PROCESSING OF ONLINE EMPLOYMENT LICENSE APPLICATION
(GAMING EMPLOYMENT LICENSE)
Who May Avail of the Service?






Applicant must be at least 21 years old.
Has passed the pre-employment requirements and favorably endorsed by the employer.
He should not have any criminal record.
He/ She should be fit to work.
He/ She should not be in the list of licensee-emanating excluded persons in the National
Database of Restricted Persons (NDRP).
He/ She should not be terminated by PAGCOR nor any licensee for just causes as listed
below:
a. Game cheating
b. Fraud and/or estafa
c. Theft
d. Forgery or counterfeiting
e. Unlawful interference with a gaming equipment
f. Conviction of a crime involving moral turpitude
g. Use of camera or any electronic device to assist in projecting outcome of the
game
h. Acts of dishonesty amounting to grave or serious misconduct
What are the Requirements?

NSO Birth Certificate.
NBI Clearance.
Medical Certificate.
Drug Test Clearance (if required by the employer).
Tax Identification Number (TIN).
Photocopy of valid Passport from country of origin (in lieu of the NSO Birth Certificate - for
foreigners only).
7. Valid Employment Permit from the Department of Labor and Employment (DOLE) (for
foreigners only).
8. Valid Working Visa issued by the Bureau of Immigration and Deportation (BID) (for
foreigners only).
Additional requirement for managerial/executive position if applicant is a former
manager/executive from previous gaming employer and is applying within one year from
separation in another gaming employer:
Certification from former employer, attesting to the fact that the:
(a) Casino manager/executive is not bound by any restrictive covenant or
contractual stipulation (i.e., non-compete clause) that would legally prevent
him/her from working for another casino; OR
(b) Former employer is waiving the effectivity of any such applicable
restriction.

How to Avail of the Service?
All applications must be coursed through the employer.
A. PROCESSING OF GAMING EMPLOYMENT LICENSE (GEL) APPLICATION
Step 1. Submit complete documentary requirements to your employer.
Step 2. Get queue number coupon for online GEL application.
Step 3. Log on to http://gel.pagcor.ph and enter your queue number.
Step 4. Complete the online application process:
a. Enter the queue number
b. Complete the required fields
c. Watch the five (5) minute video
d. Take the exam
e. Click “Finish” to save application
Step 5. Print the e-mail confirmation sent by the system and submit to employer.
Note: The license number shall be printed on the company ID issued by the employer.
The employer shall pay PAGCOR the application fee on behalf of its employees.
Subsidy by the company or payment by the employer shall be an internal company policy.
B. PROCESSING OF GAMING EMPLOYMENT LICENSE (GEL) RENEWAL APPLICATION
Step 1. Go to your HR Department and ask for a queue number for GEL renewal.
Step 2. Log on to http://gel.pagcor.ph and enter your queue number.
Step 3. Enter your valid license number (ex. 14-0123456789).
Step 4. Compete/update required fields.
Step 5. Click “Finish” to save your application.
Step 6. Print the e-mail confirmation sent by the system and submit to employer.
Note: Foreign employee must submit new or valid requirements as follows:
a. Photocopy of passport
b. Employment Permit from DOLE
c. Working Visa from the BID
The employer shall pay PAGCOR the application fee on behalf of its employees.
Subsidy by the company or payment by the employer shall be an internal company policy.
EMPLOYER REGISTRATION FOR ONLINE ACCESS
Step 1. Go to www.pagcor.ph/gel.
Step 2. Click “Employer” and download the following forms:
a. GEL form A: Designation of an authorized signatory, an officer and an alternate
b. GEL form B: User access control form
c. GEL form C: Master list of positions
Step 3. Submit accomplished forms to GEL Section, PAGCOR House or e-mail to
[email protected] or fax to 523-4307.
Step 4. You will receive your username and password via the e-mail address you provided in
your GEL form A.
Step 5. Go to http://gel.pagcor.ph:81 and log in your username and password.
