Joint Statement
On
Minimum Standards for Establishment of the Mechanism for Election
Reform in Cambodia
The Situation Room of Civil Society Organizations in Cambodia (CSOs) and the Electoral Reform
Alliance welcomes the statements of the two political parties considering and continuing to talk about
establishing a mechanism for election reform.
The Electoral Reform Alliance understands that in order for electoral reform to be successful, it
requires that the mechanism be established under the following minimum standards:
1. INCLUSIVE:
o Its members include representatives from both political parties;
o It includes the participation of civil society organizations and independent experts (with
experience of elections);
2. TRANSPARANT:
o The functioning of the mechanism is open and serves to keep the public informed;
o Its working methods ensure its smooth functioning;
3. ACCOUNTABLE:
o It should have list of benchmarks of election reform expected results;
o It should have clearly defined calendar for implementation and reporting of election reform;
4. ENFORCEABILITY:
o Recommendations and the final report of the mechanism are legally binding and will be
adopted and implemented by the state institutions.
We strongly believe that the two political parties accept these proposed minimum standards.
