Deputy Director and Chief Procurement Officer (CPO) The New Orleans Aviation Board (NOAB) oversees the operation of the Louis Armstrong New Orleans International Airport and the Downtown Heliport as an unattached board of the City of New Orleans. The nine member board is appointed by the Mayor of New Orleans. Armstrong International serves over 9 million passengers annually with 12 airlines to 43 non-stop destinations. NOAB has annual revenues of $113 Million and has a $1 Billon Capital Improvement Program underway, including the construction of a new 30-gate terminal facility. General Summary: Works under the direction of the Director of Aviation and plans, organizes and directs the purchasing and procurement functions of the New Orleans Aviation Board (NOAB). The Chief Procurement Officer will oversee the administration of all goods and services contracts and manage purchasing at NOAB. Responsibilities: Direct oversight and responsibility for the following Airport Departments: Procurement, Disadvantaged Business Enterprise (DBE), Accounts Receivables, and Warehouse. Provides leadership, on a matrix basis, to staff in various Airport Departments and Divisions associated with the procurement process. Develops and responsible for policies to optimize the overall procurement process for services, materials, supplies and equipment at the Airport. Establishes clear and measurable goals that challenge procurement to continually improve; use financial and quantitative data to manage, direct and develop procurement process disciplines and management systems necessary to achieve objectives. Maintains standard operating procedure templates and checklists (e.g. Policy Procedures Manual – Procurement.) Serves as a liaison between the NOAB and the City of New Orleans Purchasing Department on procurement matters. Develops and issues Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and Requests for Bid (RFB). Follows all applicable procurement policies and procedures to ensure compliance with the Federal Aviation Administration and the City of New Orleans purchasing and procurement process and guidelines. Responsible for the tracking of approximately 160 contracts in solicitation, selection/bid award and post bid selection maintenance. Takes lead to promote minority participation programs and goals. Act as an integral part of the planning, design, and construction process to ensure that all applicable procurement criteria are met. Manages on-site inventories and warehouse operations, including preparation and execution of inventory and warehouse policies and procedures. Performs and manages NOAB asset inventory regularly. Directs the preparation and administration of the departmental budges for Procurement, DBE, Accounts Receivables, and Warehouse; plans, organizes, administers, and evaluates the activities of reporting department staff. Attends meetings of the NOAB Board and its committees and provides guidance on substantive and procedural procurement matters. Directs the preparation of periodic and special reports regarding departmental activities. Responsible for oversight of consultants and other service providers for the Departments reporting to this position. Responsible for performing such other tasks and functions as is requested by the Director of Aviation. Experience and Traits: Strong understanding of public sector procurement processes and administrative procedures in an airport environment is required. A Bachelor’s Degree in a business-related field or a law degree (No state licensure required) from an accredited college or university is required. A master’s degree in a business-related field is a plus. Knowledge of Federal Aviation Administration and federal procurement rules and procedures is required. Six (6) years of procurement related experience in public sector. Experience with procurement related activities with a U.S. airport is required. Skills in all procurement process disciplines including spend category/commodity management, negotiation, supplier selection, supplier value management, benefits capture, requisition to payment, and acquisition integration is preferred. Possession at least one of the following certifications; Certified Purchasing Manager (C.P.M.), Certified Professional in Supply Management (C.P.S.M.), Certified Professional Contracts Manager (C.P.C.M.), or Certified Public Purchasing Officer (C.P.P.O.) is preferred. Acquiring one of these certifications is required post selection (time duration is negotiable.) High degree of problem solving and decision-making ability. Exceptional interpersonal and communications skills, work well in a team environment, able to work in diverse environments and adhere to the highest ethical standards.
