Background
y According to Article 4 of UNFCCC, all Parties shall periodically update, publish
and make available to COP, in accordance with Article 12, national inventories of
anthropogenic emissions by sources and removal by sinks of all GHGs not
controlled by the Montreal protocol
y According to Decision 2/CP.17, non-Annex I Paties shall submit a BUR every two
year either as a summary of parts of their NC in the year in which the NC is
submitted or as a stand-alone update report
y GHG inventory results are necessary for
{ developing NCs, BURs as well as baseline scenario
{ serving as a basis for iNDC research with mitigation targets
y Viet Nam:
{ Completing INC and submit to UNFCCC at COP9 in Milan, Italy 2003 with
GHG inventory for base year 1994
{ Completing SNC and submit to UNFCCC at COP 16 in Cancun, Mexico 2010
with GHG inventory for base year 2000

Main activities of Project
Develop the national system
„ Assess the current capacity of the existing system for preparing national GHG
inventories.
„ Prepare a roadmap for improving the national system for GHG inventory preparation.
„ Draft and improve a manual for institutional arrangement for preparing national GHG
inventories.
Enhance the technical capacity to prepare GHG inventories
„ Collect necessary data, organize the data into a database format, and prepare the
national GHG inventory for 2005 and 2010.
„ Conduct workshops on preparation and methodological study on accuracy and
reliability of national GHG inventories.
„ Draft an inventory report including the results, the methods/data used, and
improvements.
Enhance the capacity to improve the GHG inventories
„ Conduct workshops on the improvement of the GHG inventories.
„ Analyze and identify categories which should be given priority in the improvement.
„ Draft and improve a national GHG inventory improvement plan.

National Greenhouse Gas Inventories

IPCC Good Practice Guidance and Uncertainty Management in National
Greenhouse Gas Inventories (GPG-2000)

IPCC Good Practice Guidance for Land Use, Land-Use Change and Forestry
(GPG-2003)
y GHG inventory was estimated using national statistics data and data
provided by government institutions, agencies, companies, etc.

Total national GHG emissions and removals in 2010
„ In 2010, total GHG emissions in Vietnam were 246.8 Million tons CO2
eq. with LULUCF and 266.0 Million tons CO2 eq. without LULUCF.
„ The energy sector emits the most GHG emissions, 53.1% of total
emissions (w/o LULUCF), followed by the agriculture sector (33.2%).

Integrate 2010 GHG inventory into BUR 1
y The 2010 GHG inventory result has been
used in Chapter 2 of BUR 1 on National GHG
Inventory following the UNFCCC guideline of
reporting
y The 2010 GHG inventory results have been
approved by Ministerial Scientific Committee
after reviewing and commenting. It then were
integrated into BUR 1
y According to Decision 8968/VPCP-QHQT
dated 10 November 2014, the Government of
Viet Nam has agreed to submit BUR 1 to
UNFCCC.

Next steps
y Continue with QA/QC plan in 2015
y Continue research on developing the national GHG inventory
system. It is expected that during the period of 2015-2016,
MONRE will report the Government regard to issuance of
Decision on national GHG inventory system with involvement of
related Ministries in a centralized model
y Prepare

GHG inventory with base year 2012 in 2015 for BUR2 (2016)
{
GHG inventory with base year 2014 for TNC Project (2018).

Conclusions
y The Project has achieved its objectives, providing Vietnam with
foundation to prepare inventory continuously.
y Result of 2010 GHG inventory has been used for BUR 1
y The proposal of Project on developing national GHG inventory
system will be continued in order to establish a system in Viet
Nam to serve as a basis for periodical inventories in general and
BUR 2 as well as TNC in particular.
