Referral Information for Returnees from Canada
Based on the experience generated during the implementation of the CAVRR programme in Croatia until
July 2014, returnees should consider the general recommendations below before and upon their return.

The main task of the Welcome Office is to facilitate the return and integration of the emigrated Croats in
the overall Croatian legal system. The Office can successfully help in resolving various issues: how to apply
for Croatian citizenships, how to apply for personal documents, how to register a vehicle or to validate the
foreign school certificates, as well as many other necessities. Within the Welcome Office one may receive
information on custom and tax benefits for all physical and private persons. More details are to be found at

Furthermore, the Welcome Office provides as a mentor-adviser for all persons who need additional help
and support in any matter regarding their return to Croatia.With mutual effort, in cooperation with other
departments of the State Office for Croats Abroad, as well as other administrative bodies of the Republic
of Croatia, the Welcome Office represents the focal point to all Croats abroad, including all the Croats who
already began their life in Croatia.
The Welcome Office will provide the entire necessary tool to make their return and integration process in
the Croatian society more successful.

1. EDUCATION
Validation of school certificates and diplomas
We would like to draw the attention of beneficiaries with school aged children to the
following important issues:
Returnees should specifically note the importance of getting their school diploma-related papers from
Canada in order to be able to have their certificates/diplomas recognized upon return (especially for the
children). Given the differences between the Canadian and Croatian education systems, this may include
official transcripts, school certificates, curricula and any other official documents. It is important to get the
child’s official documents from the Canadian school before departure and bring it back to Croatia.

2) Employment
Registering at the National Employment Service upon arrival can be useful for several reasons:
Rights
The right to financial assistance and reimbursement for time education and training
The right to financial assistance and reimbursement for continuing professional training for work
without employment
The right to financial assistance extended pension insurance the insured under a contract of
employment for a certain period of time for permanent seasonal jobs
The right to one-time financial assistance and compensation for travel and relocation expenses
The right to pension insurance if people qualify for unemployment benefits and meet the qualifying age for old age pension, and missing more than 5 years of service for retirement pension
The right to compensation for the period of unemployment (provided at least 9 months in the last 24 months; application to the Department and apply for financial compensation within the stipulated period.

Family Support and Child Welfare Services
The Family Support and Child Welfare Services can help those families and individuals who are facing
social problems, dealing with life management and mental hygienic problems and due to this they are in
crises situation or in danger.

4 ) Health
Health care scheme in Croatia
Health care insurance in Croatia includes basic, supplementary and private health care insurance. Basic health
care insurance is mandatory and consists of the right to health care and the right to financial benefits. The right
to various financial benefits includes compensation of salary during sick leave (including maternity leave) and
transport costs incurred when using the health services.
Supplementary and private health care insurance are voluntary schemes with the beneficiary contributing
a monthly insurance premium.

Find help in emergencies
If you find yourself in a serious or life-threatening emergency or you need an ambulance, dial 112.
Calls are free of charge from any phone, including mobile phones.
Ambulance services are free in Croatia.
When you call emergency services in Croatia, you will have to provide the following information:
• your name
• the nature of the incident
• what time the incident occurred
• where the incident occurred
• if there are any injured or ill people, and how severe the injuries are
• what kind of help you’re looking for (fire, ambulance, etc.)
Other important phone numbers to note down:

• 194 – ambulance services
• 1955 – sea rescue
• 1987 – road side help (+385 1 987 from foreign mobile phones)
5) Legal Assistance (Free legal aid)
Free legal aid can be sought by persons who are incapable of covering the cost of such
aid without jeopardizing their livelihood, and who belong to one of the categories below:
– Croatian citizens;
– aliens with temporary residence;
– aliens with permanent residence;
– aliens under subsidiary protection;
– aliens under temporary protection;
– asylees;
–asylum seekers undergoing procedures in which legal aid to asylum seekers has not been envisaged
in a special act;
– Unaccompanied Migrant Children encountered in the Republic of Croatia without their parents or
a legal representative.
Request for approval of legal aid shall be submitted in writing directly or by registered mail to the competent

office or branch of state government by place of residence (residence) of the applicant.
Request for approval of free legal aid shall be submitted on a form that contains information about the
financial status of the applicant and members of his household, statement (ZOBPP-statement) applicants on
the material and criminal responsibility for the accuracy of the data and statements of the applicant and the
adult members of the household of permitting access to all the information about their assets and income.

General Recommendations on how to use the reintegration grant (only for non-DCO returnees)
The non-DCO returnees should consider the following:
1) Bear in mind the structure of Reintegration Assistance (RA) and the fact that some limits apply in terms
of spending your RA package. You can enquire about the maximum amounts set for individual categories in
your package with IOM Toronto.
2) While this leaflet provides a list of local contacts and contact details of established vendors to meet
your needs, kindly note that the leaflet mainly includes data for the past most frequent counties of return in
Croatia, including the Split-Dalmatia, the Šibenik-Knin and the Zadar Counties. Feel free to explore the market
upon return and/or seek further information from local IOM Office.
