Lister education is a high priority for Property Valuation and Review (PVR). Listers who take advantage of
educational opportunities will have a better understanding of their responsibilities as listers and will better
perform the duties of the office. Many towns and individuals have benefitted from classes developed and
presented by PVR and the following two organizations:
IAAO
The International Association of Assessing Officers is a nonprofit, educational and research association. It
is a professional membership organization of government assessment officials and others interested in the
administration of the property tax. The IAAO was founded in 1934, and now has a membership of more
than 7,000 members worldwide from governmental, business and academic communities.

VALA
The Vermont Assessors and Listers Association works to improve the standards of assessment practice
through education, provides a clearing house for the collection of information relating to assessment
practice, helps educate the tax-paying public and disseminates its ideas and opinions to the appropriate
policy-making bodies.

REGISTRATION: Registration is required for each class. The Lister Education Program Registration Form

Please make note of prerequisites and register accordingly.
 Recommended for newly elected listers or those who have been in office for up to three years: Lister
Training; Residential Data Collection; Statues and Rules in Property Assessment; IAAO 100; IAAO
101; IAAO 102 and IAAO 171.
 Recommended for listers in their second elected cycle or beyond: Advanced Lister Training; State Land
Appraisal; Statutes and Rules in Property Assessment; IAAO 112; IAAO 155; IAAO 171; IAAO 300;
IAAO 311 and IAAO 452.
In January 2013 PVR rolled out the Vermont Property Appraiser Certification Program for listers and
assessors. This voluntary program was created to encourage and recognize professionalism and
competency in being an ad valorem property appraiser. All of the classes contained in this program
schedule meet certification requirements for the program. More information on the VPACP is available at:

STATE PAYMENTS: The State of Vermont assists towns with education costs through payments to the
towns in August and February of each year. The August payment is specifically for PVR sponsored
education only and should be accounted for in listers’ budget each year. The February payment is for
anything related to maintaining the Grand List and can also be used for education.
TUITION ASSISTANCE: Both VALA and the IAAO have scholarship programs to assist in tuition
payments. More information can be found on their respective websites.

This two-day course provides a thorough overview of the job of listing. You will learn about the various
responsibilities of the office including lodging a grand list, downloading homestead declarations, and the obligations
of the office. Attention is given to schedules, exemptions, current use calculation and office administration.

This class is designed for listers who have had three or more years of experience in their office and have attended
New Lister Training. It covers the equalization study, along with a brief introduction to the various statistics within
the study, tracking the market, reappraisal requirements, and utility valuation.

Residential Data Collection

This four-day course is designed to train listers and others interested in the fine art of data collection and property
inspection, and covers the type of information a data collector needs to gather to complete the data collection sheet
in a manner that will generate a value using the MicroSolve CAMA program, as well as providing background for
other systems. Topics include grading factors, determining quality and condition, and the data collector’s role in
reappraisal. This course will be of interest to listers, assessors, appraisers and mass appraisal firms.

IAAO Offerings
All IAAO courses and workshops are developed under the guidance of the IAAO Education
Subcommittee as part of a curriculum on appraisal procedures and assessment administration offered
throughout the world. These are professional level courses taught by IAAO certified instructors. Please
read course descriptions carefully and make note of prerequisites and recommendations. Books may be

Understanding Real Property Appraisal is designed to provide the students with a basic understanding of the
procedures and techniques used within a mass appraisal office. This workshop introduces students to some of
the concepts involved in using two approaches to value: the cost approach and the sales comparison approach.
Understanding Real Property Appraisal utilizes lectures, classroom discussion, and homework problems to
emphasize the main concepts and procedures taught in the course. No exam.

The Income Approach to Valuation is designed to provide the students with an understanding and working
knowledge of the procedures and techniques required to estimate the market value of vacant or improved
properties by the income approach. The material covers real estate finance and investment, capitalization
methods and techniques, analysis of income and expenses to estimate operating income, selection of
capitalization rates and application of the approach. The course utilizes lectures, classroom discussion and
homework problems to emphasize the main concepts and procedures taught in the course.
Recommended: Course 101, Property Assessment Valuation (PAV) textbook (3rd edition)

Computer Assisted Mass Appraisal (CAMA) Courses
All Vermont towns’ use the New England Municipal Resource Center (NEMRC) Grand List program, and most
also utilize MicroSolve, a CAMA product that is supplied by NEMRC and uses the Marshall & Swift assessment
program. The demand for computer courses has increased considerably in the past few years, along with the
expectation of new learning environments.
