English Language Learner Services Student enrolls in district Home Language Survey completed and indicates 1st language other than English ELL manager/department notified of new student/family Student administered Language Identification assessment (Woodcock-Muniz, IPT, Stanford, LAS), and eligibility for services determined Results of assessment shared with parent and offer of services made if student is eligible (parent may decline ELL services) ELL staff reviews student cum file and determines if student is also eligible for, and receiving special education services Not eligible for special education services If student is not eligible for special education services, ELL services are scheduled and initiated Students’ progress monitored and annual ELPA administered as appropriate for determining language proficiency and support needs Eligible/receiving special education services If student is receiving special education services, IEP case manager is contacted to schedule an IEP meeting IEP team discusses student need and collaboratively determines ELL services, including integration within special education services and location of services. ELL services must be provided by a licensed teacher in accordance with TSPC licensure requirements IEP team also determines student participation in the state assessment (ELPA), accounting for test demands and student capability Students’ progress is monitored as determined by the IEP and annual ELPA administered as appropriate for determining language proficiency and suppport needed
