Objectives
• Within the framework of policy for the development of
the NCR and UP sub-region and taking into
consideration the development pressures due to the
creation of NOIDA-GNIDA expressway and
proposed extension up to Agra (Taj Expressway) and
metro/rail connections to NOIDA, prepare a master
plan for the city’s development up to 2021 to achieve:
– Integrated development of NOIDA to accommodate
future growth of population up to the year 2021
– Capitalize on the area’s high growth potential due to its
proximity to the metropolitan city of Delhi and evolving
transport linkages
– Promote work opportunities and provide a conducive
environment for people to earn livelihood and enjoy
good quality of life.

Development Constraints
• Low lying area has been reclaimed for
development through construction of
embankments
• Total land availability is limited due to water
bodies
• Relatively inferior environment conditions;
poor drainage, threat of flooding, poor water
quality and sanitation
• Dependency on bridges due to river Yamuna
and Hindon on three sides.
Salient Features
• The city structure is primarily
determined by the alignment of the
Noida - Greater Noida expressway
• Visualizing the development potential
along the expressway and considering
Noida’s linkages to Delhi and Greater
Noida at either ends, institutional and
high end commercial uses have been
located on both sides of this major
transport artery

• Noida is fast emerging as destination for IT and biotech specific industries
• A shift in its industrial structure
• Special Economic Zone (SEZ) extending over an area
of 1,000 ha has been provided
• Export oriented industries and allied supports
• Provision of warehousing, inland container depot and
helipad
• Institutional support system such as banking, financial
institutions, information technology, modern rail-road
transportation, freight handling capacity – air, rail and
road

• Sector concept has been used to define the structure
of the city
• Intra-city Transport Network Hierarchy more clearly
defined
• Residential sectors at varying densities – 200 -600
ppha
• Sectors to be designed on the principle of integrated
socio-economic development
• Policy for Hawkers
• Policy for integrated planned development of villages
Salient Features
• For balanced growth and improved quality of
life, commercial ,educational, medical and
recreational facilities have been provided in a
hierarchical manner
• Recreational areas, besides serving as lung
spaces for the city, also provide an
opportunity to enhance the image of the city.
Concept of inter-connected green areas
interspersed with recreational parks and sport
complex has been incorporated
Salient Statistics
• Notified Area of Noida is stated to be 20,316 ha as
per the records of Noida Authority.
• Area of Noida falling within the boundaries
encompassed by the protective bunds is only 14,964
ha.
• Area proposed to be developed by the year 2021 is
13,842 ha.
• Remaining undeveloped area is 1,122 ha of which
1001 ha will be under agriculture and 121 ha will be
under canals or water bodies.
• Noida is estimated to have a population of 12 lakhs
by the year 2021.
• Developed Area Density of Population for 2021 is
87.00 persons per ha.

Major Changes while Finalizing
the Plan
• Special Economic Zone has been expanded
to cover 1,000 ha area as requested by the
Noida Authority
• The new rail track alignment as suggested by
the Authority has been incorporated.
• Necessary consequential changes in other
land use areas have also been shown
