DEPARTMENT OF THE TREASURY BUREAU OF THE FISCAL SERVICE WASHINGTON, DC 20227 NOTICE: Changes to ACH Benefit Payments from the Railroad Retirement Board (RRB) Effective September 25, 2014, the Department of the Treasury’s Bureau of the Fiscal Service will begin processing Railroad Retirement Board (RRB) benefit payments at its Kansas City Financial Center (KFC) under Disbursing Officer (DO) symbol 310. Currently, RRB payments are issued under the Philadelphia Financial Center DO symbol 303. Daily ACH payments for RRB will continue to be issued under Routing and Transit Number (RTN) 031736068. Monthly ACH payments for RRB will continue to be issued under RTN 031736071. The first monthly RRB payments affected by these changes will be dated October 1, 2014. Prior to this change, RRB payments were issued with a ‘3’ in the first position of the Company ID field, known as the Identification Code Designator (ICD). In accordance with NACHA® operating rules, starting with RRB ACH payments dated September 25, 2014, the ICD for RRB payments will use a ‘1’ or ‘9,’ followed by the appropriate Identification Number. A full description of the Company Identification field and use of the ICD can be found in the 2014 NACHA Operating Rules and Guidelines. These changes will result in modifications to the information included in certain fields within the ACH Company/Batch Header (“5”) record.
