これまでにJICAの国際協力事業

また、東日本大震災後に被災
地を訪れた数千名の海外研修員は東北で何を感じ、

興などの事業にどのように生かしているか。長年にわたり東北が世界と育んできた
絆や、東日本大震災後の相互復興・地域活性化のとりくみを紹介する。
Peace Boat is an official partner of the UNISDR’s “Making Cities Resilient” Campaign. The NGO
raises awareness of the campaign as it visits countries around the world on its chartered passenger
ship. The exhibition introduces the campaign and capacity building programmes held onboard in

We will introduce our partners in Tohoku with its long history how to contribute to the
developing countries, and our partners in the world who visited Tohoku after the GEJE.

Introducing activities of the Asian Disaster Reduction Center and its relevant
organizations, companies for enhancing disaster resilience of communities
海域における地震・津波を高精度かつリアルタイムに検知するために日本海溝沿い
の海底に整備中のケーブル式海底地震津波観測網や、東日本大震災において被
害のあった大規模空間吊り天井のE－ディフェンス震動台による脱落被害再現実験
など、防災科学技術に関する基礎研究及び基盤的研究開発等を行っている防災科

Building safe and resilient communities
Building safe and resilient communities is at the heart of the Red Cross Red Crescent
approach to DRR. The exhibition will display our work for community resilience in 189
countries. Through publications, research papers, videos and CDs, we will show the
success stories and lessons learned and provide a forum for learning and experience
sharing.
NIED introduces our latest projects, such as a Seafloor Observation Network for Earthquakes
and Tsunamis along the Japan Trench to be utilized for the tsunami height estimation, and an
experimental study using E-Defense, the world's largest shake table, on failure mechanism of
ceilings in school gymnasium, which suffered severe damage in Tohoku Earthquake.

in the Asia Pacific region
ネパールにおけるレジリエンス
The European Commission is developing ambitious policies on disaster risk reduction
and resilience. Success stories, innovations and research will be on display with a
particular focus on humanitarian and civil protection actions and how communities
around the world are preparing for disasters.
Pacific partners of the Strategy for Climate and Disaster Resilient Development in the
Pacific (SRDP) to share their knowledge and experience on the integration of Disaster
Risk Reduction and Climate Change to date and the development of the draft SRDP -the first regional strategy to fully integrate disaster risk reduction and climate change.
Since 2011, the Partners for Resilience alliance is implementing a programme that
integrates climate change adaptation (CCA) and ecosystem management and restoration
(EMR) into disaster risk reduction (DRR). The exhibition booth will demonstrate the work
of the alliance over the past 4 years, including publications, videos, photos, practical
tools and case studies from 9 countries.
Our booth seeks to reach out to member delegations and the general public and build
awareness and interest on ecosystem-based DRR. It will show short films of field
projects and global leaders speaking on Eco-DRR, provide latest publications, access
to experts and resource persons (through PEDRR social media), materials on Massive
Open Online Course (MOOC) on Eco-DRR, etc.

The Regional Comprehensive Disaster Management (CDM) Strategy has engineered
a platform for an integrated and harmonized approach to disaster risk reduction to
natural and technological hazards and climate change threats and impacts. It is the
approach taken by the CDEMA Participating States to implement measures to reduce
disaster risk. The Third UN World Conference on Disaster Risk Reduction presents an
opportunity for sharing and showcasing how the CDM strategy has been implemented
in the 18 CDEMA Participating States over the period 2007 -2014. The CDEMA
Exhibit will highlight model tools, resources, programmes and other products that have
been developed through partnerships and cooperative initiates. The display will also

will include interactive elements allowing participants to express their opinions on the

We will exhibit activities of our special operations for the Great East Japan Earthquake in
2011 to demonstrate how WFP worked in close coordination with other organizations at the

The Global Facility for Disaster Reduction and Recovery (GFDRR) is a global
partnership, managed by the World Bank and funded by 25 donor partners, to help highrisk, low-capacity developing countries better understand and reduce their vulnerabilities
to natural hazards and adapt to climate change in the spirit of theHyogo Framework for
Action (HFA). Working with over 300 local, national, regional, and international partners,
GFDRR provides grant financing and technical assistance to help mainstream disaster
and climate risk management policies into country-level strategies. It also serves as a
global platform for knowledge-sharing and capacity building for disaster and climate
resilience.

福島第一原発の事故は歴史的な高度情報化時代における放射線災害であり、災害直
後より詳細な記録が残されている。特に福島県相双地区は原発に最も近い居住区であ
るだけでなく、災害早期より行政・医療・教育の連携により健康問題への取り組みがなさ
れてきた。このブースでは福島県相双地区におけるエビデンス及び冊子を提供する。
“Fukkou University Alliance”(Supporting business of Ministry of education, culture,
sports, science and technology) - It offers a five-year program aimed at contributing to
revival from disasters. You can see the panel display regarding result of the four-year
activities.
Tohoku Institute of Technology; Tohtech introduces its high activities for the restoration
from the Great East Japan Earthquake Disaster. Many professors and students, with
the damaged people have tackled difficult problems just after the earthquake to still
now.
The 2011 nuclear power plant accident in Fukushima, Japan, was the world’s historical
radiological incidence. Soma District is one of the nearest residential areas to the plant,
where many approaches by the government, medical and education sectors have been
undertaken towards health issues. This booth provides the achievements and records on
our recovery activities.

During the recovery process from the Great East Japan Earthquake, Miyagi University
of Education (MUE) initiated educational programs disseminating lessons learned from
the disaster in the past four years. To provide potential applications of the programs

student-centered volunteer activities related to DRR.

The City of Nagoya is sending city employees in various administrative capacities to
Rikuzentakata City in Iwate Prefecture, which incurred devastating damage by the Great
East Japan Earthquake on March 11, 2011. “Marugoto Shien” will help restore the
functionality of Rikuzentakata’s city government, and is the first program of its kind in
Japan.

Fukushima
10 years after the 2004 Niigata Chuetsu earthquake, Niigata Prefecture reviewed all
the recovery process efforts. Niigata distributes its reports and exhibit its essence.
Niigata believes it will contribute to the development of better disaster response and
reconstruction activities all over the world, especially the provincial regions.

Universal Value of Tateyama Sabo from the Viewpoint of National
Resilience
A group of precious sabo facilities with more than 100 years history exist along the
Joganji River flowing through the Tateyama Caldera and those facilities are protecting
Toyama Plain from massive sediment discharge still now. We will exhibit the Tateyama
sabo’s history and the value of those facilities from the viewpoint of national resilience.

In TOHOKU FUKUSHI UNIVERSITY(TFU), in light of the lessons learned from the Great East Japan Earthquake and TSUNAMI, we set up lecture for cultivating
BOUSAISI, who has tha knowledge foe disaster prevention. In the past, we produced 1,800 peoples who are students and members of society as BOUSAISI. They
take as a role of disaster prevention and into the social world. "BOUSAISI" is the private qualification which is certified by JAPAN BOUSAISI ORGANIZATION.
They are peaple who have consciousness of disaster risk reduction by self-help, mutual-help, and cooperation. People who acquired this qualification go up about
80,000 people in all over Japan. TFU have the group "TEAM BOUSAISI", which is organized by mainly TFU students, teachers, and office staffa. Also, the persons
of team "BIUSAISI" have the qualification of it, and total about 800 over people of it belong the team "BOUSAISI. As a university group of BOUSAISI, this is on a
scale previously unseen all over Japan. This group conducts activities. We are taking part in disaster drill and cooperating in setting up evacuation center, and so
on. Our aim is to enlighten disaster prevention in cooperation with some kinds of schools and neighborhnnd association around Sendai city and another area.
Resilience of local community and capacity building by Iwate
University
国土強靭化から見た立山砂防の世界的価値
富山県にある立山カルデラを中心とした常願寺川流域には、大量の土砂流出か
ら下流富山平野を守るため、100年以上にわたり続けられている国土強靭化に
向けた人間の知恵と努力を示す、貴重な歴史的砂防施設群が存在する。多くの
挫折と挑戦を繰り返し、流域の安全度を大きく向上させた立山の砂防の歴史や
国土強靭化から見た世界的な価値についての検証成果を展示する。
タイトル　東北福祉大学では日が偽日本大震災の教訓から防災知識を身につけた人材教育を行っている。学生と社会人を対象に防災・減災活動を担う防災士1800名を養成。
防災士は自助・共助・協働による減災への意識を持って、防災力向上に役立つ知識・技能を習得した人に日本防災士機構が認証する民間資格で、全国の防災士資格
取得者は8万人。防災士の資格を持つ800名余の教職員と学生を中心に、組織された東北福祉大学防災士協議会「Team Bousaisi」は、大学の防災士団体としては
全国的に類をみない規模。仙台市内はじめ各地の学校や町内会と連携しながら避難所運営や災害図上訓練などに参加協力するなど防災啓発活動を行っている。

在日イタリア人をはじめイタリアに関係する人たちが岩手県陸前高田市を中心に
復興支援活動を行ってきた内容をパネルやビデオで紹介する。
We introduce activities at Rikizentakata city, Iwate pref. through video and panels by
Italians in Japan
In the Tohoku Coastal area, various memorials, monuments and markers of past
tsunamis remain, created with the intention to convey lessons of disaster experience to
future generations. This exhibit will show the location of these monuments, including
those created after the Great East Japan Earthquake.

Sendai Cultural Foundation's Initiatives
東日本大震災の惨禍を繰り返さないために、生命・生活の継続こそ重要だと思われ
る。本展示では防災に携わる方を対象に「生活者視点」
での備えについての学びや
気づき、考えるきっかけを提供したい。
・生活に密着した生団連の会員企業・団体の
防災取組の中から、東日本大震災以後の代表的・先進的な事例をまとめた
「大震災
への備え事例集」
を配布・生活者、利用者の視点に立った様々な工夫を展示で紹介
逃げ地図は、安全な避難場所までの避難経路と時間を色塗りし、避難に関するリス
クや対策による効果を可視化した地図である。逃げ地図作成ワークショップは、中
学生らの参加を通して地域におけるリスクコミュニケーションを活性化し、地域に即し
た防災教育や地区防災計画策定の促進効果が期待できる。この展示では、陸前
高田市・鎌倉市・下田市等で作成された逃げ地図とその作成方法等を紹介する。
住宅の耐震化の重要性を耐震診断電動模型、パネル、画像等にて判りやすく説明し
ます。
また、東日本大震災後に地元の多数の業者が協力して迅速に建設した被災者
向け仮設住宅をご紹介します。震災時に倒壊した住宅の事例写真、耐震化された住
宅とそうでない住宅の地震時における揺れの違いをご覧いただきます。地震による住
宅の倒壊メカニズムと倒壊防止策および国、地方自治体の取り組みを説明します。
東日本大震災からの復興において、文化芸術は被災者の「心の復興」に大きな
役割を果たし、今まで以上に地域コミュニティの再生をはじめ、地域が抱える課題
に関与し、地域を支える大きな力として認識され始めている。　そこで、被災地の
文化芸術活動団体などが実施している様々な取り組み、文化芸術が社会に寄与
する具体的な事例等を紹介し、被災地における文化芸術による復興を発信する。
We will exhibit and distribute booklets regarding some of the most advanced modelcases
of Disaster Risk Reduction measures, which were conducted after the Great East Japan
Earthquake. These cases were executed by our member companies and organizations, who
ordinarily engage in consumer goods industries or consumer’s associations.
The Nigechizu Workshop invites local residents to see how a tsunami might affect their
community by creating maps that show the estimated time to the safety points. By visualizing
who’s at risk, this workshop revitalizes disaster management in local communities.We will
present our results with method from workshops in Rikuzentakata, Kamakura, and Shimoda.
We explain importance of earthquake resistance for houses by usingmoving models and panels.
The models show difference in vibration between aseismic performances.Temporary housingswhich
were quickly constructed by cooperation of local companies after the Great East Japan Earthquake
are presented. Measures to prevent ahouse from collapsing by an earthquake are explained.
Culture and the arts play a big role in the “recovery of the heart” of victims of the Great
East Japan Earthquake. Moreover, culture and the arts are becoming more involved than
ever in the issues of local communities and in their resuscitation. We are beginning to
gain awareness of the power of culture and the arts in supporting communities.

仏教教団を母体とする真如苑救援ボランティアSeRVは結成以来、様々な組織と
連携し、被災者に寄り添う支援に取り組んでまいりました。SeRVの拠点である真
如苑の各施設では、非常食等備蓄し、一時避難者の受け入れ、
ボランティアセン
ターとして施設を活用するべく、
自治体等と災害協定を結んでいます。以上より、諸
団体との連携内容を紹介し、災害時における市民連携の力の有効性を訴えます。

An exhibit of processes and products about A-Bleach®. A-Bleach®, which reduces the
adsorption of radioactive cesium into clothing, is the world’s first product. Reports of
our activities about a world-protection-project: we started the project to protect children,
young persons and mothers from dangerous and invisible radioactive cesium.
SeRV (Shinnyo-en Relief Volunteers) is a Shinnyo-en volunteer organization formed
in 1995 to aid in disaster relief efforts. Shinnyo-en facilities that function as SeRV
bases have emergency supplies of food, blankets, and supplies permanently stocked.
Government agreements also allow SeRV to shelter people displaced by natural disasters.
This is a contest from Sendai E-Action project to popularize the "3 E's": Energy conservation, energy
production and energy storage, designed to encourage awareness and ownership of disaster-resistant,
environmentally-friendly city development among young people to take action. Students will become
newspaper reporters and write articles, as well as scripts for commercials and submit for the contest.
Home-for-All is a project proposed by five architects including Toyo Ito, started in the wake of the
earthquake. The first Home-for-All was built at Miyagino-ku, Sendai with the help of Kumamoto Prefecture.
Home-for-All projects spread all over disaster area.Exhibits will show the step-by-step process of building
the Home-for-All in Sendai, thoughts of the architects, and the various Home-for-All projects in Japan.

配布し、
そのための準備や心構えの普及を図る。
The Guideline for the rescue for the pets in case of disaster.
東日本大震災では人と共に多くのペットが被災し、多数のペットが避難できずに取
り残された。この事はペットの飼い主に精神的な苦痛を与えるとともに、ペットの救
出やその後の飼い主への返還等で多大な労力と費用を要した。
これまでの災害時
の避難経験から、災害の際にはペットが飼い主と共に避難すべきであることが示唆
されたために、災害時にはペットと同行避難することを推奨して普及を図っている。
As a result of verification of the evacuation situation of the disaster of The Great East
Japan Earthquake, as much as that of the past, it has been suggested that the pets should
be accompanied by the owner in case of the disaster. Therefore we recommend and
promote the preparation for evacuation with pets.

Four years after the disaster, innovative ideas are creating a New Tohoku. This
exhibition highlights the region’s revival and resilience. The lessons learned by the

でなく、天井材や外装材などの非構造部材の耐震対策や防災機能強化の取組も重要。

NEMA has gradually transformed from a relief agency into a functional emergency
management outfit and a reference point in the West African sub-region. Responsible for
the coordination of the activities of all institutions responsible for disaster management
in Nigeria, it has over the years formulated policies, plans and programmes to enhance
the complete cycle of disaster management, DRR/CCA and gender mainstreaming
at all levels. As the national focal point for HFA, it intends, through the exhibition to
showcase the modest achievements recorded by the agency to in the areas of disaster
and emergency management, disaster response, early warning, citizen engagement
towards reducing vulnerabilities and building resilience with a view to sharing
experience and promoting cooperation and collaboration with diverse actors in DRR.

Disaster Planning Workshop for Persons with Disabilities -Take the
First Step!-
The increasing frequency of natural hazards has the most adverse effects on local communities.
Thailamd has eitnessed time and again over the past ten years the impacts of disasters such as
2004 Tsunami and 2011 devastative Floods. Risk resilient capacity of the community is one oof
the key factors to a speedy recovery afterwards. Thailand adopts the Community-based Disaster
Risk Management approach and embraces His Majesty's Sufficiency Economy Philosophy
(SEP) as a fundamental concept of enhancing community resilience. SEP provides a guide to
appropriate ways of living and behaving. In the context of always-changing world, The philosophy
aims at preparedness of the community for the disasters and also leads to stable and sustainable
development. Thailand's booth would display our success in setting up a risk resilient community
model and taken measures in early warning system guided by SEP. Coherent inputs for post2015 development frameworks including SDGs, HFA2, and climate change arrangements.

The portable toilets Excelsior produces are stored by many private companies for the
earthquake disaster. Instead that the companies dispose them with some charges after
five years of their expiration period, we, EFC collects them with some support money. EFC　donates the collected toilets to developing countries and tourist sites in mountainous areas.
We have held a participatory workshop to design a gaming simulation for disaster planning
that can support and facilitate persons with disabilities to prepare for a disaster. We hope
that the game kit designed in the workshop will help persons with disabilities to take the
first step toward disaster preparation.

ブース展示　ブース展示　Besides trying to correct and reduce existing disaster risk (so called corrective disaster risk
management), it is as important to seek to avoid /prevent the development of risk that may develop
in the future (called prospective disaster risk management). Investing in prevention and addressing
underlying risk factors is more cost-effective than response and recovery, and contributes to saving lives
and protecting assets. The adoption of risk informed growth and development measures is essential to
reduce hazards, exposure and vulnerability. In high-risk regions, such as low-lying delta's and delta cities
in particular, weak spots can be assessed through risk-based monitoring and modelling, and the means
to make them resilient can be developed together with the local communities on the basis of reflection,
cross-sectoral approaches, and cost-benefit analyses, and combined with local priorities. Measures
and costs can be spread over a relatively long period and thus become more viable. This can be done
through the incorporation of risk control aspects in future development and project planning measures.

は、全国各地の商工会議所などのご支援とご協力のもと、東日本大震災で被災
し全てを失った事業者の早期復旧を支援するため、全国各地の事業者から遊休
機械等を無償でご提供いただき、被災事業者へお届けしてまいりました。当プロ
ジェクトの概要をパネル展示。
東日本大震災の教訓を踏まえて、2012年から東京海上日動がグループ社員・代理
店さんのボランティアにより実施している、小学生向けの出前授業「ぼうさい授業～
地震・津波編～」に関する展示を行います。
また、東日本大震災で東京海上グルー
プと連携し多くの被災企業の早期復旧を支援してきた、世界最大の災害復旧専門
会社であるベルフォアの災害早期復旧の実績と復旧技術について紹介します。
東日本大震災時、企業が瞬時に継続的に、多様な支援活動を展開したことのイ
ンパクトは大きく、
その背景にはNPOなど非営利セクターとの連携があった。有事
のみならず、平時からのこうした民間連携がもたらす可能性とは。本展示では、高
齢化する先進国において、行政や住民だけではない民間同士の連携を先取りす
る事例として民間防災ネットワーク活動を紹介し、
今後の展望を提起する。
In order to support the early restoration of companies that have been affected by
the Great East Japan Earthquake and lost everything in the disaster, JCCI and the
Association of Tohoku CCIs received unused machinery free of charge from companies
all over Japan and delivered them to those in need.
We will exhibit “Disaster Prevention Lessons” for elementary school students provided
by Tokio Marine Group employee volunteers.In addition, we will introduce BELFOR, the
world’s largest disaster restoration company and their efficient restoration technique
used during the Great East Japan Earthquake and Tsunami.
Private sector participation in DRR is of growing importance and the Corporate Volunteer Network
(CVN) will share how to build multi-sector partnerships and volunteer community preparedness
and response networks through actual examples and experiences of the Japan Model developed
in response to the Japan Great East Earthquake & Tsunami and for future disasters.

The Great East Japan Earthquake greatly changed people’s attitude on volunteer activities
for natural disaster. The JTUC-RENGO dispatched a total of 35,000 volunteers after
the earthquake, and more for the heavy rain disasters in San-in and Kinki area and the
mudslide disaster in Izu-Oshima Island. This is to introduce those activities by trade unions.

東日本大震災をはじめ世界中で実施している、子どもの権利の視点にたった、防

(GAD3RES)
Following the World Conference on Disaster Risk Reduction, in late 2005, a cluster was established
to promote knowledge and education for disaster risk reduction. The objectives of the cluster were to
strengthen networking, create new partnerships, identify gaps/sharing of members’ priorities, identify
focus areas and collectively advance the achievement of the Hyogo Framework goals through knowledge
and education. In 2006, the Cluster was formalized into the Thematic Platform on Knowledge and
Education (TPKE), which was recognized as an UNISDR Thematic Platform and is now called the Global
Alliance for Disaster Risk Reduction and Resilience in the Education Sector (GAD3RES) composed of
UNESCO, UNICEF, UNISDR, GFDRR, Save the Children, Plan International, World Vision and IFRC. And
have made significant contributions to the conceptual development of DRR education and knowledge, in
particular the development of a strategic framework and guiding tools to support Governments as well as
Education and disaster risk reduction practitioners in integrating disaster risk reduction as part of school
curricula and develop educational safety initiatives at the national and local levels.

防災世界会議ふくしまCSO連合
微気圧観測システムによる津波情報改善のための取り組みを紹介する。東日本大
震災時、津波により微気圧変動が観測された。そのシグナルは波源情報を保有し、
津波より早く音速で伝達することが分かった。現在の津波予測は震源と地震規模か
ら推定されており、微気圧計観測網を構築できれば津波検知の改善につながる。併
せて微気圧観測の自然災害監視
（火山噴火・雪崩・雷等）
への有用性も紹介する。
The lives of the people of Fukushima have been deeply affected by the nuclear disaster.
To share the lessons learnt by CSOs in Fukushima through their work with affected
people and communities, the booth will offer information on the activities of local CSOs
and related events.
When tsunamigenic-earthquake occurs, atmospheric pressure change excited by tsunami generation travels
in the atmosphere faster than tsunami waves with retaining the information of the tsunami.Establishment
of an infrasound observation network would provide valuable information on tsunami source and improve
tsunami warning system.This network has potential for observing various kinds of natural disasters.

日本防災プラットフォーム
The R!SE Initiative is based on the results of the Global Assessment Report for Disaster Risk Reduction 2013 and part of the United Nations Office for
Disaster Risk Reduction (UNISDR) work plan. The Initiative has engaged with organizations from the public and private sectors to ensure the inclusion of
disaster risk into investments. To achieve this objective, 8 ways of improvements have been identified from education of next generations of leaders to reinsurance and through DRM strategies, risk metrics, standard, and principles for responsible investments. In order to keep it concrete, each activity has been
structured around 3 activities and 3 outcomes or deliverables, all relevant in various geographic and economic contexts and easily measurable. Companies
like PwC, AECOM, The Economist Intelligence Unit or Willis, as well as public entities like Florida International University are in charge of leading one of
these activities each. On this basis of collaboration, R!SE has identified several countries, cities and industry sectors to address in priority in 2014 and 2015.
The progresses and results of this first step of work will be presented during the Third UN WCDRR. As a global Initiative, R!SE is continuing to look for new
stakeholders and contributors with the aim to embrace efficiently the several ways of improvement identified in GAR13 and which appear critically important
in the long term effort for disaster risk reduction. Companies like PwC, AECOM, The Economist Intelligence Unit or Willis, as well as public entities like
Florida International University are in charge of leading one of these activities each. On this basis, R!SE has identified several countries, cities and industry

The UPS booth will feature the UPS Foundations two flagship projects in Disaster Risk Reduction - Salam Kobi in Turkey and
Resilient America in the US. In 2013, the UPS Foundation formed a collaborative private public partnership in Turkey which
included our UPS employees, the US Chamber of Commerce Foundation for Corporate Citizenship, the World Economic Forum
and the Corporate Social Responsibility Association of Turkey and AFAD. Saglam Kobi is a platform that would assist small and
medium size businesses by providing awareness campaigns, communication on disasters, provide access to disaster preparedness
training and offer an online disaster resilience toolkit. UPS continues to lead the Saglam Kobi initiative and is involved in
identifying new resilience concepts and making them available to the online portal. Resilient America was established following
a report by the National Response Center that highlighted the need for more preparedness in communities throughout the U.S.
in case of a disaster or extreme event. The UPS Foundation President Eduardo Martinez is co-chairing the three-year initiative,
which is a collaborative roundtable aimed at convening thought leaders and creating a community-based platform for educating
and convening activities to help vulnerable communities better prepare in advance of disasters. This program is a joint effort of
the National Academy of Sciences, FEMA, U.S. Department of Homeland Security, academia and community based non-profits
and the private sector. The booth will have a backdrop of UPS Supporting Resilient Communities and a couple of rollups on the
two programs. We will also have a stand with additional pamphlets and collateral on the programs.

in order to adequately prepare for and recover from disasters. Access to information
and planning frameworks is provided by non-profit training institute Disaster Recovery
Institute. As the global education and certification body in business continuity, DRI’s
mission is to make the world prepared.
This program brings together five organizations: Zurich Group, Practical Action, the
International Federation of the Red Cross, Wharton USA, and IIASA research center
of Austria. It involves research, community development and specialized knowledge of

Transforming Development and Disaster Risk Reduction
PSP is the main vehicle for private sector engagement with UNISDR. The booth will
describe outputs of PSP, including PS input to the post-2015 framework (Five Private
Sector Visions for a resilient future), voluntary activities and commitments, and how the
PS contributes to disaster risk reduction and the resilience of communities across the
globe.
Building on and presenting the outcome of the first York University Student Competition
in Disaster and Emergency Management, we are organizing the first International
Student Competition in Disaster & Emergency Management. The competition’s goal is to
generate innovative ideas towards disaster risk reduction and emergency management
initiatives.
Give2Asia and IIRR demonstrate that private philanthropy has a role in preparing
communities for hazard events by highlighting local community-managed disaster risk
reduction programs in Asia’s most vulnerable countries and the private philanthropic
vehicles available to support them.
This booth highlights SEI’s efforts to better understand the social-ecological causes of
complex environmental risks and equitable adaptive processes, so that society can better
anticipate, act and learn to build resilience in development over time. We showcase
SEI’s capacity to connect disaster risk reduction with sustainable development through
trans-disciplinary research that supports policy and practice.

30 Japanese academic societies related to natural disasters as Civil Engineering, Architecture, and Seismology
until Medicine started to deepen mutual understanding and make efforts to integrate different specialties with
the Science Council of Japan. Based on these activities, we distribute the joint-statement and reports of our
cooperative activities for sharing globally the findings from the past great earthquake disasters in Japan.
The Committee on Earth Observation Satellites presents how Earth observation satellites
observe disasters, give evidences how Earth observation satellite data are effective and useful

東日本大震災からの復興促進を目的として、JST 復興促進センターは、被災地
域企業が取り組む産学共同研究等を支援し、被災地域の活性化とイノベーショ
ン創出に貢献します。
ここでは、JST 復興促進センターにおける防災・復興に関
連した取組みや成果事例を紹介します。
東日本大震災により、東北地方は甚大な損害を被りました。当社拠点も壊滅的被
害を受けましたが、
マニュアルに基づき避難し、事務所からの犠牲者は出ませんでし
た。速やかな認知・判断・行動が生死を左右する事を強く認識した次第です。重要な
のは安全確保であり、
リスクヘッジ=防災・減災対策の必要性です。今回、皆様の防
災・減災の関心が高まるよう、当社における震災復興の取組みをご紹介します。
新日鐵住金グループは、
「鉄」の工法や技術開発を通じ、幅広く社会の発展に貢献、
中でも防災分野においては、鉄の強みを最大限に活かし高い機能を社会に提供して

回避するための技術等、国内外での自然災害対策としても有効な技術の展示を行う。

reconstruction, NIPPON STEEL & SUMITOMO METAL CORPORATION GROUP make contributions

disaster risk and earthquake-proof construction by making use of the qualities of steel.
The exhibition introduces disaster resilient state-of-the-art ICTs of the Resilient ICT Research
Center of NICT and the Resilient ICT Forum to reduce communications congestion when a disaster
occurs, to build communication network in disaster-affected areas, to share disaster information in
disaster prevention agencies, and to gather and deliver disaster information with the Internet.
With the aim of revitalization following the Great East Japan Earthquake, the JST Center
for Revitalization Promotion enhances academic-industrial alliances for companies in
disaster-affected areas, accelerates post-disaster revitalization, and triggers innovation
in these areas. At this exhibition, we will introduce our activities and achievements in
these programs that relate to disaster prevention and reconstruction.

In the north-east Japan area, villages originally dispersed depopulation and aging are advanced, and,
moreover, the area suffered serious damage by this earthquake disaster especially to the coastal region.
Tohoku University Next-Generation Advanced Mobility System research group concentrates and integrates our
advanced technologies, and studies and develops safe, smooth, comfortable and eco-friendly transport by nextgeneration vehicles and traffic systems. We are proposing a new regional society model based on the regional
characteristics by introduction of those human-friendly, eco-friendly and disaster-resistant transport systems. In

High technology container solutions to promote disaster prevention
A panel exhibit on the restoration of City Gas after the Great East Japan Earthquake
and the lessons we learned, including tsunami and earthquake countermeasures. We
will promote the incorporation of these lessons into future tsunami and other disaster
countermeasures, as well as share City Gas and gas supplier initiatives with a domestic
and international audience.
This exhibit will introduce the lessons we learned when commuters were stranded
in the Sendai Station area after the Great East Japan Earthquake, and the direction
our policies regarding stranded commuters are taking. In addition, a panel display
will introduce the state of Sendai City’s initiatives regarding stranded commuters
(establishment of a council, formulation of guidelines, emergency drills, etc.).
Introducing the high-tech disaster prevention container solutions built by their own ideas and systematization in the
model and the image. I will introduce the typical eight models in all 52 models.Will be on display around the stockpile,
energy security and evacuation life support.　Power generation and storage systems are standard on all containers.　Each function I have separately equipped with a unique Japanese technology.　All as it was born from the earthquake
experience, and express the importance of that it comprises. This is a high-tech Japan disaster prevention container.

and sustainable development, recognizes that traditional approaches to DRR are insufficient to meet challenges

people to absorb loss, minimize impact and recover from disaster and adapt to climate induced hazards.The Caritas

的取組み例として、東日本大震災の被災地における神戸大学の活動を紹介する。
免震構造が出現して30年程であるが、
この間多くの地震を経験し、
いずれの地
震においても優れた免震効果を発揮し、事業継続に大きく貢献してきた。今回は
主として3.11に絞って免震建築物の免震構造技術とその免震効果について映
像や模型を用いて展示する。
Structures with seismic isolation have contributed business continuation during and after
quakes for about 30 years since they were developed. Mainly seismic isolation systems
and their effects will be shown at the huge earthquake on March 11th, 2011, by using
pictures and models.

海洋研究開発機構においては、東北地方太平洋沖地震発生直後から実施した震源海域の海底地形および
海底下構造探査等の調査研究、及び、地球深部探査船「ちきゅう」を用いて行った震源域での掘削調査の
結果を紹介する。また、東南海地震の震源域である紀伊半島沖の海底では、地震計や津波計などの観測機
器を備えた、地震・津波観測監視システム（DONET1）を設置、運用している。これによりリアルタイムで観測
データの取得が可能となり、防災・減災のための活用を推進している。さらに南海地震の震源域である徳島沖

of shaking indoors during an earthquake and, aseismic reinforcement technologies using

Recovery Assistance through Student Volunteering for Disaster-hit
Schools
文部科学省では、地震・津波の切迫性が高い地域における自治体の防災計画等の
策定支援及び被害軽減を図るため、
「 地震防災戦略研究プロジェクト」等を実施して
いる。当プロジェクトや地震調査研究推進本部における取組並びに一連の成果につ
いて概観し、2011 年東北地方太平洋沖地震の課題や教訓を踏まえた最新の調査・
研究並びに地球観測データ及び情報を活用した防災・減災への取組みを紹介する。
震災後まもなく設置された教育復興支援センターでは、東日本大震災で甚大な
被害を受けた被災地の学校現場の支援を通じて、教育分野での復興に資する
活動を展開し、将来教師を志す学生が多い大学として、学生の防災意識向上や
防災教育に携わることへの関心を喚起させている。
ここでは、諸外国の学校教育
現場での防災教育の実践に有益な情報提供を行う。
Ministry of Education, Culture, Sports, Science and Technology hasconducted "Strategy project for
earthquake disaster preventionresearch", etc. We'll overview these activities and the result, andintroduce
newest investigations and studies considering the problemsand lessons of the 2011 Tohoku Earthquake
and initiatives fordisaster preventions and reductions using Earth observation data andinformation.
Center for Disaster Education and Recovery Assistance was established right after the
Great East Japan Earthquake. It serves as a role to support schools at the disaster hit
area and contributes to restoration in the fields of education, and we wish to share our
activities at the communication space.

「失われた街」模型復元プロジェクト
東日本大震災で失われた被災地の町並みを全国の建築系研究室が共同で取
り組む“「 失われた街」模型復元プロジェクト”では建築学生たちが制作した縮尺
1:500の白い模型を媒介に、現地でワークショップを重ね、
そこに暮らす人々がかつ
ての街への愛着と地域のつながりを取り戻していく過程を記録してきました。本展で
は被災前の地域の豊かさを記憶の模型から感じていただくことを目的とします。
This project aims to support children’s healthy growth which helps them be responsible
for disaster reduction in the future. In addition, it aims to enhance interaction among
local communities to help them strengthen their bond which was previously weakened
by the disaster. MUE will introduce project reports and outcomes.
The project aims at restoring lost towns and villages by 1:500 scale models in order
to inherit and preserve memories accumulated in local scenery, environment and life of
devastated towns and villages by The Great East Japan Earthquake. This exhibition will
show the scale models with peoples memories.

Natural disasters are a leading cause of hunger. As the United Nations’ food assistance

Title
The Comprehensive Nuclear-Test-Ban Treaty (CTBT) prohibits the testing of nuclear
weapons anywhere on earth, in the atmosphere, underwater and underground. In order
to verify the application of this global ban on nuclear testing, the CTBTO operates
an International Monitoring System (IMS) composed of 337 seismic, hydroacoustic,
infrasound and radionuclide facilities around the world, linked to an International
Data Centre based in Vienna, Austria. While not foreseen by the Treaty, the IMS has
proven to have important civil and scientific benefits beyond the detection of nuclear
explosions, particularly in the field of disaster risk reduction. CTBT data can assist
in areas as diverse as more effective tsunami warning, in the tracking of radioactivity
following nuclear accidents, and in monitoring volcanic eruptions.

Disaster Risk Reduction (DRR) is included in every UNESCO’s programme and as it is
a cross-cutting topic, many divisions, sections and programmes of the Organization work
together to achieve common developed objectives demonstrating in action its comparative
advantage of multi-sectorality. Some examples of UNESCO’s work relate to the establishment
of early warning systems (Tsunami early warning systems through the Intergovernmental
Oceanographic Commission (IOC), Drought and Flood Early Warning Systems for Pakistan and
Eastern and Western Africa through its International Hydrological Programme (IHP)) promoting
knowledge exchange and raising awareness on earthquakes through the International Platform
for Reducing Earthquake Disasters (IPRED) and the built environment. DRR is one of the
pillars of Education for Sustainable Development. Within the context of the Decade on
Education for Sustainable Development, the Education Sector activities on DRR consists in
making disaster risk education part of national primary and secondary school curricula. The
Culture Sector established a Strategy for Reducing Risks from disasters in 2007, which aims
at contributing to the development of national strategies for heritage sites.

The booth will showcase IOM's activities to integrate a focus on human mobility
within DRR and DRM policy, operational and research efforts. Information on available
practices and products that can help reduce risk will be provided, as well as a varied
bibliography exploring different aspects of population movements and their linkages with
risk reduction and resilience.
The booth exhibits videos showing the efforts of disaster-survivors to create new jobs
and rebuild businesses in the aftermath of the Great East Japan Earthquake and of
Typhoon Haiyan. The booth also provides visitors with a set of findings including
lessons, good practices, challenges and recommendations generated from the recovery
process.

University Network (UN-CECAR) to implement education and
research programs for Disaster Risk Reduction under Climate Change
With the increase of disasters in the recent past mitigation and adaption strategies
to reduce losses has become an urgent societal need and an important topic for
discussion/research. However, to implement and minimize the impacts of disasters
it is important to work with affected communities bringing to them the advances in
science and technology. Local capacity development therefore is an important aspect of
global disaster risk reduction. The role of education in the innovation, policymaking and
development is critical in adapting to complex problems such as disaster under uncertain
future scenarios. University Network for climate and ecosystem change adaptation
research (UN-CECAR) has been working in the field to bridge the gaps between
knowledge and practice, local and non-local actors, and research and application. The
activities experiences provide new approaches to reduce disaster risk together with
climate change by conducting collaborative research and applications (multi-lateral/
bilateral/ inter-disciplinary/multi-disciplinary) in different region of the world. This booth
will highlight/showcase the ongoing UN-CECAR activities.

Future
当研究所は、震災直後からNHKメディアテクノロジーに取材協力。被災状況や3
年余に渡る初期復興過程を記録した3D映像を集大成した1時間余りの映像作
品は、東日本大震災を定点観測的に継続取材している
「世界で唯一の震災3D
映像」
でありる。震災記憶の風化が急速に進行している中で、震災を世界の人々
の記憶にとどめ置くために、
会議参加者への上映展示を通して世界に発信する。
IRIDeS and NHK technology are collaborating to produce, "The 3.11 Great Tsunami and
Memories into the Future". This 60 minute feature is the only movie in the world that
presents the situation three years after the disaster. This movie will allow participants
from around the world to discover and learn about the 3.11 disaster.

Women and girls are disproportionately affected by disasters. This is largely due to their
traditional roles within society and exclusion from emergency planning, preparedness,
and response systems. By partnering with these communities and their local
governments, and building capacity in relation to DRR, SRH and gender, the UNFPA, in
close cooperation with WRC aims to improve the resilience of communities and reduce
SRH related morbidity and mortality faced by women, girls, and vulnerable groups.

All disaster prevention measures that the Ministry of Land, Infrastructure, Transport
and Tourism has undertaken are introduced. Exhibits present the ministry’s response

開発とメガフロートを用いた津波軽減

and tsunami damage mitigation using offshore Mega-floating Structures
一人が出す生ゴミを小型メタン発酵装置に添加すれば、1杯分のお茶を沸かすエ
ネルギーになるということを体験できるcafé　エネカフェメタンを鳴子温泉に開き、
自分の生ゴミをエネルギーに変え、利用することを普及する活動をしている。
また、
2020東京オリンピックの聖火を、バイオメタンで燃やすということにつなげようと
活動中である。
漂流物・震災がれきが混入した津波ダメージや衝撃力、
また、
メガフロートを用いた
沖合津波の波高軽減効果を評価するコンピューターシミュレーション
（模擬実験）
技術を開発した。GPUコンピューティングと模型実験を用いた津波スケールモデ
リングを行い、津波衝撃力と沿岸部津波被害に予測を行うことが可能となり、沖
合津波の流体力と波高軽減に直結するメガフロートの設計が可能となった。
Biogas can be produced from food garbage and other available wastes.　A new café
that serves tea warmed with biogas made from food garbage brought in by its customers
has opened: ‘ene café METHANE’.　Now, we hope that the Olympic flame in Tokyo in
2020 will burn biogas made from our garbage.
The behavior of flotsam mixed tsunami impacting on land structures and the mitigation

せんだいメディアテークは、東日本大震災による甚大な影響に対し、市民・専門家・スタッフが震災の復
旧・復興の過程を記録・発信するためのプラットフォームとして「3がつ11にちをわすれないためにセン
ター」を開設した。　震災から4年目を迎えたこの機会に、参加者の活動や声を紹介するとともに、仙台
市沿岸部の震災前後の風景や定点観測撮影、震災体験のインタビューなどの映像や写真を展示する。
東日本大震災の被災地域の中心にある総合大学として、被災からの復興・新生
を先導する研究・教育・社会貢献活動を紹介。東北大学がこれまで取り組んできた
「8つの重点プロジェクト」
（災害科学、地域医療、
エネルギーなど）
の活動内容を
展示。
Sendai Mediatheque established the Center for Remembering 3.11 as a forum for citizens, professionals
and staff to record and share progress towards recovery from the enormous damage suffered in the
Great East Japan Earthquake.As we enter the fourth year after the disaster, we will share the activities
and voices of participants, as well as images of the scenery of Sendai’s coastal areas before and after
the disaster, including fixed-point photography, and video interviews about experiences in the disaster.
As a university which exists at the center of the stricken area of the Great East Japan
Earthquake, research, education, and social contribution activities which lead the
reconstruction and rebirth from disaster are introduced. We introduce the activities of the
"Eight core projects"(Disaster Science, Community medicine, Energy, etc.) that Tohoku
University has been working after that Great Earthquake.

タイトル　The Sendai Shimin Library has collected and preserved materials related to the Great East Japan
Earthquake in order to convey a sense of the damage to future generations and provide a reference for
future disaster-prevention projects. These materials are available to the public in a special corner of the
Shimin Library called the “Library of the 3.11 Earthquake.” The following materials from the collection
will be on display:・News reports and panels that convey the damage from the disaster・Before-and-after
aerial photographs of the affected areas・A chronological selection of materials from NPOs, volunteers,
neighborhood associations, businesses, and government that convey citizens’ activities in the disaster.
タイトル　The Sendai Miyagi Museum Alliance (SMMA) has conducted a survey of damage to
museums in the Great East Japan Earthquake and the process of their recovery.Based on
the 2012 survey, this exhibition will show the damage to the museums and community
involvement in the recovery process through a follow-up survey and reports from each facility.

無形民俗文化遺産に対する防災人類学・民俗学
Disaster Risk Reduction Anthropology for the Local Intangible
Cultural Heritage
地域防災力の総合的強化への寄与を目的とする無形文化遺産の継承支援・調査活
動について報告する。東日本大震災後の津波被災地の無形民俗文化財調査の成果
に触れながら、地域防災的観点から無形文化遺産調査の役割と可能性を提示する。
また文化人類学・民俗学分野による震災対応時の望ましい方法について触れながら、
研究者・博物館・地域行政に関わる国内外の関係者と協働と知見の共有を図る。
The research and supporting activities on the local intangible cultural heritage would be a way
for empowerment of the disaster risk reduction. Our group organized the applied anthropological
project in the Tsunami attacked areas. The exhibition is to share the knowledge and to make
the collaboration with the related policy-makers and cultural administrator.

海底下で発生した巨大地震発生直後ただちに地震に伴う地殻変動を検知し、

れを用いて津波波源の推定を高信頼度で把握する技術の開発状況と、
それを即
時津波予測に応用する試みを紹介する。
東日本大震災では、被災した地域固有の歩みを示す歴史資料が多数被災した。
その救済・保全活動について紹介し、地域社会でそれらを
「歴史遺産」
として継承
する可能性について示す。
We present cutting edge of observation technology for measuring crustal deformation
immediate after submarine large earthquakes to give precise information regarding
tsunami generation as well as its applications towards real-time forecasting tsunami
inundation.
In the Great East Japan Earthquake, many historical materials in the disaster area are
damaged and now in danger of disappear. This exhibition will show the activities of
preservation for historical material, and how it was possible to pass on historical material
in local communities in Japan as “our historical heritage”.

災害復興実践学の可能性：石巻市等における復興実践
東日本大震災における復興計画の実際の姿とそこにおける具体的な課題、

その学術的意味を提示する。津波で壊滅的被害を受けた半島拠点地域を復興させ
るプロジェクト、市街地の再生に向けて本組織が自治体や民間と取り組んでいる再
開発事業計画、
その他美しいふるさとの再生を目指した橋梁デザインなど、土木・都
市・建築の専門家が一体となって創造的環境の実現を目指した事例を展示する。
This exhibition features the actual situation, challenges, and good practice of whole reconstruction process.
We have been collaborated with Ishinomaki City to discuss, organize, and achieve their reconstruction
plan. This is an exhibition highlights sharing the value and creativity with the audience by showing
interdisciplinary works in collaboration with civil engineering, urban planning and architecture experts.

Disasters often threaten our society even though our technology marches on in this 21st
century. This exhibition presents the outline of historical disasters in the world. It also
demonstrates urban and architectural design for disaster mitigation that will be helpful
for future disaster risk reduction.
