Golden Bones, an account of his captivity
and escape from the Killing Fields to a new
life in the United States that took him to
the White House and the United Nations.
Ambassador Siv began his remarks
by describing last night's event and AAPI
Heritage Month as a "celebration of
America" in which we all come from many
into one but also that our greatest strength
as a country is our ability to maintain our
heritage. He next gave an autobiographical
account of his life. His father died when
he was young but his mother made sure he
attended the top school in Cambodia. In
1969, Siv became a flight attendant which
permitted him to travel around the world.
In China, he saw the horrors of the
Cultural Revolution but never imagined
that in just a few years the same violence
and brutality would consume Cambodia.
That happened in 1975 when the United
States was powerless to intervene in
Southeast Asia as the Communists took
control of Vietnam and Cambodia. Soon
the Khmer Rouge seized power in Cambodia
suxPaB
and sought to eradicate all connections to
modernity and the west which put anyone
with education in peril. Siv's mother per-
suaded him to flee. He did so on a bicycle
with minimal provisions. After three
weeks of cycling as he neared the Thai
border, he was captured, almost executed,
but sentenced to a labor camp. He finally
escaped and made a harrowing journey
into Thailand. There, it was incarceration
in a refugee camp until he was permitted
to go to the United States where he ended
up in Connecticut. He worked in a series
of entry level jobs - Friendly's Ice Cream,
New York City cabdriver - but eventually
won acceptance to Columbia University
where he obtained a Masters in Public
Policy. Connections made there led him
to the Reagen White House and a series of
high level jobs in the American government under both Bush Administrations.
Ambassador Siv closed by saying he was
pleased to hear that CambodianAmericans in Lowell are becoming

first making some remarks about the
important role played by the Southeast
Asian community in the city of Lowell,
then presented Ambassador Siv with an
official Mayoral Citation and a key to the
city. Other elected officials in attendance
at the event were City Councilors Rita
Mercier, Corey Belanger and Bill Samaras;
School Committee member Dave Conway;
former City Councilors Rithy Uong, Vesna
Nuon and Marty Lorrey; candidates for the
18th Middlesex District representative
seat, Ratha Paul Yem and Rady Mom; and
Lynn City Councilor Hong Net and
Cambridge City Councilor and candidate
for Lieutenant Governor Leland Cheung.
The event also included an excellent
multi-course dinner, music by Khemarak
Band, traditional Cambodian dances by
members of the Angkor Dance Troupe, a
Community Service Award to Tim Thou,
the founder of the Angkor Dance Troupe,
and a fashion show of traditional
Cambodian and Laotian clothing.

proclaimed the month of May to be Asian
American and Pacific Islander Heritage
Month in the Commonwealth of Massachusetts
at a celebration in Lowell on May 8, 2014.
Held at the Sunny Da Restaurant and
sponsored by the Governor's Asian American
Commission/Advisory

Lowell's Southeast Asian community, the
event began with greetings from Mayor
Rodney Elliott and from former city
councilors Rithy Uong and Vesna Nuon
followed by performances by the Angkor
Dance Troupe (Cambodian), the Buddhab
havanna Cultural Dancers (Laotian) and
the Karenni Dance Group (Burmese) followed
by a poetry reading by Princess Chan.
Governor Patrick was delighted by the
performances and invited all the dancers
and poets to the stage with him. In his
remarks, Governor Patrick said that the
dances and the poetry were important
examples of how the Asian and Pacific
Islander cultures "enrich us, expand us, make
us stronger, and make us aware of a world
that is greater than the little corner that we
live in." He thanked Asian Americans and
Pacific Islanders for making the Commonwealth
so much stronger because of their example
of resilience.

UN Human Rights Official Wraps Visit,
'Saddened' by Violence

U.N. Deputy High Commissioner for
Human Rights Flavia Pansieri on Friday
wrapped up a five-day mission to Cambodia,
saying that she was concerned and "deeply
saddened" by the violent beating of by
standers and journalists after a May Day
gathering near a cordoned-off Freedom
Park.
In prepared remarks delivered at the
OHCHR office in Phnom Penh, Ms. Pansieri
said she regretted having to come to the
conclusion that the human rights situation
in Cambodia has deteriorated this year,
punctuated by the killing of six people
during garment strikes and an ongoing
municipal and government ban on
assembly.
"The use of excessive force raises
serious concerns about the role of the
district security guards in dealing with
demonstrations and public order," Ms.
Pansieri said at the end of a week that
saw her meet with Foreign Minister Hor
Namhong, Cambodian Human Rights
Committee President Om Yentieng and
unionists detained at Prey Sar prison.
"I reiterate the view that the 'ban' on
demonstrations falls short of the test of
legality, necessity and proportionality."
In an interview after her speech,
asked if she had received any assurances
from government officials that the state
killings would be properly investigated,
Ms. Pansieri said she had not.
"Let me say that I have mentioned
[it during discussions], but I can't say I
have received firm indications of what
would be the next steps," she said.
"If there are objective reasons and
documented evidence for sanctioning
any behavior that goes against the law,
that should happen irrespective of who is
the perpetrator."
At Australia's request, the Cambodian
government this week agreed in principle
to accept asylum seekers intercepted
while making their way to Australia, but
Ms. Pansieri declined to comment on
whether she considers Cambodia a desirable
place to send refugees or asylum seekers.
"Do we want to say we are concerned and therefore we don't want to
engage, or we say there are some issues,
these are the principles that have to be
applied and if they haven't been applied
in the past, it is essential that guarantees
are put in place?" she asked.
Experts to Study Remains of Canadian
Journalist

Forensic experts hired by the
Canadian Embassy in Thailand will
arrive in Siem Reap on Saturday to
examine bodily remains believed to be
those of a missing Canadian journalist,
officials said Friday.
Chao Mao Vireak, Siem Reap
provincial immigration chief, said that a
representative of the Canadian Embassy
in Thailand had arrived in Siem Reap on
Friday and that an examination of the
remains would begin Saturday morning.
"The Canadian Embassy hired Thai
examination experts, four doctors, two
autopsy experts, a cameraman and an
assistant to arrive in Siem Reap on
Saturday," Mr. Mao Vireak said.
The remains were found inside the
Angkor Thom temple complex by two
teenage boys on Thursday morning.
A friend preliminarily identified the
remains as those of Dave Walker, a
Canadian journalist and filmmaker who
disappeared in the province more than
two months ago.
Pheng Pech, deputy chief of the
Siem Reap technical and scientific
police, said that Dave Walker's death was
not being treated as a murder case.
"According to a doctor of the Siem
Reap Provincial Court, the man died of
heart failure," Mr. Pech said.

opposition leaders Sam Rainsy and
Kem Sokha from leading an election
campaign march here Sunday, with
the pair instead making brief stump
speeches for the May 18 council elections
in front of militarized roadblocks and
at the CNRP's provincial offices.
Arriving from Phnom Penh at just
after 11 a.m., Mr. Rainsy joined Mr. Sokha
and CNRP lawmaker-elect Kuoy
Bunroeun at the opposition party's
small offices outside the provincial
capital, where a crowd of about 500
supporters had gathered, before leading
supporters onto the highway for the
city.

In Kompong Cham City, red
metal gates supported by a line of military
police in formation fenced off each
road leading from the town's central
roundabout. Soldiers armed with AK47 rifles milled about a few meters
behind each block, while rifle-mounted
SUVs set further back aimed squarely
toward the arriving campaigners.
"Our plan was to come this way.
Why are you blocking the road?," Mr.
Bunroeun asked the military officer in
charge of the roadblock going into the
center of the city.
"It's the orders from the top leaders,"
the officer responded.
After a tense five minutes of
argument, with Mr. Bunroeun repeatedly
insisting to the officer that the campaign be allowed to push past the militarized line, Mr. Sokha emerged from
his vehicle to call supporters to withdraw
to avoid potential violence.
"The CNRP has not come to make
war," the CNRP vice president shouted
to the cheering crowd after the tension
had defused.
"This is not the front line. The
front line is to the west; it is to confront
the yuon who are taking our Cambodian
land," he continued, using a term for
the Vietnamese that can be derogatory
in some contexts.
Mr. Rainsy then announced that
the campaign would move across the
Mekong River to the market in Thbong
Khmom province's Suong City. The
road to the market had a large police
and military police presence, but an
absence of soldiers.
Seng Kosal, one of the soldiers
who was manning the main block to
Kompong Cham City, said the military
had deployed to protect a nearby conference.
"We came here to provide security
and order and we blocked the road
because there is a meeting of leaders
in there," he said. "If there is violence,
we will repress."
"Otherwise, we would allow any
party to march through here."
Chet Mann, the deputy commander
of a battalion of the Royal Cambodian
Armed Forces in Kompong Cham,
denied that any military had been
deployed to the area Sunday.
"I went to Kompong Cham City
to have some Chinese noodles and saw
the barricades near the market. Police
and military police did it. It is their
job," Colonel Mann said.
"There was no military there," he
said.
Kompong Cham provincial governor
Lun Limthai said that the opposition
had been specifically refused permission
to campaign on the blocked street and
a nearby parking lot.
"The city governor did not allow
them to [campaign] there because the
street is small," he said. "It affects
security, public order and could affect
tens of thousands of people."
"Beside the two places, we do not
refuse them," Mr. Limthai said. "We
have many places, so why did they

Gala celebrating the Asia Pacific Cultural
Heritage Days organized by the KhmerPost
USA on Friday night May 2, 2014 from

city to celebrate Asia Pacific American
Cultural Heritage Days.
The Gala meant to promote Asian
Culture was attended by high ranking officials
from the city government represented by
Mayor Rodney Elliot, community leaders,
businesses owners, Khmer communities
from Lowell, Lynn, Connecticut, Rhode
Island, Philadelphia as well as Lao and
Thai communities. During the occasion
there was introduction of His Excellency
Sichan Siv, former US Ambassador to the
United Nations, a Khmer American
Government official who ever hold highranking position in the US government.
His presence really helped solemnize the event.
Traditional music-Tep Niyum- kicked off
with a warm Southeast Asian entertaining
atmosphere through melodically pleasant
traditional music performed by a group of
10 experienced and skilled artists led by
Umass Lowell Classical Music professor,
Mr. Sovann Khon.
After Soben and Samkhon Pin opened

Mr. Tolayuth Ok, a master of ceremony
invited Mr. Richard Howe, author of a

background about the Asia Pacific Cultural

Ambassador Sichan Siv wrote his

selling book. Audiences listened attentively
to this skillful keynote speech enthusiastically, sometimes with burst of laughs,
other times with round of applause, and
yet other times with standing ovation. He
ended his address with a quote, "we come
from everywhere and then we become

preserving our cultural heritage; we must

After delivering short speeches
across the river in Suong City, Mr.
Rainsy and Mr. Sokha led supportersunimpeded-back to their party offices
west of the city, where more than 500
commune councilors from the Sam
Rainsy Party and Human Rights Party
were waiting.
On May 18, commune councilors
around the country elected in June
2012 will vote in the administrative
councils for the districts they fall in,
as well for their overall province or city.
The Sam Rainsy Party and Human
Rights Party merged to form the CNRP
in July 2012.
Mr. Bunroeun told the crowd of
opposition commune councilors not
to forget to vote on election day, laying
out the benefits of the CNRP picking
up district council seats.
"We have a huge power on the
councils-to check the activities of the
district governors and the departments
at the district level, and we also get
the right to make local development
plans," he explained.
"If anyone has any problems, we
can summon a meeting for discussion,
and people can propose public forums
to discuss any issues facing them,"
Mr. Bunroeun said. "Don't let your
vote be lost."
With the brief outbreak of military
tension now long out of minds, a more
jovial Mr. Sokha rose to make a pitch
for the votes of commune councilors
from the ruling CPP.
"Do you know which way the
wind is blowing now?" Mr. Sokha
asked the crowd. "The wind is blowing
to the CNRP and you are the representatives of the people. Now the people
vote for the CNRP, if you do not vote
for the CNRP, you are not representatives
of the people."
"Will you follow the will of the
people, or the yuon?"
Mr. Rainsy was more direct, saying
the opposition party is now "secretly
holding hands" with many lower-level
CPP officials, who he said would vote
CNRP on May 18.
"We expect a landslide vote," Mr.
Rainsy said.
"No matter what party you are in,
we are all Khmer. They [the CPP
councilors] know right from wrong,
they pity the country and they love
justice-and they will be on our side."

function hall were done by the owner. At
the entrance, artist Chantha Kem displayed his artworks for ethnic and mainstream audiences to view and use for
photo opportunity. Besides these decoration volunteers, the event was also made
possible through a team of 50 volunteers
including traditional musicians and performers of various shows during the
night making the event much appreciated
from the audiences beyond KhmerPost's
expectation. KhmerPost USA wishes to
whole-heartedly thank all the volunteers.
KhmerPost USA also used the
opportunity to recognize achievements
and contributions in the Khmer community
including the recognition of Angkor
Dance Troup for its steadfast promotion
and preservation of Khmer culture, and
presented certificate of appreciation to
founder Mr. Tim Thou who could not
make it to the event but his team members

The Gala continued with live band,

Civil War battlefields, it wasn't until 2010 that
I made it to Fort Sumter. The delay was partly
because it was tough to get there from here
and partly because it was in South Carolina. I
had never been to that state but the image I
had wasn't a particularly positive one. Four
years ago I finally decided that I could tolerate
a few days in Charleston if it meant setting
foot inside Fort Sumter.
A funny thing happened during that trip:
I fell in love with Charleston. When the
opportunity arose to return there for a few
days this spring, I seized the chance.
Civil War-wise, Charleston is most
famous for the shelling and capture of Fort
Sumter in April 1861 but Charleston suffered
greatly through the rest of the war. The Union
blockade closed the port and made scarce
many of the essentials of life. The Confederate
flag over Fort Sumter also stuck in the collective
consciousness of the northern states and great
efforts were expended to recapture the fort
and punish the city. For example, the movie
Glory, which recounts the heroism of the 54th
Massachusetts Volunteer Infantry Regiment
(composed of African American soldiers),
was set just outside Charleston. Battery
Wagner, the objective of the fateful and fatal
final charge of the 54th sits on Morris Island,
just to the southeast of Charleston. Eventually
captured by the Union army, Morris Island
became the site of a huge concentration of
Union artillery that was used to shell both
Fort Sumter and downtown Charleston. The
city claims to be the site of the longest siege
ever on the North American continent (it was
eventually captured by Union forces when
General Sherman cut it off from the rest of the
Confederacy with his march northward after
seizing Atlanta). This caused much of the
downtown to be leveled. It also turned Fort
Sumter into a pile of rubble. When first built,
its red brick walls were three stories high. All
that was left when the Civil War ended was
the first level which is all that remains today of what

houses at the bottom of the peninsula followed by a large stripe of commercial
buildings filled with banks, law offices
and retail space. Further up the peninsula
is the tourist district filled with hotels,
restaurants, shops and historic businesses.
Finally you have two colleges, the Citadel
military academy and the College of
Charleston. Beyond that is more affordable
residential areas mixed with large industrial
and shipping enterprises (the port of
Charleston is one of the busiest cargo and
passenger hubs on the east coast). On the
drive back to the airport, we passed an
enormous Boeing facility where the
Dreamliner is being assembled which
made me recall past news stories about
Boeing moving this plant from union-
friendly Washington state to union-hostile
South Carolina. Thinking of the textile
mills leaving Lowell in the 19th century

Like every city, Charleston undoubtedly
has plenty of problems, but my visits back
in 2010 and again last weekend showed
the city does a lot of things right, things
that Lowell is trying to do or do better. In
April of 1861, the gaze of Lowell's leaders
focused on Charleston; perhaps in 2014
it's time for that to happen once again.
