Ambassador Siv began his remarks by describing last night's event and AAPI Heritage Month as a "celebration of America" in which we all come from many into one but also that our greatest strength as a country is our ability to maintain our heritage. He next gave an autobiographical account of his life. His father died when he was young but his mother made sure he attended the top school in Cambodia. In 1969, Siv became a flight attendant which permitted him to travel around the world. In China, he saw the horrors of the Cultural Revolution but never imagined that in just a few years the same violence and brutality would consume Cambodia. That happened in 1975 when the United States was powerless to intervene in Southeast Asia as the Communists took control of Vietnam and Cambodia. Soon the Khmer Rouge seized power in Cambodia suxPaB and sought to eradicate all connections to modernity and the west which put anyone with education in peril. Siv's mother per- suaded him to flee. He did so on a bicycle with minimal provisions. After three weeks of cycling as he neared the Thai border, he was captured, almost executed, but sentenced to a labor camp. He finally escaped and made a harrowing journey into Thailand. There, it was incarceration in a refugee camp until he was permitted to go to the United States where he ended up in Connecticut. He worked in a series of entry level jobs - Friendly's Ice Cream, New York City cabdriver - but eventually won acceptance to Columbia University where he obtained a Masters in Public Policy. Connections made there led him to the Reagen White House and a series of high level jobs in the American government under both Bush Administrations. Deputy High Commissioner for Human Rights Flavia Pansieri on Friday wrapped up a five-day mission to Cambodia, saying that she was concerned and "deeply saddened" by the violent beating of by standers and journalists after a May Day gathering near a cordoned-off Freedom Park. In prepared remarks delivered at the OHCHR office in Phnom Penh, Ms. Pansieri said she regretted having to come to the conclusion that the human rights situation in Cambodia has deteriorated this year, punctuated by the killing of six people during garment strikes and an ongoing municipal and government ban on assembly. "The use of excessive force raises serious concerns about the role of the district security guards in dealing with demonstrations and public order," Ms. Pansieri said at the end of a week that saw her meet with Foreign Minister Hor Namhong, Cambodian Human Rights Committee President Om Yentieng and unionists detained at Prey Sar prison. "I reiterate the view that the 'ban' on demonstrations falls short of the test of legality, necessity and proportionality." In an interview after her speech, asked if she had received any assurances from government officials that the state killings would be properly investigated, Ms. Pansieri said she had not. "Let me say that I have mentioned [it during discussions], but I can't say I have received firm indications of what would be the next steps," she said. "If there are objective reasons and documented evidence for sanctioning any behavior that goes against the law, that should happen irrespective of who is the perpetrator." At Australia's request, the Cambodian government this week agreed in principle to accept asylum seekers intercepted while making their way to Australia, but Ms. Pansieri declined to comment on whether she considers Cambodia a desirable place to send refugees or asylum seekers. Experts to Study Remains of Canadian Journalist By Khy Sovuthy | May 3, 2014 Forensic experts hired by the Canadian Embassy in Thailand will arrive in Siem Reap on Saturday to examine bodily remains believed to be those of a missing Canadian journalist, officials said Friday. Chao Mao Vireak, Siem Reap provincial immigration chief, said that a representative of the Canadian Embassy in Thailand had arrived in Siem Reap on Friday and that an examination of the remains would begin Saturday morning. "The Canadian Embassy hired Thai examination experts, four doctors, two autopsy experts, a cameraman and an assistant to arrive in Siem Reap on Saturday," Mr. Mao Vireak said. The remains were found inside the Angkor Thom temple complex by two teenage boys on Thursday morning. Arriving from Phnom Penh at just after 11 a.m., Mr. Rainsy joined Mr. Sokha and CNRP lawmaker-elect Kuoy Bunroeun at the opposition party's small offices outside the provincial capital, where a crowd of about 500 supporters had gathered, before leading supporters onto the highway for the city. Soldiers armed with AK47 rifles milled about a few meters behind each block, while rifle-mounted SUVs set further back aimed squarely toward the arriving campaigners. "Our plan was to come this way. Why are you blocking the road?," Mr. Bunroeun asked the military officer in charge of the roadblock going into the center of the city. "It's the orders from the top leaders," the officer responded. After a tense five minutes of argument, with Mr. Bunroeun repeatedly insisting to the officer that the campaign be allowed to push past the militarized line, Mr. Sokha emerged from his vehicle to call supporters to withdraw to avoid potential violence. "The CNRP has not come to make war," the CNRP vice president shouted to the cheering crowd after the tension had defused. "This is not the front line. The front line is to the west; it is to confront the yuon who are taking our Cambodian land," he continued, using a term for the Vietnamese that can be derogatory in some contexts. Mr. Rainsy then announced that the campaign would move across the Mekong River to the market in Thbong Khmom province's Suong City. The road to the market had a large police and military police presence, but an absence of soldiers. Seng Kosal, one of the soldiers who was manning the main block to Kompong Cham City, said the military had deployed to protect a nearby conference. "We came here to provide security and order and we blocked the road because there is a meeting of leaders in there," he said. "If there is violence, we will repress." "Otherwise, we would allow any party to march through here." Chet Mann, the deputy commander of a battalion of the Royal Cambodian Armed Forces in Kompong Cham, denied that any military had been deployed to the area Sunday. "I went to Kompong Cham City to have some Chinese noodles and saw the barricades near the market. Police and military police did it. It is their job," Colonel Mann said. "There was no military there," he said. Kompong Cham provincial governor Lun Limthai said that the opposition had been specifically refused permission to campaign on the blocked street and a nearby parking lot. After delivering short speeches across the river in Suong City, Mr. Rainsy and Mr. Sokha led supportersunimpeded-back to their party offices west of the city, where more than 500 commune councilors from the Sam Rainsy Party and Human Rights Party were waiting. On May 18, commune councilors around the country elected in June 2012 will vote in the administrative councils for the districts they fall in, as well for their overall province or city. The Sam Rainsy Party and Human Rights Party merged to form the CNRP in July 2012. Mr. Bunroeun told the crowd of opposition commune councilors not to forget to vote on election day, laying out the benefits of the CNRP picking up district council seats. "We have a huge power on the councils-to check the activities of the district governors and the departments at the district level, and we also get the right to make local development plans," he explained. "If anyone has any problems, we can summon a meeting for discussion, and people can propose public forums to discuss any issues facing them," Mr. Bunroeun said. "Don't let your vote be lost." With the brief outbreak of military tension now long out of minds, a more jovial Mr. Sokha rose to make a pitch for the votes of commune councilors from the ruling CPP. The delay was partly because it was tough to get there from here and partly because it was in South Carolina. I had never been to that state but the image I had wasn't a particularly positive one. Four years ago I finally decided that I could tolerate a few days in Charleston if it meant setting foot inside Fort Sumter. A funny thing happened during that trip: I fell in love with Charleston. When the opportunity arose to return there for a few days this spring, I seized the chance. Civil War-wise, Charleston is most famous for the shelling and capture of Fort Sumter in April 1861 but Charleston suffered greatly through the rest of the war. The Union blockade closed the port and made scarce many of the essentials of life. The Confederate flag over Fort Sumter also stuck in the collective consciousness of the northern states and great efforts were expended to recapture the fort and punish the city. For example, the movie Glory, which recounts the heroism of the 54th Massachusetts Volunteer Infantry Regiment (composed of African American soldiers), was set just outside Charleston. Battery Wagner, the objective of the fateful and fatal final charge of the 54th sits on Morris Island, just to the southeast of Charleston. Eventually captured by the Union army, Morris Island became the site of a huge concentration of Union artillery that was used to shell both Fort Sumter and downtown Charleston. The city claims to be the site of the longest siege ever on the North American continent (it was eventually captured by Union forces when General Sherman cut it off from the rest of the Confederacy with his march northward after seizing Atlanta). This caused much of the downtown to be leveled. It also turned Fort Sumter into a pile of rubble. When first built, its red brick walls were three stories high.
