On February 7, 2014, the Commission issued an Order approving abandonment. 1 1 Northern Natural Gas Co., 146 FERC ¶ 62,108 (2014). Kimberly D. Bose, Secretary December 4, 2014 Page 2 of 3 On November 7, 2014, Northern notified the Commission that the MOPS facilities had been abandoned effective as of October 28, 2014. The purpose of this filing is to remove all references to MOPS in Northern’s Tariff as the facilities have been abandoned and no service can be provided on MOPS. Removal from Tariff On Sheet No. 25, the Facilities Map has been updated to remove the section of pipe for MOPS. On Sheet Nos. 51 and 52 Northern is removing the rate information for the MOPS Gathering, MOPS Transmission and Tivoli – Downstream points. On Sheet Nos. 121 and 130 the paragraph on MOPS Gathering is being removed from the Rates and Charges section. With the abandonment of MOPS Northern’s interest in the Central Texas Gathering System (CTGS) is the only remaining gulf coast system available for service on Northern. Since MOPS has been abandoned, Northern proposes to remove the Houston Ship Channel and Florida Gas Transmission pricing points and replace it with Transco, zone 1 to determine the average Gulf Coast Monthly Index Prices (GC MIP) used to resolve gulf coast monthly imbalances. Transco, zone 1 is a more appropriate pricing point as the CTGS is the only remaining available gulf coast service. Waiver Northern respectfully requests that the Commission grant any and all waivers of its Regulations that it deems necessary to allow the tariff records to become effective January 6, 2015. The amount billed for reservation shall be the product of the applicable MOPS Gathering reservation rate per Dth multiplied by Shipper's MDQ at such primary receipt point(s) and for commodity shall be the product of the MOPS Gathering commodity rate multiplied by the throughput from the gathering receipt point for the billing month.
