MINUTES COTC BOARD OF TRUSTEES May 20, 2014 12:00 p.m. CALL TO ORDER Chair Cheryl Snyder called the meeting to order at 12:00 p.m. in the Reese Center Executive Board Room. Present from Fiduciary Board: Mr. John Hinderer, Mr. Rob Montagnese, Mr. Mark Ramser, Mr. Barry Riley, Ms. Cheryl Snyder, Ms. Sarah Wallace and Ms. Billie Zimmers. OSUN: Dr. Sharad Thakkar Ms. Snyder stated that notice of this meeting was given in accordance with Section 121.22 (F) of the Revised Code of Ohio. APPROVAL OF APRIL 22, 2014 BOARD MEETING MINUTES Mr. Montagnese made a motion to approve the minutes from the April 22nd board meeting. Mr. Hinderer seconded the motion. Motion passed. BE IT RESOLVED: the Central Ohio Technical College Board of Trustees approves the minutes from the April 22nd board meeting. ACCEPTANCE OF GIFTS Ms. Wallace made a motion to accept the gifts with appreciation and consideration. Mr. Ramser seconded the motion. Motion passed. CP3505x Color LaserJet Printer Assorted COTC merchandise for High School Egg Drop Awards $ 5,000.00 850.00 107.80 COMMITTEE REPORTS: • Audit/Finance Committee Prior to today’s meeting copies of the 3rd Quarter Financial Report were distributed to Board members. David Brillhart said the Finance Committee is very pleased that we are at 103.4% of our tuition. Enrollment is up to where we budgeted. Things have returned to some stability and consistency. Expenditures are tracking very well. At this time the State appropriations are right where we need them to be. Mr. Riley made a motion that the 3rd Quarter Financial Report be accepted. Ms. Wallace seconded the motion. Motion passed. the 3 • rd BE IT RESOLVED: the Central Ohio Technical College Board of Trustees has reviewed and discussed quarter financials. FY15 Budget Approval Mr. Riley called the Board’s attention to the second page of the Executive Summary of the FY15 Budget proposal. He highlighted the fact that we are in a stable financial condition due to the fact that the COTC campus took proactive steps by doing the right things at the right time during the recent enrollment downturn. Unlike most colleges, we are not increasing tuition this year. State support is up and we have benefitted from this. Our numbers have flattened out and we expect them to increase. There are some things which have been put off that we are now looking to implement, such as adding a few more employees, redesigning orientation for students to make it a bit more focused, purchasing some needed equipment, the Datatel software is being planned for and we making sure our curriculum is what the workforce needs. Mr. Riley made a motion to approve the budget for FY15 as presented. Mr. Ramser seconded the motion. Motion passed BE IT RESOLVED: the Central Ohio Technical College Board of Trustees approves the budget for FY15 as presented. • OSUN Board Report Dr. Thakkar said the next OSUN board meeting will be held on May 22nd. He said he attended the Local Leaders Breakfast “Future Workforce Summit” on April 24th held on the Newark Campus regarding STEM education. He shared an experience with an Australian student. He believes a technical college education is extremely beneficial for many students and is a very good thing for the community. OLD BUSINESS: • STEM Building Update David Brillhart reported that the $16 million allocated in the State budget for the small college pool has made it through the legislative process. The Ohio Board of Regents will be the body that controls the funding. We should hear about the COTC allocation portion by the end of May. NEW BUSINESS: • Annual Approval of Graduates Ms. Wallace made a motion that the following list of students who have completed degree and certificate requirements be approved by the Central Ohio Technical College Board of Trustees. Mr. Montagnese seconded the motion. Motion passed. WHEREAS: the Central Ohio Technical College Board of Trustees has authority for the issuance of degrees and certificates; and WHEREAS: the faculty shall transmit for approval by the Board the names of students, who have completed degree and certificate requirements, NOW THEREFORE BE IT RESOLVED: that the degrees and certificates be conferred on May 2, 2014 to those persons who have completed the requirements for their respective degrees and certificates and are recommended by the college and that the names of those persons awarded degrees and certificates be included in the minutes of this meeting. Positive comments were made regarding our keynote speaker, Gregory Wallis, Assistant Vice President of Outpatient Service at Licking Memorial Health Systems and COTC Alumni. Appreciation was given to the staff for a wonderful commencement program. Wood, II PRESIDENT’S REPORT: • • • • • • • • • Dr. Coe mentioned that the whole purpose of the April 25th “Egg Drop” event was to raise awareness around STEM education, and specifically our revised Engineering Technology program. Approximately 200 students took part this year. First place winners earned a $1,000 scholarship to COTC plus other prizes. Thanks to the major community sponsors of this event. The May 3rd spring commencement was wonderful. It ran over a few minutes because we are getting more and more of the eligible graduates to show up. Also, we had the largest turnout of our board members in quite some time. In describing a new undertaking by COTC this year, Dr. Coe said we partnered with the Licking County Task Force on Aging in offering a Senior Expo in the Reese Center on May 7th. There were over 40 vendors who provided services for our seniors. The turnout was wonderful. This was done through the Workforce Development Center. On May 8th the annual High School Options Recognition Event was held. For many years COTC has been reaching out to area high schools. This year’s event was just over the top to have so many students and their parents tell what this program has meant to them. Two students shared that one year from this event they will graduate with both their high school diploma and a degree from COTC. Many of these students plan to go on to four-year institutions. Dr. Coe said the Dean’s Executive Council met on May 9th. This is composed of CEOs and Vice Presidents of Central Ohio regional companies who advise us about our Engineering Technology programs. On May 9th an orientation program was held for the students who will be going to Italy from July 12th 26th. Steve Cohen has done a great job getting the Manufacturer’s Council Executive Committee here on our campus for their June 4th meeting. On June 10th Governor Kasich is hosting a luncheon at the Governor’s residence for presidents of Ohio colleges and universities. Summer semester is the beginning of the new academic year. We are now sitting at about 97% of our growth enrollment target on headcount. Pataskala is 132% of its projections followed by Knox at 121%. Newark and Coshocton are under 100%. OTHER BUSINESS: • Mr. Montagnese called the board’s attention to an interesting article on enrollment falling at OSU branches. Dr. MacDonald was very well spoken and talks about our enrollment doing quite well. Mr. Montagnese asked Dr. Coe about a community like Coshocton who is reducing their hospital services, how does that affect some of our nursing students at that campus in terms of placement? Dr. Coe responded that yes, it does have that potential and it has had some direct impact. We stay in close contact with the Coshocton Community Hospital. We have had a wonderful working relationship in the Genesis System in Zanesville. We are on top of it. • Ms. Snyder said that with the business discussed at today’s meeting and the expected business at the June 17th meeting we are considering cancelling the regularly scheduled July 22nd meeting. She asked for board members’ opinions on this idea. Ms. Wallace made a motion to approve the cancellation of the regularly scheduled July 22nd board meeting. Mr. Hinderer seconded the motion. Motion passed. BE IT RESOLVED: the Central Ohio Technical College Board of Trustees approves the cancellation of the regularly scheduled July 22nd board meeting.
