The Vietnamese Student visa caseload continues to grow, in 2013 we received almost
10,000 applications
In 2013, we received 9779 visa
applications from potential students
in Vietnam
We granted visas to 7971 students,
meaning that 87% of those who
applied for a Student visa got the visa
A majority of those who were refused
a visa, were refused because they
failed to satisfy the Genuine

Streamlined visa processing arrangements have been in place for almost two years.
We will expand these arrangements to a small number of non-university providers
from March 2014
•
Streamlined visa processing arrangements for eligible students have been operating since 24 March 2012.
•
The arrangements are available to certain prospective students of participating education providers enrolled in Bachelor, Masters or Doctoral
degree courses or eligible exchange programmes.
•
The arrangements are currently available only to participating universities; however, a small group of non-university providers in the higher
education sector has been invited to participate in the arrangements from March 2014.
•
A list of these providers will be available on our website closer to the time.
•
The Australian Government regularly reviews the operation of the SVP arrangements and sends participating education providers data on their
immigration risk outcomes every six months.

The issue of students arriving under the streamlined visa processing
arrangements and then downgrading their course is something we
monitor.
•
We have simplified the Student visa application checklist and it now
includes more detailed information on what we require in assessing a
student visa application.
•
The guidelines for participation in the SVP arrangements require that
participating education providers put in place strategies to minimise
incentives for students to deliberately arrive under the SVP
arrangements and then purposefully transfer out of or downgrade
their course. Where students from particular countries do this,
Universities may enforce stricter recruitment standards.
•
As agents, it is your responsibility to ensure that you have provided
all the information we ask for when lodging the visa application.
Case officers may make a decision on the information provided at
time of application and providing us with what we ask for is the only
way we can ensure that the visa is processed within the advertised
time frames.
•
Departmental analysis indicates that only a small proportion (less
than one per cent) of SVP students have transferred to a non-SVP
eligible course following arrival in Australia.
•
Ensure that the student has completed their health check prior to
lodging the visa.
•
•
However, there is concern that a perception exists within the
international student community that it is acceptable student
behaviour to change or downgrade courses from a SVP eligible to a
non-SVP eligible provider.
Ensure you have provided a comprehensive study plan addressing
the requirements of the Genuine Temporary Entrant Criteria.
•
Lodge your application well in advance of the course commencement
date.
•
Students who engage in this type of behaviour are likely to be in
breach of their visa conditions and may, as a result, be subject to
visa cancellation.
