Descrizione ed obiettivi:
Nel febbraio 2013, la Commissione Europea ha adottato la Raccomandazione “Investing in
Children- breaking the cycle of disadvantage” come parte degli investimenti sociali. La
raccomandazione invita gli Stati membri a intensificare gli investimenti nell’infanzia e
cogliere le opportunità fornite dagli strumenti comunitari e dai fondi europei (come il FSE,
FESR, Fondo Europeo per gli aiuti ai più bisognosi).
Il workshop presenterá la Raccomandazione, le opportunità di finanziamento dell'Unione
Europea , così come best practices .L'obiettivo è aumentare la conoscenza delle forme di
sostegno disponibili,, di promuovere lo scambio di conoscenze, nonché di promuovere un
uso efficace del Fondo Sociale Europeo per gli investimenti a beneficio dei bambini e delle
famiglie. Nel workshop verranno anche identificati i bisogni formativi specifici, al fine di
sviluppare un’offerta formativa per supportare gli Stati Membri nell'adozione della
Raccomandazione.
Metodo:
Il workshop prevede discussioni plenarie e lavori di gruppo. L'approccio sarà interattivo: i
partecipanti saranno incoraggiati a intervenire e a presentare la loro esperienza.

Gruppi di lavoro (prosecuzione)
I partecipanti saranno divisi in gruppo di lavoro. Dopo la presentazione di buone
pratiche, i partecipanti rifletteranno su come il FSE può essere mobilitato per
affrontare le sfide nelle seguenti aree:
1. L'educazione e la cura della prima infanzia.
2. Assistenza all’infuori del circuito scolastico
I partecipanti saranno anche invitati a riflettere sulle modalità di gestione, attuazione
e monitoraggio, compresi i bisogni di capacity building e le metodologie di
mobilitazione dei partner.

Target Group:
This workshop is designed primarily for European Social Fund (ESF) Managing Authorities
at both national and regional level.
Description and objective:
In February 2013 the European Commission adopted the Recommendation “Investing in
Children- breaking the cycle of disadvantage” as part of the Social Investment Package.
The Recommendation invites Member States to step up investment in children and grasp
opportunities provided by EU instruments and EU funds (such as the ESF, ERDF, Fund for
European Aid to the Most Deprived).
The workshop will introduce the Recommendation, present EU funding opportunities for
investing in children as well as examples of best practices from various Member States. The
objective is to raise awareness of support available, to promote the exchange of knowledge,
as well as to foster effective use of the ESF for investment towards children and families.
The workshop will also identify specific training needs to provide future capacity building
trainings to support the MS in the adoption of the Recommendation.
Method:
The workshop will be a combination of plenary discussion and group work. The approach
will be interactive: participants will be encouraged to intervene and present their experience.

Participants will be divided into working groups. Following a good practice presentation,
they will reflect on how the ESF can be mobilised to address challenges in the following
areas:
1. Early childhood education and care
2. Out of school care.
They will also reflect upon the governance, implementation and monitoring
arrangements, including capacity building needs and how to mobilise partners
