Procurement will be conducted through open competitive bidding procedures in accordance with
R.A. 9184 and its Revised Implementing Rules and Regulations and applicable DPWH Department
Orders/Memoranda.
To bid for this contract, a contractor must download the bid documents or secure at the Office of
the BAC Chairman and pay the non-refundable amount stated above for the bid documents at the cashier
of any DPWH Office on or before the deadline and must meet the following major criteria: (a) prior
registration with DPWH, (b) Filipino citizen or 75% Filipino-owned partnership, corporation, cooperative,
or joint venture, (c) with PCAB license applicable to the type and cost of this contract, (d) completion of a
similar contract costing at least 50% of ABC within a period of 10 years, (e) Net Financial Contracting
Capacity at least equal to ABC. The BAC will use non-discretionary pass/fail criteria in the eligibility check
and preliminary examination of bids.
Unregistered contractors, however, shall submit their applications for registration to the DPWHPOCW Central Office before the deadline of the receipt of payment for bid documents. The DPWH-POCW
Central Office will only process contractors’ applications for registration with complete requirements and
issue the Contractor’s Certificate of Registration (CRC). Registration Forms may be downloaded at the
DPWH website www.dpwh.gov.ph.
The significant times and deadlines of procurements activities are shown below:

Prospective bidders shall present their ORIGINAL OFFICIAL RECEIPT OF PAYMENT for Bid
Documents (project specific) to the BAC Secretariat of this Office before the deadline stated above for
inclusion in the list of contractors for eligibility processing. Only the Owner or Authorized
Representatives included in the CRC will be allowed to transact business relative to bidding maters per
D.O. 197 series of 2001. Hence, prospective bidders are required to present their ORIGINAL
CONTRACTORS REGISTRATION CERTIFICATE (CRC) or a photocopy duly authenticated by the
Procurement Office of the DPWH Central Office and government issued Identification Cards for
validation.
All Bids must be accompanied by a Bid Security in the form with the following schedule:

Bid Securing Declaration that is an undertaking which states, among others, that the bidder shall enter into
contract with the procuring entity and furnish the required performance security within ten (10) calendar days, or
less, as indicated in the Bidding Documents, from receipt of the Notice of Award, and committing to pay the
corresponding fine and be suspended for a period of time from being qualified to participate in any government
procurement activity in the event it violates any of the conditions stated therein as required in the guidelines
issued by the GPPB.
Prospective bidders shall submit their duly accomplished forms as specified in the BD’s in two (2)
separate sealed bid envelopes to the BAC Chairman. The first envelope shall contain the technical
component of the bid, which shall include a copy of the CRC. The second envelope shall contain the
financial component of the bid. The Technical and Financial Documents must be paginated,
bounded, and tabmarked and Documentary Stamp is required on all documents with Notary
Public and properly sealed. All Bidders are invited to attend the Pre-Bid Conference as scheduled for
further instructions. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the
bid evaluation and post-qualification.
