e-TENDER NOTICE no. WBSEPS/06/DMS/Tableau 26.01.2015/2014-15
Department of Micro, Small and Medium Enterprises, Government of West Bengal will present a tableau
in the Republic Day Parade at Red Road, Kolkata on 26-01-2015. The theme of the Tableau of this
Department for this year will be Rural Craft Hub. For details on Rural Craft Hub Shri Siddhanjan Ray

West Bengal State Export Promotion Society on behalf of the Department of Micro, Small and Medium
Enterprises, Government of West Bengal invites, through e-tender, quotation of rates along with design
from agencies/firms/companies having at least three years past experience in presentation of such
tableau in Republic Day / Independence Day Parade arranged by Govt. of West Bengal.
Technical Bid
The tableaus are to be made as per the specifications, time schedule and terms and conditions
mentioned below;
A) The fabrication should be made as per following details.

Total Length of the projection should not exceed 48 feet.
Total Width of the projection should not exceed 12 feet.
Total Height of the projection should not exceed 14 feet.
Total Weight of the projection should not exceed 8 tons.
B) Dummy vehicle should be provided (departments’ name should be prominently shown) in the
rehearsal parades for a maximum period of 5 days and ensure that the driver remains the same
throughout the parade. In addition to it, on the day of final rehearsal, the complete tableau should be
presented. The dates will be communicated later.
C) No static performance will be allowed. The design of the tableau should be duly approved by the
departmental authority and if necessary, from the Chief Minister’s Office also.
D) I&CA department will provide basic infrastructure like electrical connections, shed etc. for making the
tableau at Plassey Gate Road, Kolkata.
E) Full payment will be made on satisfactory and successful presentation of the tableau during the

rehearsal period and on 26 January, 2015.
F) Selection will be done on the basis of experience, design to be submitted along with the technical bid.
EARNEST MONEY: Rs.10000=00 by Demand Draft/ Pay order in favour of West Bengal State Export
Promotion Society payable at Kolkata. The Earnest Money deposit of the unsuccessful bidders will be
refunded after 15 days of the financial bid opening. The Earnest Money deposit of the successful bidder
will be converted into Security deposit and will be refunded after 2 months.

Instruction for tenderers / bidders.

Bidders should have Digital Signature Certificate (D.S.C.). Bidders who have no DSC, they may
apply for it for on line e-tendering in the prescribed form for centralized e-tendering at the website
[http://nicca.nic.in] or they may contact with NIC office.
In the event of e-filing, intending bidder may download the tender documents, terms & conditions etc.
from the website [http://etender.wb.nic.in] directly with the help of Digital Signature Certificate. Necessary
cost of tender (tender fees) and the earnest money may be remitted through demand draft / pay order
issued from any nationalized bank in favour of the “West Bengal State Export Promotion Society” payable
at Kolkata and also documents through e-filling. The original receipt of tender fees, earnest money should
be submitted physically to the office of the West Bengal State Export Promotion Society at “Oswal

Chamber”, 2, Church Lane (4 floor, Room No. 401), Kolkata – 700 001 under sealed cover as specified
in the time schedule.
Both “Technical Bid” and “Financial Bid” are to be submitted concurrently duly digital signed in the
website http://wbtenders.gov.in.
The Technical Bid and Financial Bid should be submitted on line on or before 31-12 -2014 up to 2.00 p.m.
The Financial offer of the prospective bidder will be considered only if the Technical Documents of the
bidder found qualified by the tender committee of this office or authorized nodal officer. The list of
Qualified bidders will be displayed both in the website and also in the Notice Board of this office of West
Bengal State Export Promotion Society on scheduled date and time.
The bidders who have been delisted by any Government Department shall not be eligible in any way for
submission of tender.
Technical Proposal:
The Technical proposal should contain scanned copies of the following in two covers (folders).
(a). Statutory Cover Containing the following documents:
 Copies of demand draft / pay order towards earnest money and tender application fees.
