリヒア症

エールリヒア症検査の血液採取は、外部寄生虫処置後少なくとも 21 日間あけてから、
出発前 45 日以内に行なって下さい。間接蛍光抗体法（indirect fluorescent antibody test
- IFAT）で陰性であることを確認して下さい。
Step 8: Testing for Brucella canis (Brucellosis)
Timeframe: Within 45 days of export

If the dog is desexed, no testing for Brucellosis is required (Note: Evidence of desexing may
be requested by the Competent Authority in the exporting country or the Department of
Agriculture).
OR
 A blood sample must be taken by a Government Approved Veterinarian from the dog and
tested for Brucella canis using a rapid slide agglutination test (RSAT), a tube agglutination
test (TAT) or an indirect fluorescent antibody test (IFAT) within 45 days before export.
 The test must produce a negative result.
 The dog must not be mated or artificially inseminated from at least 14 days before sample
collection until export.
Step 8: ブルセラ病の血液検査


– 輸出前 45 日以内
去勢された犬はこの検査を受ける必要はありませんが去勢手術証明書が必要です。
開業獣医師が血液サンプルを採取し、動物検疫所で血清凝集試験または間接蛍光抗
体試験を行います。血液採取 2 週間前から日本を出発するまでは交尾および人口受
精は行なわないように注意して下さい。
Step 9: Testing for Leishmania infantum (Leishmaniosis)
Time frame: Within 45 days of export
 A blood sample must be taken by a Government Approved Veterinarian from the dog and
tested for Leishmania infantum using either an indirect fluorescent antibody test (IFAT) or an
enzyme linked immunosorbent assay (ELISA) within 45 days before export.
 The test must produce a negative result.
Step 9:リーシュマニア症
－輸出前 45 日以内
開業獣医師が血液サンプルを採取し、動物検疫所でIFTA （間接蛍光抗体試験）または
ELISA 試験（酵素免疫吸着測定法）を行なって陰性であることを確認して下さい。
Step 10: Testing for Leptospira canicola (Leptospirosis)
Timeframe: Within 45 days of export
Note: This step only applies if the dog has not been vaccinated against Leptospira interrogans
serovar Canicola as per Step 8.
 A blood sample must be taken by a Government Approved Veterinarian from the dog and
tested for Leptospira interrogans serovar Canicola using a microscopic agglutination test
(MAT) within 45 days before export. The test must produce a negative result (less than 50%
agglutination) at a serum dilution of 1:100.
Step 10: レプトスピラ症
－輸出前 45 日以内
ワクチン接種をするか、輸出前 45 日以内に開業獣医師が血液サンプルを採取し、動物検
疫所での顕微鏡凝集検査により陰性であることを確認する必要があります。
Step 11: (only if your dog has ever visited mainland Africa) Babesia Canis Treatment
Time frame: Within 28 days of export
If your dog has ever visited mainland Africa, he/she must be treated by a Government Approved
Veterinarian with a single dose of imidocarb dipropionate at a rate of 7.5mg/kg body weight, or
two doses at a rate of 6.0 mg/kg body weight given at least 14 days apart. Treatments must be by
subcutaneous injection and given within 28 days before export.
Step 11: バベシア症の検査（アフリカ在住歴のある犬のみ）
－輸出前 28 日以内
アフリカ在住歴のある犬については、開業獣医師による犬のバベシア症（Babesia canis）
に対する投薬処置が必要です。イミドカルブジプロピオナート（imidocarb dipropionate
（Forray-65® by Hoechst）または（Imizol® by Coopers））によるバベシア症の処置を受
けて下さい。輸出前 28 日以内に 7.5mg/kg の皮下注射を 1 回、または 6.0mg/kg を 2 週間
あけて 2 回接種し、動物衛生証明書に記載する必要があります。
Step 12: Internal parasite treatments
Timeframe: Two treatments at least 14 days apart, with the second treatment given within 5
days before export
The dog must be treated by a Government Approved Veterinarian twice with an internal parasite
treatment effective against internal parasites (nematodes and cestodes). The two treatments must
be administered at least 14 days apart and within 45 days before export. The second treatment
must be given within 5 days before export.
Step 12: 内部寄生虫の駆虫薬投与
輸出前 45 日以内に 2 回、開業獣医師による内部寄生虫の駆虫処置を実施して下さい。1
回目の投与後、最低 14 日間あけて 2 回目の投与が必要であり、2 回目の投与は輸出前 5
日以内に行わなければなりません。
内部寄生虫（線虫、条虫）駆除にはドロンタールなどが使われ、回虫、鞭虫、鉤虫、サ
ナダムシの処置が含まれます。
Step 13: Pre-export clinical examination
Timeframe: Within 5 days of export
The dog must be examined by a Government Approved Veterinarian or an Official Government
Veterinarian and found to be free from ticks and clinical signs of infectious or contagious disease
within 5 days before export. You must take the animal and all documentation to this examination.
Step 13: 出発前臨床検査
出発 5 日前までにかかりつけの開業獣医師または獣医師家畜防疫官による健康診断を受
け、ダニや伝染病、感染症の臨床症状などがないことを確認して下さい。その際は関連
書類をすべてお手元にご用意下さい。
Step 14: Completion of Veterinary Health Certificate (Attachment A)
Timeframe: Within 5 days of export
The Veterinary Health Certificate (Attachment A) is located in your valid import permit. It must
be completed by the Official Government Veterinarian. The Official Veterinarian must also issue
you a seal to be placed on the animal’s crate at the time of export. The seal number is to be
recorded on the Health Certificate.
The following documents must accompany the animal on arrival in Australia. Copies can be used,
but all documents must bear the original signature of the Official Government Veterinarian and
stamp of the Competent Authority on each page:






A valid import permit;
A completed Veterinary Health Certificate (Attachment A of the import permit);
Ehrlichia canis laboratory report;
Leishmania infantum laboratory report;
Brucella canis laboratory report (if not desexed);
Leptospira canicola laboratory report (if not vaccinated);
[It is recommended that you retain a copy of each of these documents.]
Any corrections made to the Veterinary Health Certificate must be struck through, remain legible
and be signed and stamped by the Official Government Veterinarian (NB: Correction fluid must
not be used).
Step 14: 動物衛生証明書の裏書
輸入許可書と一緒に送られてきます動物衛生証明書（Veterinary Health Certificate）は動
物検疫所の獣医師家畜防疫官によって裏書きされなければなりません。また、輸出時に
使用するキャリアケースに貼る封印シールを獣医師家畜防疫官から受け取ってください。
シール番号は動物衛生証明書に記載されます。
犬と一緒に以下の書類を添付して下さい。コピーを使うことも出来ますが、すべてのペ
ージに獣医師家畜防疫官のオリジナルのサインと管轄当局のスタンプが必要です。







必ずコピーを取って保管して下さい。動物衛生証明書の記入で訂正があった場合は修正
液を使わず取消線を引き訂正して下さい。訂正箇所には獣医師家畜防疫官のサインとス
タンプが必要です。
Step 15: Travel to Australia
 On the day of departure, seal the animal into the crate, using the seal supplied by the Official
Government Veterinarian.
 The dog must be consigned to Australia in a container that meets the standard required in the
International Air Transport Association (IATA) Live Animals Regulation Container
Requirement 1.
 The dog must arrive in Australia prior to the expiry date of the permit.
 In most cases the dog will be checked in at the freight terminal, not the passenger terminal.
 If in exceptional circumstances the dog's crate must be opened during travel, an Official
Government Veterinarian, airport authority, or captain of the aircraft must reseal the crate and
provide a certificate to the department detailing the circumstances. This should be attached to
the outside of the crate before departure from the port where the seal was broken.
Step 15: オーストラリアへの出発前





獣医師家畜防疫官から渡されたシールを出発日にキャリアケースに貼ります。
ケースは IATA（国際航空輸送協会）認定のものを使って下さい。
ペットは輸入許可書の有効期限内にオーストラリアに到着しなければなりません。
空港でのチェックインは貨物ターミナルで行ないます。
特別な事情で輸送中にキャリアケースを開ける必要が生じた場合は、獣医師家畜防
疫官、空港担当者または搭乗機の機長がケースを再度封印し、豪州政府農業省宛の
事情説明を含む証明書を空港を出発する前にケースの外側に貼付しなければなりま
せん。
Step 16: On Arrival in Australia
 Departmental staff will collect your dog on arrival for transport directly to the
Quarantine Facility.
 All dogs must complete a minimum of 10 days in an Australian quarantine facility.
Please note that 10 days quarantine is the minimum requirement only and that any

Step 16: オーストラリア到着後
 空港には検疫官が迎えに行き、検疫所に連れて行きます。到着時および輸入後検疫
期間中にペットに面会することは出来ません。
 すべての犬はオーストラリア到着後 10 日間の輸入後検疫を受けなければなりません。
検疫上の問題が見つかった場合には、輸入後検疫の期間が延長される可能性があり
ますのでご注意ください（例えばダニの付着が見つかった場合、血液検査のため少
なくとも 21～30 日間検疫を受ける必要があります）。輸送中に使用された毛布やベ
ッドは、汚れている場合は処分されることがあります。
