the cut-off score of 40, then the Bank at its sole
discretion, may qualify maximum three (total) Bidders
on the basis of the top three scores (but not less than
30 marks)." This will compromise with the quality of the
bid as it contradicts the Point 1 which says- "The
technical proposals only will be subjected for evaluation
at this stage. The Bidders scoring less than 40 marks
(cut-off score) out of 60 marks in the technical
evaluation shall not be shortlisted for next stage of
Commercial Bid evaluation process." in the same
clause. So we suggest to keep Point 1 as the sole
criteria for selection of technically eligible ASP.
"Functional and Technical
Requirement of the State and
Central Co-operative Banks of
Jharkhand State." is given score of 10 out of 60. This is
just around 17% weightage given to the technical
capabilities of any ASP. We have always
observed that the tech & functional features carries
>50% of weightage of the total technical
evaluation score in any RFP. So we suggest that please
increase the weightage of the point 3 to 35+ which will
provide you with rich functional &
technical features required in payment systems for the
bank to run smooth operations in terms of switching &
card management today & also in near future with the
proliferations of various channels
being utilized today for payments.
"The ASP should provide the reconciliation system for
the 4 way reconciliation of the transaction". Generally 3
way reconciliation i.e. Host-to-Host, NFS & ATM pertains
to Switch. The CBR report is provided by the CIT. Kindly
elaborate the statement about 4 way recon.

We request JSCB to increase the number of ATM/CD
form 100 to 300 because as per RBI Guidelines at least
one ATM per branch (Onsite-ATM) should be installed
which is going to be the future scope of work. So, to get
the quality vendors, the bidder should have the current
capacity of minimum three time of managing the ATM
network.
As per current scenario of Switching Industry in India,
as most of the ASP vendors such as Sarvatra
Technologies, AGS Transit Technologies, C-Edge
Technologies, Tata Payment Solution, Prizim
Technologies etc., that are certified by the NPCI are not
the owner of ATM Switch and the owner of IPR. So, for
the healthy competition we request to the JSCB to
modify the eligibility criteria as following:
“The bidder should own ATM Switch License(s) / should
have authorization from the application service provider
/ IPR owner for offering ATM Switching and Driving on
hosted platform.”
Being a company focused purely in the “Switching
Business”, for rural banks (such as DCCs, SCBs, UCBs
and RRBs, we have undertaken huge investments in
infrastructure and people in the switching business. The
market for rural switching business has only opened
since 2012-13, thus it is very difficult for an
organization to meet the criteria of turnover of Rest.
Ten crores. This, despite being the Largest Switching
Services Provider and 1st recognized ASP by NPCI, on
the NFS Sub-Membership Model of NPCI with over 170
Customers. Hence, we sincerely request JSCB to reduce
the benchmark criteria of turnover of Rs. Ten crores to
Rs. Five crores, so that we can also participate in this
bid.

We would like to inform to the JSCB that as per current
scenario of Banking Sector in India, almost 1,67,000/ATMs/CDs are installed. So, to get quality vendor. The
OEM must have 6-7 % installation base in India. So we
request the JSCB to kindly increase the quantity from
1,000 to 10,000 ATMs/CDs.
The words ‘Co-operative Bank” can be miss- interpreted
as an Urban Co-operative (which May be of Single
Branch). We request JSCB to modify the eligibility
criteria as State co-operative Bank because the JSCB as
it itself is a State Co-operative Bank.

Public Sector Banks/ Private Sector Banks/ State Cooperative Banks in India.”
We would want to inform to the JSCB that in ATM
Industry only financially strong company can support
the bank in all spheres. Considering this fact we request

bidder/ATM OEM should have a turnover of at least
Rs.50 Crores each year of last three financial years

more experienced vendor in the ATM Site preparation.
Kindly increase the number of 100 ATM Sites to 3000
ATM Sites. This may help you in better service because
of vast experience considering the scope of work in
