“Collection Management” v.29 no.1 (Haworth Press) Why Approval Plan? - in UA Library environment Work environment makes it difficult to dedicate sufficient time for collection development Management of all aspects of the Japanese studies collection and services – technical service (acquisition, cataloging, managing/supervising students), reference and instruction for the Japanese collection University of Arizona’s team-based environment requires participation in various non-Japanese studies related activities Participation in team activities (home team, cross-functional, and project teams) Attendance at library-wide discussion meetings and reports of other teams Why Approval Plan? - in UA Library environment Burden of reviewing multiple selection sources for titleby-title selection Keeping track of various sources time-consuming, uncertain selection consistency Desire for more efficiency –saving time and labor Desire for more consistency in selection work Ensure essential materials are not missed Ensure selection is made based on clear, consistent criteria Ensure orders are made periodically and budget is spent out timely Collection Development Environment at UA Reducing purchasing power of budget Flat information resource budget (no increase) Currency exchange – stronger Japanese currency toward US$ Increasing amount of publication in Japan Unable to purchase as comprehensively as in the past Greater demand on collection effectiveness Pressure to demonstrate how well it is serving the need of users Space and staff constraints discourage adding materials (and gifts) that users won’t use Collection Development Environment at UA Moving from “just-in-case” collection development approach to “just-in-time” Providing access to information prevails over owning information locally (through ILL, electronic full-text, etc.) Focus on what customers need right now Efficiency in collection development Reducing amount of staff has dispersed librarians’ responsibilities; performing various duties with greater efficiency Librarians encouraged to spend more time with faculty and students and direct service to customers, less time on selecting resources Selection of mainstream publications heavily depends on approval plans (primarily with Blackwell North America) Approval Plan for Japanese Materials Constraints Approval plan for academic institutions underdeveloped in Japan Absence of clear selection process by a group of qualified professionals at vendors Selecting from a large size of publication with small budget – unable to purchase comprehensively Detailed profiles to fit small budget more difficult Difficulty in creating detailed profile for a small department needs Reluctant to delegate selection Very defined user needs by a few faculty members Returns not accepted Exploratory Approval Plan – How it Works Selection list creased based on MARC bibliographic records of TRC Library Service (selection-slip type plan) Customized utilizing existing vendor capabilities (not official service of the vendor) Profile parameters come from TRC MARC bibliographic records Subject – NDC (日本十進分類法）call number Target Audience – academic (学術), general (一般), textbooks (講 義), etc. Material Type – paperback (文庫), reference, etc. Librarian reviews the list for selection Focused on immediate user needs Cannot afford comprehensive coverage Selection List Example Developing Profile Parameters Consult faculty and graduate students Match subject needs to NDC table Adjust by non-subject parameters Generate a list of approaches to collection development Have to review the list manually to meet direct user needs and fit within budget Weigh convenience of approval plan and quality of collection
