The Health Sector has prioritized trauma and reproductive health as the main issues that require urgent
attention. For a sector envelope of USD 2,500,000; six projects have been funded under the HPF.
The Health projects funded are aimed at improving the capacity of selected hospitals to provide obstetric
and neonatal care, major and minor surgeries, emergency services, laboratory tests, X-ray services,
medications and follow-up services through provision of necessary equipment and trainings for health
staff.
Through these projects, 56,046 beneficiaries will have direct access to the abovementioned medical
services free of charge.
EMERGENCY SHELTER AND NON-FOOD ITEMS (NFI)

136,620 beneficiaries
Emergency Shelter and NFI have been allocated USD 1,200,000 each, totaling USD 2,400,000. As per
the allocation paper, while non-food items prioritize contingency stock piling and warehousing capacity to
rapidly respond to emergencies, emergency shelter priorities focus on winterization of shelter and stock
piling of contingency stocks of tents.
Three projects have been funded by the HPF, addressing the above mentioned sector-specific priorities,
for a total amount of USD 2,390,000. Through these projects, sector partners will establish a contingency
stock of Shelter and essential NFI household (HH) kits initially for 6,500 HH and tents for additional 1500
HH in order for the Shelter/NFI Working Group (WG) partners to be able to respond rapidly to urgent
humanitarian needs of the internally displaced persons (IDPs) and other populations. The projects are
also aimed at improving the existing shelter solutions and distributing winterization kits comprised of
plastic sheets, hats, gloves, blankets, fasteners and tape.
A total of 136,620 beneficiaries are planned to benefit from these projects directly.

FOOD SECURITY AND LIVELIHOOD (FSL)

Insecurity and conflict in Syria has seriously compromised food security resulting in limited access to
food. While a large number of humanitarian partners are engaged in food assistance, large gaps exist in
addressing reduced agricultural production and decreased capacity of rural farming populations to
generate income and access food.
In order to address these critical gaps, HPF funded USD 2,100,000 for six projects. These projects are in
line with the priorities defined by the FSL sector for the first call for proposals, namely, the provision of
livelihood farming inputs, livestock interventions and rehabilitation of irrigation systems and infrastructure.
Through FSL projects, NGO partners and UN agencies will provide farmers in Northern Syria with farming
inputs to produce products important both commercially for the producers and as staples for consumption
by the community. A total of 1,235 hectare of land will be planted with vegetables and wheat, and, at
least, 97,500 small ruminants (sheep and goats) will receive veterinary services and feed integration
minerals. In addition, cash for work for irrigation channels will help support local economy and increase
the resilience of communities.
The total number of direct beneficiaries for these projects is nearly 36,000 and the number of indirect
beneficiaries is 800,000.
WATER, SANITATION AND HYGIENE (WASH)

The WASH Sector has prioritized support to the drainage systems in camps and other areas ahead of the
winter as well as operation and maintenance of water systems. For a sector envelope of USD 800,000,
four projects have been funder under the HPF.
Through these projects, a total number of 232,552 direct beneficiaries will be provided with sustainable,
safe and clean water through new wells and rehabilitation of the existing water stations in selected
locations, especially where safe and clean water sources are scarce due to increasing IDP population.
CAMP COORDINATION AND CAMP MANAGEMENT (CCCM)

The existing IDP caseload and continuing displacement of people due to insecurity places a lot of
pressure on the existing settlements. With the winter season approaching there is an urgent need to
provide additional shelter and rehabilitate existing ones, distribute shelter winterization material, support
drainage systems and ensure basic maintenance of sites.
Under the HPF funding priority, ‘winterization related activities to protect vulnerable population from harsh
weather conditions’, one project has been funded for USD 399,741, which is aimed at improving the living
conditions of IDPS in selected informal settlements to enable IDPs to cope with the harsh weather
conditions.
The purpose of the project is to improve road conditions and the access to the 3 areas identified, conduct
drainage activities to improve living and hygiene conditions for IDPs, and provide trainings on fire safety
and fire response in the informal settlements. A total of 24,000 IDPs, nearly 4,000 households, will be the
direct beneficiaries of the activities implemented.

EDUCATION

The Education Sector prioritized winterization of schools under the first allocation of the HPF.
The two Education projects funded are aimed at improving the educational environment in the selected
camps and locations through rehabilitation of the existing schools, providing new educational spaces and
provision of school materials and fuel for heating for a total of 8,819 students (boys and girls aged
between 5 and 18) as direct beneficiaries.
PROTECTION

The Protection sector prioritized child protection and Gender-Based Violence (GBV) activities to mitigate
the consequences of the conflict and create protective environments that foster resilience in communities.
The two Protection projects funded are aimed at providing psychosocial support for vulnerable children to
equip them with better coping strategies, and creating Physical Safe Spaces (PSS) for women and
children, who have been subjected to violence or otherwise affected by the conflict, as well as providing
professional development opportunities for women through trainings.
A total of 12,875 beneficiaries will directly benefit from the activities implemented.
