Commonwealth Games: Glasgow 2014
Athlete Selection Policy
Introduction
1 This selection policy has been agreed by Weightlifting Wales and Commonwealth
Games Council for Wales (CGCW). It provides detail on the process by which
Weightlifting Wales will arrive at its nominations for selection of athletes within the
Welsh Team in 2014, Glasgow 2014 which will be submitted to CGCW for
consideration.
2 In all cases, selection by Weightlifting Wales represents a nomination to CGCW for
ratification. The final decision in selection to the 2014 Games lies with CGCW.
Achievement of the selection criteria therefore represents eligibility for nomination,
not selection or even nomination.
3 Weightlifting Wales will nominate only those athletes that have qualified under both
the Wales Weightlifting Federation selection criteria stated below, and the CGCW
General Selection Criteria (available on the CGCW website) that should be read in
conjunction with this policy.
Selection Policy Aim
4 To select a team of athletes capable of competing with distinction at the 2014
Commonwealth Games, with the individuals and or the team having the ability to
achieve at least a top eight placing in the anticipated field.
Athlete Eligibility
5 The eligibility criteria of the Commonwealth Games Federation (CGF), Article 24,
must be met by all nominees, see Appendix 1.
6 Where prospective team members do not comply with the above they will only be
nominated for final selection if they receive prior dispensation from the
Commonwealth Games Federation (CGF).

Games Competition Format
Males: 8 Bodyweight categories with a maximum of 2 lifters per country in any one each
category (See categories below)
Females: 6 Bodyweight categories with a maximum of 2 lifters per country in any one
category (See categories below)
Selection criteria
7 The selection of nominees will take place from the 1st June 2013 to the 15th May
2014.
8 CGCW requires that lifters have the ability to finish in the top 8 or a minimum of a top
half placing, whichever is the higher standard. To demonstrate this, Weightlifting
Wales and CGCW have agreed the following criteria:

Sport consistency details
9 Lifters must also compete in a minimum of 1 WW/BWL sanctioned events(s)
between 1st November 2013 and 15th May 2014
10 Lifters must compete in the Welsh National Championships 2014. Unless previously
agreed by WW Performance Director.

Other Selection Factors for Consideration:
11 The following aspects will also be taken into account:
 Head to head results against higher ranked opposition in the Commonwealth.
 Where a lifter has clearly demonstrated their ability to meet the criteria before a
period of injury which has affected their world ranking/performance.
 Progression in training as measured by:
o Coach reports
o Documented progression in training/squads
 Attitude and Commitment
 Demonstrated ability to perform under pressure
 Potential to win a medal at the Games
 Depth of field and strength of competition in their event
 Competition results and consistency
 Potential to medal in Gold Coast 2018 based on projected trajectory
Lifters will also be asked to undertake health and fitness checks prior to nomination
to the CGCW or any period thereafter and prior to the Games.

Selection process
12 The Weightlifting Wales Selection Panel, as appointed by the Board of Directors, will
select athletes to be nominated to the CGCW, in accordance with the selection
criteria detailed above.
13 The qualifying period for Wales Weightlifting Federation will commence on 1st
January 2013 and end on 15th May 2014. The proposed list of nominees will be
submitted to CGCW before 16th May 2014.
14 Details of compulsory Games briefing/fitting session will be announced in Summer
2013.
15 CGCW will confirm the final team selections by 30th May 2014.
16 Final selection to the Games team is dependent on receipt of relevant information
required by CGCW such as the CGF Eligibility form and Team Member Agreement.
De-selection
17 Deselection from the list of athletes submitted to CGCW may occur as a result of:


Failure to meet the standard fitness testing protocols.
Failure to adhere to the athlete code of conduct or the Team Member agreement.
Appeals Process
Once the Weightlifting Wales nominations are made public any player not included in
the team has the right of appeal. Appeals against non-selection and de-selection will be

heard by the Weightlifting Wales Appeals Committee, in accordance with the Bye-Laws
and Rules of Weightlifting Wales.
18 An athlete not included for nomination may not appeal directly to the CGCW.
Appointment of Team Staff
19 The Team Manager appointed by CGCW in consultation Weightlifting Wales. The
final complement of Weightlifting team staff attending the Games will ultimately
depend upon team composition and will be determined by CGCW in consultation
with Weightlifting Wales.

Appendix 1
Eligibility and Conditions for Representation
Competitor eligibility and conditions for representing Wales shall be as outlined in the
Commonwealth Games Federation (CGF) Constitution and Regulations. This is as follows:
ARTICLE 24
Eligibility
1. As a condition of entry to compete in the Commonwealth Games, all
competitors must be citizens of the Commonwealth country that enters them and
must:
a
Not be currently under disqualification or suspension by the CGF, of
their respective affiliated CGA or International Federation or under the World Anti
Doping Code.
b
Comply with all the applicable rules and regulations of the CGF, their
respective International Federations and the World Anti Doping Code as may be
modified and applied by the Federation to ensure that the overriding principles of
the Commonwealth Games are observed; and
2 Subject to Article 24(3) where a competitor was born in a Commonwealth
Country that has common citizenship/passport with other Commonwealth
countries, the competitor may initially represent either the competitor’s
Commonwealth country of birth; or the Commonwealth country of birth of his or
her father or mother that shares such citizenship/passport.
3. After having represented one Commonwealth country a competitor may not
represent another country unless he or she receives the approval of the
Federation, the relevant IF and the affiliated CGAs of the two Commonwealth
Countries concerned.
4. A competitor who has already competed in the Commonwealth Games for one
Commonwealth country may represent another Commonwealth country at a
future celebration of the Commonwealth Games with the approval from the
Federation and the permission of the CGAs of the two countries concerned, and
of the International Federation.
5. it is the responsibility of all affiliated CGAs to ensure that their competitors are
fully aware of and comply with the eligibility rules of the Federation.
6.
The Executive Board shall have the power to alter or waive the provisions of
Articles 24(1-3) in its discretion.
