Proceedings of the State Level Advisory Committee meeting to monitor, supervise and advise in matters relating to adequacy and quality of crop cutting experiments on Crop Insurance held under the Chairmanship of Commissioner for Agriculture on 03-02-2014 at 10-30 A.M. Members Present :- List enclosed. The Commissioner for Agriculture and Chairman of the Committee welcomed the members and initiated the discussions. The discussions were held as per the agenda and the following decisions were taken. National Agricultural Insurance Scheme (NAIS) 1) Settlement of claims during Kharif, Rabi & Summer 2012-13. The Chairman asked Agriculture Insurance Company of India Ltd., (AIC) about the status of claims settlement for the year 2012-13. The regional Manager, AIC informed that they have already settled the claims of Kharif 2012 to 183375 farmers amounting to Rs.12944.04 lakhs and for Rabi 2012-13 to 65868 farmers amounting to Rs.2852.67 lakhs. 2) Status and Settlement of claims of Kharif 2013 and Rabi & Summer 2013-14. The Regional Manager, Agriculture Insurance Company of India Ltd., (AIC) informed that during Kharif 2013, 2.36 lakh farmers have been participated by paying Rs. 1487.14 lakhs as Premium. The Joint Director(CIC), Department of Economics and Statistics (DES) informed the committee that the Department has received the yield data of 3 crops viz., Black Gram, Green Gram and Sesamum of Kharif 2013 and remaining crops yield data is yet to be received from the Districts. The Chairman directed DES to provide Area sown data and Yield data of Kharif 2013 crops by 31-3-2014. He further suggested AIC to give request for provisional funds to the Department of Agriculture for early settlement and also directed AIC to settle the claims by 30-6-2014. The Regional Manager, Agriculture Insurance Company of India Ltd., (AIC) informed that during Rabi & Summer 2013-14 under NCIP-MNAIS, tentatively 15219 farmers have been participated by paying Rs. 63.89 lakhs as Premium. The Chairman directed DES to provide Grama Panchayath and hobliwise Area sown data and Yield data of Rabi & Summer 2013-14 crops by 31-8-2014. He further directed AIC to settle the claims by 30-10-2014. (Action: AIC, DES and Department of Agriculture) Weather Based Crop Insurance Scheme (WBCIS) under National Crop Insurance Programme(NCIP) 3) Settlement of claims during Kharif 2013. (Action: All the Insurance Companies) 4) Progress made under WBCIS during Rabi 2013-14 by Insurance Companies. The Insurance Companies yet to receive declarations from the nodal banks. (Action: All the Insurance Companies ) 5) Review of Weather Parameters. The committee decided to continue the weather parameters like Deficit rains, unseasonal/excess rains, Rainfall distribution, Frost, Temparate and Relative Humidity which were notified for assessing loss during last Kharif season. 6) Discussion on crops and areas to be notified during Kharif 2014 & Districts to be allotted to various insurance companies. The Committee decided to notify annual Commercial and Horticulture crops under WBCIS during kharif 2014, viz., Cotton (Irrigated), Cotton (Rainfed), Onion (irrigated), Onion (Rainfed), Chilli (Irrigated), Chilli (Rainfed), Potato (Irrigated), Potato (Rainfed), Grapes, Banana and Pomogranate in 463 hoblis of 29 Districts. -3The Committee directed the Director, KSNDMC to provide the list of reference weather stations and only one set backup weather stations list for 465 hoblis before SLCCCI. During Kharif 2014, 7 insurance companies viz., AIC, ICICI Lombard GIC Ltd., HDFC ERGO GIC Ltd., Cholamandalam MS GIC Ltd., IFFCO TOKIO GIC Ltd TATA AIG GIC Ltd., Reliance GIC and Future Ganerali GIC are interested to participate and Committee directed all the insurance companies to submit crop wise hobliwise Term Sheets of last year notified 19 districts by 20-02-2014 and for remainig districts by 03-03-2014. Committee directed the Director, KSNDMC to evaluate the term sheets before SLCCCI meeting. (Action: All Insurance Companies, KSNDMC) 7) Fixing of Sum Insured(S.I) for crops to be notified as per NCIP Guidelines The Committee decided to revise the Sum Insured for notified crops and to follow the State level Average of Cost of Cutivation of these crops. The Committee directed Horticulture Department to provide the Cost of Cutivation of notified crops at the earliest. (Action: Department of Horticulture, All the Insurance Companies) 8) Establishment of Telemetric Rainguage stations(TRG's) at Grama Panchayath level and bringing the unit of insurance to Grama Panchayath level. The Director, KSNDMC informed the committee that TRG's at Grama Panchayath level have been installed in 5 districts only. Hence the Committee decided to implement WBCIS at hobli level until completion of installation of TRG's at GP level in all the districts. (Action: KSNDMC) 9) Continuation of Loyalty Discount oriented WBCIS & Focussed programme on WBCIS during Kharif 2014 Committee to decide continue Loyalty Discount oriented WBCIS & Focussed programme on WBCIS during Kharif 2014 under NCIP. (Action: AIC) 10) Fixing cut-off date for enrollment of loanee and non-loanee farmers during Kharif 2014 Committee decided to fix of cut-off date as per NCIP guidelines. -4- Modified National Agricultural Insurance Scheme (MNAIS)under NCIP 11) Settlement of claims during Kharif, Rabi & Summer 2012-13. The regional Manager, Agriculture Insurance Company of India Ltd., (AIC) informed that they have already settled the claims of Kharif, Rabi & Summer to 51537 farmers amounting to Rs.5008.31 lakhs. 12) Status and Settlement of claims of Kharif 2013 and Rabi & Summer 2013-14. under MNAIS. AIC has informed that 162390 farmers have been participated by paying Rs. 2747.29 lakhs as Premium during Kharif 2013. The Chairman directed DES to provide Area sown data and Yield data of Kharif 2013 crops by 31-3-2014 and also directed AIC to settle the claims by 30-6-2014. The Regional Manager, Agriculture Insurance Company of India Ltd., (AIC) informed that during Rabi & Summer 2013-14 under NCIP-MNAIS, tentatively 15219 farmers have been participated by paying Rs. 63.89 lakhs as Premium. The Chairman directed DES to provide Grama Panchayath and hobliwise Area sown data and Yield data of Rabi & Summer 2013-14 crops by 31-8-2014. He further directed AIC to settle the claims by 31-9-2014. (Action: AIC, DES and Department of Agriculture) 13) Notifying the crops and areas for assessing the loss on individual basis in case of localised calamities during Kharif 2014. Committee decided to select all the 30 Districts for loss assessment on individual basis in case of localised calamities during Kharif 2014. 14) Crops and Districts to be notified under the scheme and Districts to be allotted to the various insurance companies during Kharif 2014. The Committee decided to notify Food & Oil seed crops under MNAIS. It is decided to notify major crops at GP level and other crops at Hobli level. The Joint Director, DES informed the Committee that they will provide details of crops and areas to be covered at GP / Hobli level separately under MNAIS during Kharif 2014 by 20-02-2014. The Chairman directed interested Insurance Companies to submit district wise crop wise Premium rates by 03-03-2014 and the district allocation will be decided based on premium comparision in SLCCCI meeting. (Action: All the Insurance Companies, Department of Agriculture, DES) -515) Fixing cut-off date for enrollment of loanee and non-loanee farmers under MNAIS during Kharif 2014. The Committee decided to fix the cut-off date for enrollment of loanee and nonloanee farmers as 30-06-2014 as per NCIP guidelines. 16) Any other subject with the permission of the Chair. 1.The Chairman expressed his displeasure about Horticulture Department as Senior officials did not attend the meeting. 2. The Chairman asked the Insurance Companies to takeup awareness and Capacity building of farmers regarding the Crop Insurance Schemes. Meeting was concluded with vote of thanks.
