VIGILANCE DEPARTMENT Ref: Vig/65/5/2013-14 27 May 2014 Sub: Shortcomings in bid documents The Central Vigilance Commission (CVC) has observed that shortcomings in framing of NITs and bid documents that result in ambiguity and scope for different interpretations during processing and award of contracts is a major area of concern. CVC vide its Office Order No. 33/7/03 dated 9th July 2003 had advised that whatever pre-qualification, evaluation/exclusion criteria, etc, which the organization wants to adopt should be made explicit at the time of inviting tenders and that the acceptance/rejection of any bid should not be arbitrary but on justified grounds as per the laid down specifications and evaluation/exclusion criteria. CVC vide its circular No. 01/04/14 dated 29 April 2014 has reiterated the above instructions. A copy of the same is enclosed for information and necessary compliance by all concerned.
