Don is Vice President, Business Development, Central and Western
Canada. His mandate covers all exp disciplines as well as the development
of support systems. Don previously held a similar role with a smaller
national consulting firm. Prior to that, Don was Director of Engineering at a
major Canadian airport, responsible for full corporate contracting and
purchasing, environment, engineering and project management functions,
including development and maintenance of standard contract documents
for procurement of goods, services and construction. His 38-year career is
almost evenly split between construction, engineering consulting, and
Owner positions. This gives Don a rare perspective.
Significant Experience Highlights
 Solar Farm Developments: Exp is the civil, structural and
geotechnical Consultant for many solar farms now under construction
in Ontario, aggregating more than 300MW. As Project Sponsor, Don
oversees all areas of service for which exp has been retained.
 Bombardier Hangar Expansion, Toronto, Ontario (ongoing) Exp is the
Prime Consultant for Bombardier’s Toronto hangar expansion. As
Project Sponsor, Don oversees all areas of service for which exp has
been retained from geotechnical through architectural, all aspects of
engineering, and construction administration.
 Capital Program Management, GTAA, Ontario Capital budgeting,
planning and execution of airport-wide capital programs involving
expenditures up to $200 M per year; designing and implementing
multi-departmental Cap/Ex prioritization systems as well as the
airport’s Facility Asset Management System.
 Strategic Planning, GTAA, Ontario Developed and
implemented rolling 5-year strategic plans, a ‘2020’
Facilities Engineering functional plan and an engineering
resource planning and allocation program.

Project Experience
 Strategic Project: 117 MW Cogeneration Plant: GTAA, Ontario 2002 - 2007
Don successfully conceived, promoted and managed the procurement, design and on-time construction of this
$145M plant. His responsibilities in this effort included developing and maintaining all peripheral contracts (i.e.,
operation and maintenance, gas supply and transport, energy management services and electricity sales). Its
construction team had a perfect safety record on top of on-time, on-budget completion. Because of its innovations
and flexibility, Don’s plant won international acclaim as one of the top 6 in North America.
 Strategic Project: Terminal 3 Redevelopment, GTAA, Ontario
Don held complete design and construction responsibility for this $350 M project: multi-level, multi-year, multiple
contractual approaches.
Previous Experience
 20 years progressive experience in design, contract administration and construction management of civil works in
Canada as well as in the Sultanate of Oman.
