The GLC Disaster Response and Relief Network (“GDRRN”), officially in place since 4 November 2014, was activated on 19 December 2014 to provide aid and assistance to flood victims. The GDRRN was established to coordinate emergency disaster relief and recovery efforts by GLICs and GLCs (also known also as the G201) under the Putrajaya Committee on GLC High Performance (“PCG”), which is chaired by Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak. It leverages on the G20’s expertise, assets, and human capital to complement the disaster response of the Malaysian Government, in collaboration with civil society organisations. The relief efforts currently being undertaken include volunteer relief work and the provision of financial and material aid to assist flood victims in various evacuation centres in Kelantan, Terengganu, Pahang and Perak. Thus far, aid has been delivered to 10,000 families in Kelantan and Terengganu, with close to 100 volunteers from four companies deployed. GLICs and GLCs that are contributing through the GDRRN are UEM Group Berhad (“UEM”), Telekom Malaysia Berhad (“TM”), CIMB Group Berhad (“CIMB”), Malayan Banking Berhad (“Maybank”), Malaysian Airline System Berhad (“MAS”), Malaysian Resources Corporation Berhad (“MRCB”), Malaysia Airports Holdings Berhad (“MAHB”), Chemical Company of Malaysia Berhad (“CCM”), Malaysia Building Society Berhad (“MBSB”), Sime Darby Berhad (“Sime Darby”), Affin Holdings Berhad (“Affin”), PLUS Malaysia Berhad (“PLUS”), Lembaga Tabung Angkatan Tentera (“LTAT”), and Khazanah Nasional Berhad (“Khazanah”). The efforts through the GDRRN are over and above, and complementary to, the disaster relief efforts being undertaken by GLCs who have announced their respective contributions, including Sime Darby, Tenaga Nasional Berhad, Maybank, CIMB, and MAS subsidiary Firefly Sdn Bhd. I. Volunteer relief efforts GDRRN teams comprising volunteers from various GLICs and GLCs were deployed to Kelantan from December 19 to assist in the distribution of food and hygiene kits to flood victims in Rantau Panjang, Pasir Mas and Tanah Merah. 1 The G20 is a selection of large GLCs controlled by GLICs under the GLC Transformation Programme overseen by the PCG. The group originally comprised 20 GLCs. Material aid and logistics Leveraging on the G20 network, GLICs and GLCs have distributed hygiene kits, food, blankets, and drinking water to affected victims. They have also provided warehousing and various logistics such as helicopter services, and aircraft cargo and passenger transport to help in the distribution of aid and assistance. Details of the contributions are as follows: Hygiene kits and food – Maybank, CIMB, Sime Darby, UEM, MAHB and MBSB Cleaning kits – CCM Blankets – CIMB and UEM Drinking water – CIMB, Maybank, UEM and TM Warehouse facility – MRCB Logistics – Affin /LTAT Cargo space and passenger flights – MAS Helicopters – PLUS III. Further efforts The overall flood situation continues to worsen with the number of displaced victims continuing to rise. In view of the serious situation, GLICs and GLCs are working closely through various stakeholders, including the National Security Council (“NSC”) and other agencies and organisations to intensify disaster relief efforts. This includes delivering more supplies, making available necessary logistics support, deploying more volunteers for the current relief effort and post-disaster recovery and rehabilitation work, as well as increased allocation of funds. Khazanah in its own capacity and as the Secretariat of the PCG has also doubled its allocation in 2014 for flood relief, recovery and reconstruction to RM20 million. Khazanah is also contributing through its Khazanah Volunteer Network, as well as through collaboration with NSC, MERCY Malaysia and Yayasan Sukarelawan Siswa. In 2013, Khazanah allocated RM10 million to flood relief and on-going reconstruction works. The PCG would like to call upon all GLICs and GLCs, their staff and associates, and all Malaysians who are able to contribute to step forward and come to the aid of the flood victims in their hour of need. The PCG was formed in January 2005 as a steering committee for the programme and drives the transformation of GLCs into high-performing entities. PCG is currently chaired by the Prime Minister and consists of representatives from the Minister of Finance Incorporated and the Prime Minister’s Office as well as participation from the heads of the Government-Linked Investment Companies (“GLIC”) namely Employees Provident Fund, Khazanah Nasional Berhad, Lembaga Tabung Angkatan Tentera, Lembaga Tabung Haji and Permodalan Nasional Berhad.
