東北：東日本大震災被災者支援事業
【UMCOR・CWS Japan 支援事業】
条南中学校：復興ボードゲームづくり
2014 年 9 月から 11 月まで、条南中学校の総合的な学習の時間の授業に
おいて、復興への夢と課題をスゴロクにしたボードゲームづくりを行いま
した。
地域の復興についてリアルな話を聞くため、講師に校区の自治会長や、気
仙沼の地元団体ボランティアステーション in 気仙沼を招き、SEEDS Asia
がコーディネーターとなって授業を進めました。
校庭に仮設住宅が建って既に 3 年が経った今、授業では、復興後の姿につ
いて、「遊べる公園が出来る。」「被災地と言われない町。」等、生徒達の素

直な意見が出され、出来上がったボードゲームは、気仙沼の将来を担う中
学生の想いの詰まった物になりました。

気仙沼中央自治会連絡協議会による勉強会
2014 年 11 月 5 日、SEEDS Asia が気仙沼中央自治会連絡協議会（気仙
沼中央自治連）の会長の臼井氏から要請を受け、講師に本間照雄氏 ( 宮城
県社会福祉協議会復興支援福祉アドバイザー ) を招聘し、
「住宅再建後の
コミュニティづくり」勉強会が行われました。
気仙沼中央自治連は 66 の自治会から成る組織であり、今後災害公営住宅
が 11 か所建設される気仙沼の中心部を担っています。高齢化と過疎化が
進む気仙沼において地域の見守り活動をどう行っていくかは、各自治会長
にとっても頭の痛い問題です。例えば、3 年後に完成する気仙沼駅前災害
公営住宅は１２階と１３階建ての２棟、203 戸の大所帯になります。地元
の古町 3 区自治会長は、
「うちの地区にも災害公営住宅が建つけど、どう
条南中の授業で復興ボードゲームづくりについて説明する SEEDS Asia スタッフ
関わっていったら良いか悩んでいた。こんな勉強会を企画してもらってあ
りがたい。」と語りました。また講師の本間氏からは「災害公営住宅の建
つ地域での勉強会は知っているが、気仙沼地区全域の問題として、これだ
けの組織が勉強会を開くのは聞いたことが無い。住民を思う姿勢は本当に

2014 年 12 月 6 日、気仙沼市唐桑町燦々館（さんさんかん）において、
SEEDS Asia が台本、演出を担当した「海の古道」という演劇が上演され
ました。劇団員は、唐桑町の住民達。復興のために立ち上がった町民劇団
の 2 作目の新作上演です。今回は唐桑に残る 1300 年の歴史を涙と笑いで
包み込んだストーリー、役者は全員地元人、ことに男達は皆本物の漁師で
あり最高年齢は 81 才、平均年齢 75 才という高齢者です。かなりの量の
セリフにも関わらず皆必死に覚え、本番を迎えました。唐桑の町民にすら
よく知られていない鰹一本釣りのルーツや蝦夷の歴史が復興を目指す地元
民によって演じられ、観客は大きな拍手で出演者を労いました。

省沿岸地域における学校と地域での防災推進事
業】
防災モデル校の教員による防災教室の実施
2014 年 10 月から防災モデル校における防災教室が始まりました。6 校の
モデル校（沿岸北部の 3 つの小学校と沿岸南部の 3 つの中学校）では、本
事業 1 年次の 1 学期※ 1 は、24 コマの防災教室が課外授業として実施さ
れました。

クアンナム省における防災教育事業の第２年次がはじまり
ました
2014 年 12 月 24 日より、
第２年次事業が開始されました。第 1 年次同様、
ハノイにある在ベトナム日本国大使館にて署名式が行われました。
校長や教頭はじめ先生方も生徒達も防災教室にとても熱心で、授業はよく
準備、計画されていました。先生方は、地域における自身の知識と経験
を踏まえて教材をつくられたり、時間の制約や電力不足の中、生徒に授業
を理解させ、体験させるよう取り組まれておりました。生徒たちは、教室
で活発なグループディスカッションやプレゼンテーションを行うだけでな
く、屋外での「消火訓練」や「土のう作り」の実習を楽しんでいました。
さらに、親子防災に参加した保護者は防災教室を参観されるだけではなく、
子供達と一緒に楽しむ場面も見られました。
保護者からは、「防災授業は子供達自身だけでなく、家族にとっても有益
です。今後ともぜひ続けてほしい」とのご意見がありました。

2014 年 12 月 11 日に、本事業の第１年次が終了しますが、この教訓や経
験を活かした、第２年次の防災教室への進展に期待が高まっております。
第 1 年次事業では、主に政府職員の能力向上と学校防災（教員研修と教員
※ 1 ベトナムの教育制度における 1 学期は、9 月～ 1 月
による防災教室等）に焦点を当てた活動を実施してきました。

第 2 年次においては、これら成果の相乗効果が得られるよう、学校を中心
とした地域の防災能力向上を目指した活動を実施します。具体的には、教
員と青年団・婦人会が協力し合い、防災教育プログラムの他、防災キャン

日にかけて、トラック型の陸上移動式教室（MKRC: Mobile Knowledge
Resource Centre）はミャウンミャ区（タウンシップ）を訪問し、同区
内の各地で学校及び周辺地域を対象とする防災トレーニングを実施しまし
た。

今回のトレーナー養成トレーニングでは、4 校から 20 名の教員、12 名の

ミャウンミャ区は、洪水やサイクロンなどの災害リスクが高いデルタ地帯
に位置しながらも、海岸線からは比較的離れているため、援助団体による
防災教育が行き届いていない場所でした。そのため、教員からは「初めて
防災の概念や対象について理解することができた」といった声が多く聞か
れました。また、地域防災委員会のメンバーらは、教員の参加メンバーが
プログラムを終えて帰宅してからも、活発な話し合いを続けるほどに、地
域のマップ作りに積極的に励んでいました。

防災活動センター設立に向けた協議

本プロジェクトでは、全 6 箇所の防災活動センターの開設を計画しており、
既にクンジャンゴン区の中心部において第 1 号のセンターを開設しました
が、現在ラプタ区の中心部、ラプタ区のビトゥ村、クンジャンゴン区のラッ
コンコン村でセンター開設のための協議を続けています。

2014 年 11 月より開始した本プロジェクトでは、現地教育省による学校

防災活動センターの開設や運営を担っていく防災リーダーを既に選出して
おり、地域の災害リスクと、そのリスクに対して必要な能力について 11

との連携による防災教育を推進できる体制づくりを目指して、学校教員の
研修を進めるとともに、効果的な防災教育モデルの開発を行います。その

めたりすることから始めました。去る 12 月 11 日、兵庫県教育委員会よ
り 2 名をセブに招へいし、記念すべき第 1 回実行委員会を開催しました。
実行委員会には教育省第 7 地方事務所の所長や防災担当者、教員研修担当
者やカリキュラム開発担当者等と、本プロジェクトで防災教育のモデルづ
くりを展開する地区の防災担当者、さらに外部防災関連機関として第 7 地
方の民間防衛局や社会福祉開発省から等、総勢 20 名近くが参加しました。
兵庫県教育委員会からは、学校と地域の連携の重要性や子ども・教員両方
に対する体験型学習の効果、災害時に力を発揮し地域でのリーダーとなる
若者の育成等について、兵庫県が 20 年間積み上げてきた経験を実行委員
会内で共有して頂きました。参加者からも積極的な質問があり、そのやり
取りの中で本プロジェクトに対する共通認識が生まれる絶好の機会となり
ました。

日本ミャンマー外交樹立記念イベント関連
【於：ヤンゴン】
2014 年は、日本とミャンマーの外交樹立から 60 周年に当たり、記念イ
ベントとして「ジャパン・ミャンマープエドー」と呼ばれるお祭りがヤン
ゴンで開催され、多くの訪問客で賑わいました。ＳＥＥＤＳ　Ａｓｉａミャ
ンマー事務所は、損保ジャパン日本興亜ミャンマー駐在事務所様と共同で
ブース展示を行い、災害リスクや対処に関するポスターと、防災教育教材
ツールキットを 2,000 人近くの方々に紹介しました。

また、12 月 16 日には International Development Field Camp: IDFC
と呼ばれる学生有志の団体主催によるイベントにご招待頂き、ミャンマー
事務所代表の鹿田がヤンゴン大学内、Jubilee Hall て日本とミャンマーか

兵庫県教育委員会の事業対象地の視察
バングラデシュ
実行委員会の翌日 12 月 12 日には、本プロジェクトの対象地域となるセ
ブ州北部のダナオ市、ボゴ市、そしてダンバンタヤン町にある学校の視察
を行いました。兵庫県教育委員会の先生方は、セブ市の中心地から北部に
向かう中で目にする人々の暮らしの様子に興味津々で、特に子どもたちの
生活に関心を寄せられていました。
【JICA 技術協力事業】
初の防災フィルムフェスティバル開催
バングラデシュ初となる防災に関するショートフィルムフェスティバルを
各学校では授業の様子を見学したり、学校での防災への取組みについて質
疑応答をしたりする等、兵庫県教育委員会と学校職員との積極的な交流が
実現しました。訪問した地域は 2013 年 11 月の台風ヨランダ（国際名：
ハイエン）で被害を受けた地域であり、1 年経過後もまだ修復されていな

台風ヨランダの被害を受けたボゴ市とダンバンタヤン町の学校で、授業再
開を支援するため、教材キットの配布をしました。今回の視察では、教材
キットを配布したボゴ市のラパス小学校への再訪問が実現しました。同校
では、当時校舎代わりに使用していたテントがまだ残っていましたが、民
応募者は大学生を中心とした若い世代。普段の生活シーンで地震が起こっ
たらというストーリーや日頃から準備をしていた学生が地震発生の際に他
の生徒を救うといったシナリオ、ナレーションはなく映像だけで地震の影
響を想像させるフィルムなど、多様なフィルムが集まりました。
間企業からの助成で新校舎の建設が完了し、生徒達は元気に授業を受けて
いました。この生徒達は、当時 SEEDS Asia が配布した教材キットを使用

また、2014 年 4 月には、ジャパン・プラットフォームの助成を受け、セ
ブ北部にて、防災に関するポスターとパンフレットを配布しました。今回
のダナオ市の訪問で「あのポスターとパンフレットは生徒達の関心を引い
て、防災に関する意識を高めるのに大変効果的だった。もっと多くの学校
で使用するために、もっとポスターが欲しい」という要望を受けました。
台風ヨランダの影響を受け、子ども達も教育関係者も、災害への危機感と
備えの重要性への認識がいっそう高まったように感じられます。ただ、学
校で授業として行われる防災教育は避難訓練だけに偏りがちで、いざとい
う時にコミュニティの人々と一緒に避難するための情報共有が不足してい
る等、学校での防災教育の課題が見られる、というのが、視察に同行され
た兵庫県教育委員会の率直な意見でした。この視察で明らかになったフィ
リピンでの学校防災教育の課題に、SEEDS Asia は兵庫県教育委員会と現
地教育省と協力して取組んで参ります。

The Great East Japan Earthquake
A local performing arts drama performed in
Kesennuma

On 6th December 2014, a local performing arts drama was
Jonan Junior High School: Making Community
Recovery Board Game
In Jonan Junior High School in Kesennuma, students got
involved in making their original “Community Recovery
Board Game” , which is “Sugoroku” styled, a Japanese
traditional board game. This activity was implemented
as a part of the integrated study with the theme of ideal
and reality in recovery of their community, and they spent
about three months from September to November 2014 to
complete the game.
To draw people’ s real experiences about recovery from the
disaster, a leader of neighborhood association in the school
area and members of a local NPO, “Volunteer Station in
Kesennuma” were invited as guest lecturers. SEEDS Asia
played as a coordinator in the class.
It has been about three years since temporary housing was
built in the school playground and affected people started
to reside. In the discussion on the ideal image of their
community, students expressed their frank opinions, such
as “a community with a park where kids can play.” or “No
one calls our community as the affected area anymore.”
The completed board game is filled with students’ thoughts
who will lead the future of Kesennuma.

The troupe consists of townsfolk in Karakura region, and
SEEDS Asia cooperated in producing the script. This is the
second drama for the troupe members who have wished to
become a driving force of the recovery in the community
after the tsunami. The drama was titled “Umi no Kodo” (An
ancient road in the ocean).
The story was created and performed under the theme
of the 1300-year history remained in Karakuwa and the
performance brought laughter and tears to the audience.
The male performers are all engaged in fishery in real life.
The oldest member is 81 years old, and the average age
is 75 years old. They had struggled with a lot of lines to
remember before the opening. In the drama, a traditional
fishing method called “skipjack pole and line” was
demonstrated by the performer, which even townsfolk don’
t know about very well. Also, “Ezo” , the north Japan were
introduced along with its history. The performers drew
considerable applause from the audience.

As requested by Mr. Usui, the Chief of Kesennuma
Observation and Monitoring of DRR at Model Schools
Chuo Union for Neighborhood Associations, SEEDS
Asia coordinated a workshop of “Building Community
after Rebuilding Housing” . In the workshop, Mr. Teruo
Honma, an advisor of social welfare for recovery of Miyagi
Prefectural Council of Social Welfare was invited as a
lecturer.
In October 2014, DRR classes started at 6 model schools –
3 primary schools in northern coastal area and 3 secondary
schools in southern coastal area. These schools conducted
24 DRR classes as extra-curricular program　in this
semester ※ 1　in the 1st year of the project.
Kesennuma Chuo Union for Neighborhood Associations
consists of 66 neighborhood associations and takes the
central role in community activities in Kesennuma, where
11 of new disaster recovery public housings are scheduled
to be completed near future. In Kesennuma with aging
and declining of population, leaders of neighborhood
associations are facing a vexing issue of how they should
watch the process of recovery and development in each
community. For instance, one of public disaster recovery
housings which is located in front of Kesennuma Station

Not only principals and vice principals, but also teachers
and students were so enthusiastic in DRR activities, and
classes were well prepared and organized. Based on their
knowledge and experience in each local area, teachers
tried to develop educational materials. Their practical DRR
lessons helped students’ better understandings in spite
of limitation of the time and power shortage. Students
actively got involved in group discussion and presentation
in the classroom, and enjoyed practical outdoor trainings
such as "Firefighting” and “Sandbag making” . To observe
the trainings, parents seemed to be satisfied with DRR
activities, and some of them also participated in the
program together with their children.
“I was worried about how I should get involved in the new

grateful that I can join this workshop.” said one leader from
Furumachi District No.3. Mr. Honma, a lecturer encouraged
the leaders and residents in Kesennuma and said, “I have
seen workshops in other planned construction sites of
public housing, but I am impressed that such many people
participated in the workshop and engaged in this issue as
whole Kesennuma. I really respect their attitudes.”
A parent gave a comment as follows; “The DRR program
is useful for　parents　as well as children. I hope this
program will be sustainable” .
The 1st year of this project in Quang nam was completed
on 11th December, 2014. Through the utilization of the
lessons and experience gained by the project, further
development of DRR classes is expected in the 2nd year of
the project.

For the 2nd year, CBDRM activities through cooperation
with school DRR activities is scheduled to be carried out to
create a synergy effect. Specifically, the 2nd year project
contains a DRR camp and a drama-making on DRR,
collaborating with school teachers and Youth Union and
Woman’ s Union. Also, these outcomes will be widelyshared through a DRR workshop targeting 8 provinces of
the central Vietnam and a study visit program to Japan for
the Vietnamese government officials.

"Project for Capacity Building on DRR in
Disaster Risk Area" supported by JICA
DRR Training by Mobile Knowledge Resource centre
【in Myaunmya township, Ayeyarwady】
As a part of JICA supported project for “Capacity Building
on Disaster Risk Reduction (DRR) in Disaster Risk Area” ,
MKRC: Mobile Knowledge Resource Centre visited
Myaungmya Township from 17th to 22nd of November in
order to conduct DRR training to schools and communities
in the township.
The session for Training of Trainers (ToT) received 20
teachers from four schools and 12 community members
from Township Disaster Management /Preparedness
Committee (TDM/PC). Following the ToT session, 21
teachers (20 among this joined the ToT) conducted DRR
training to students in their respective schools and 197
students and 21 community members received the training.
Myaunmya Township is located in Ayeyarwady delta area
which is facing a risk of floods and cyclones, however,
relatively far from coastal line compared to the other
townships, This results in low priority of DRR education
program by the other agencies. Therefore, teachers
shared the joy of learning that they could learn about basic
concept of DRR and how to response. Furthermore, the
TDM/PC members were giving much effort to discuss to
draw the map of hazards, vulnerability and capacity even
after all other teachers left the session venue.
Discussion on DRR Activity Centre (DRRAC)
【Labutta Township (central area and village at coastal,
and Let Khoke Khone village in Kungyangon Township】
During the project supported by JICA, totally six DRR
Activity centers (DRRAC) were planned to be established.
Among all, one as model in Kungyangon Township firstly
opened DRRAC which was reported in the previous
newsletter. Now another new one for central area in
Labutta Township, a village at coastal line in the same
township, and Let Khoke Khone Village in Kungyangon
Township are under the process of establishment.
In Labutta Township, “DRR Leaders” who contribute for
the establishment of DRRAC are selected among members
of the Township Disaster Management /Preparedness
Committee and School Disaster Management Committee.
On 7th November, the DRR leaders discussed on hazard
risks and required capacity for the each stage in disaster
management (response stage, rehabilitation stage,
mitigation Stage and preparedness Stage).
On 12th November, in Let Khoke Khone Vilage, 27 DRR
leaders for the DRRAC in the village were selected by the
village members. Their discussion on disaster risks in the
community and how to establish DRRAC is ongoing.

exhibited our hazard-posters and DRR learning tool kit in
collaboration with Sompo Japan Nipponkoa Insurance Inc..
Visitors reached almost 2,000 people in the two days. Here,
we would like to express our appreciation to Nipponkoa
Insurance Inc., for offering their kind collaboration and
cooperation.
Also on 16th December, International Development Field
Camp: IDFC organized a seminar, and Ms. Mitsuko Shikada,
Country Representative of SEEDS Asia Myanmar Office
had a talk session at Jubilee Hall in Yangon University. The
result of the session was shared in the Facebook page of

Through this new project in the Philippines, SEEDS Asia
aims at a sustainable promotion of DRR education in
cooperation with the Philippines’ Department of Education
(DepEd) by establishing a training system for teachers at
the educational administration and developing effective
DRR education models at schools. In order to effectively
accomplish this goal, SEEDS Asia collaborates with Hyogo
Prefectural Board of Education (Hyogo BoE), who has
almost 20 year experience in practical and innovative
DRR education after the Great Hanshin Awaji Earthquake,
known as the Kobe Earthquake of 1995. It is one of the
unique features as well as the core of this project to share
Japan’ s knowledge and experiences with education-related
officials in the Philippines.
This project launched with organizing a DRR education
steering committee at the DepEd Region VII Office.
This committee will be in charge of decision making and
coordination with other administrative institutions such
as Office of Civil Defense (OCD) and Department of Social
Welfare and Development (DSWD). On 11th December, the
first steering committee was held and two experts from the
Hyogo BoE were invited in the meeting. There were about
20 attendees from the Philippines including the Regional
Director, the DRRM [Disaster Risk Reduction Management]
focal person and the members of relevant divisions of
DepEd Region VII. The department’ s division heads and
respective DRRM focal persons from 3 divisions, where in
later phases of the project will have DRR education models
schools, representatives of OCD and DSWD of Region VII
also attended this meeting.
The experts from Hyogo gave a presentation about Hyogo’
s practices on DRR education of almost 20 years and
emphasized the importance of cooperation between schools
and local communities, effectiveness of experiential learning
for both students and teachers, developing youths who will
take initiative in occurrence of disasters, and so on. Those
topics are unique to Hyogo’ s experience and stimulated
the interest of the attendees, therefore facilitated the Q&A
session that resulted in a shared vision about the project as
well.

SEEDS Asia also had distributed posters and booklets
about DRR tips with the fund of Japan Platform last April.
On this observation, the division head of Danao City said
“Those posters and booklets were very effective in terms
of drawing attention from children and raising awareness
about DRR. Can we request more copies of those?”
Observation of the project sites with Hyogo BoE
The next day, on 12th December, the DRRM focal persons
of DepEd Region VII, the experts from Hyogo and members
of SEEDS Asia conducted an observation to schools in
Danao City, Bogo City and Daanbantayan Municipality in
the northern part of Cebu.
At schools, the experts took a look at the classes and asked
the school officials/teachers about their practices regarding
DRRM. There were destroyed school buildings yet to be
repaired, as the areas were affected by Typhoon Haiyan
(namely Yolanda in the Philippines) last November 2013.
They also had a chance to hear about the situation of when
Typhoon Hagupit (namely Ruby in the Philippines) had
been expected to hit the same area just before they arrived
in the Philippines, that the evacuation of local people was
successfully completed before the typhoon landed. Directly
seeing the situation of the typhoon-affected areas and
listening to the people’ s stories became a great chance for
the experts as well as the officials/teachers to recognize
the importance and agendas of their DRR education.
SEEDS Asia, funded by Japan Platform, had distributed
learning kits to school children in Bogo City and
Daanbantayan Municipality after Typhoon Yolanda in
February. This time, a revisit to one of the beneficiaries
from the previous project was realized. La Paz Elementary
School in Bogo City, though its temporary classrooms (tents)
remained in its schoolyard, had new classrooms and the
schoolchildren were actively participating in classes. Many
of the students had kept the kits which SEEDS Asia had
distributed earlier this year.

Typhoon Yolanda caused not only devastating destructions,
but also children’ s and educational officials’ awareness
of risks of disasters and the importance of preparedness.
However, DRR education at schools tends to remain
evacuation drills and may not necessarily involve people
from the local communities. “These are the agendas that
still need to be worked on” , one of the experts from
Hyogo said, and SEEDS Asia will be collaborating with the
DepEd of the Philippines and Hyogo BoE, for a further
improvement of DRR education in the Philippines.

Unique short film festival on earthquake celebrated for
the first time
A short film festival on earthquake was celebrated for the
first time in the capital for making mass people aware
about earthquake preparedness through the language
of film. Considering the past earthquakes hit the country
on a 100-150 years cycle, most of the people have never
experienced an earthquake. Therefore it is important to
aware people to get prepared.
This type of short film festival is a first-ever event in
Bangladesh. The top 10 films were screened at Public
Library Auditorium out of 20 films taken mostly by youth.
Some stories were based on their daily lives and some
were rather artistic.
As the festival was well accepted by the general public, we
are planning to expand the film show.

How do you do, I'm Nakaya living in the Philippines.
I'm in charge of the project in the Philippines from
this January. I'll take charge of Disaster risk reduction
system and disaster risk reduction education project in
cooperation with MAKATI city in the Philippines funding
by the Ministory of Foreign Affairs of Japan.
I worked in production activities of Japanese company
so far, but it’ s my honor to be able to participate in
activity of SEEDS Asia this time I have been living in the
Philippines for almost 10 years, but I couldn't contribute
to the Philippines country until Today.
I'd like to work for Philippines people. So I'll try my best.
