& HUMAN RESOURCES
The Pan-African Parliament (PAP) was established as an organ of the African Union by the Protocol
to the Treaty Establishing the African Economic Community Relating to the Pan African Parliament
to provide a common platform for the full participation of the African peoples, the diaspora and the
grassroots organizations in discussions and decision-making on issues and challenges facing the
continent. In seeking to achieve its objectives, the Pan African Parliament intends to strengthen its
capacity to deliver by, among others, filling of the position of Head of Administration & Human
Resources.
The Pan African Parliament is therefore inviting applications from citizens of the African Union
member states with exceptional skills, competences and track records of capacity to deliver excellent
services in an international organizational setting.

Deputy Clerk in Administration, Finance and International
Relations
1. Main Duties and Responsibilities:
a. Provide strategic advice to the Deputy Clerk in Administration, Finance and International
Relations that contributes to the development of PAP policy direction, plans, programmes
and resource allocation.
b. Ensure PAP compliance with the requirements of the African Union Procurement
Manual
c. Formulate appropriate solutions to incorporate ICT and administrative service Matters
and ensure that the PAP uses ICT appropriately to provide streamlined cost effective
business processes and financial information systems.
d. Provide leadership in the development and application of appropriate Safety & Security
policies.
e. Within delegated authority, liaise, negotiate and coordinate with national authorities and
/or member governments with respect to administrative and logistical matters to enhance
understanding and endorsement of the PAP policies and objectives.

g. Act as the Human Resources advisor and strategic partner to the Deputy Clerk in
Administration, Finance and International Relations, in order to provide strategic and
technical advice on Human Resources matters as an important aspect of the overall
management of the PAP activities and operations.
h. Design, implement and continuously review an overarching Human Resources
management strategy, aligned with the PAP’s Vision and Strategic Plan and ensure that
the roles of individual employees are aligned accordingly.

Performing human resources functions related to organisational development, staff
recruitment, placement, planning, promotion, staff training and management
development, job classification, compensation and benefits, staff relations, performance
management and other areas of HR management;
j.
Planning for the provision and allocation of human resources to meet the Parliament’s
objectives;
k. Performing any other work as may be assigned by the President of Parliament or the
Clerk of Parliament.
2. Qualification and Experience:
At least a Master’s university degree in public administration, Human Resources management,
business management, or a related area and experience of 10 years of relevant experience in the
management of a large administration or HR department with at least 5 years at senior
management level with wide powers to develop programmes, prepare plans and budget, manage
Human and financial resources and take decisions.
3. Required Skills and Competences:
Successful candidate is expected to be creative and have ability to interact harmoniously and
effectively in a multi-cultural environment with colleagues from diverse disciplines,
perspectives, countries and cultures.
Demonstrate the ability to make objective decisions and resolve problems, exercising the
highest sense of responsibility in the handling of confidential and sensitive issues in a
reasonable and mature manner.
Good knowledge of the African Union system
High ethical standards, integrity and a deep sense of fairness are competences required of the
incumbents.
Good computer skills.
4. Tenure of Appointment:
The appointment will be made on an AU three-year (3) Regular Contract, of which the first year
will be considered a probationary period. Thereafter, the contract may be renewed for a period of
two years, subject to satisfactory performance.

5. Language requirement
Proficiency in one of the African Union working languages is required. Knowledge of other working
languages would be an added advantage.
6. Age requirement
Candidates must preferably be between 40 and 55 years old.

9. Remuneration:
An indicative basic salary of US$47,829.00 per annum plus other entitlements such as post
adjustment (57% of basic salary), housing allowance, and gratuity (15% of gross salary) among others
in conformity with the rules and procedures applicable to internationally recruited staff of the African
Union.
